Adjourn *** Please Call Tracy or Lynette if you are unable to attend this meeting *** 0 • MINUTES CITY OF ARDEN HILLS, MINNESOTA PARKS AND RECREATION COMMISSION TUESDAY, JANUARY 26, 1999 7:00 P.M. 1. Call to Order Chair Lynette Kreidler called meeting to order at 7:02 p.m. Roll Call Present were Lynette Kreidler, Anita Larson, Megan Ricke, Rich Straumann, Jim Johnson, Don Messerly, Dorothy McClung, Lois Rem, Tracy Petersen and Brian Fritsinger. Absent was Lou Speggen. 2. Approve Minutes Minutes from January 7, 1999, were approved by Dorothy McClung and seconded by Rich Straumann. The minutes were passed unanimously. 3. Council Report Councilmember Rem reported that the City, through its EDA, is looking to acquire the railroad bridge over 35W. The City is also in the process of getting an appraisal and an • environmental study completed on the area. The City Council approved proceeding with the preparation of the plans and specifications for the County Road F Trail Grant. The state is currently looking at redesigning the Hamline Avenue/County Road F intersection. The City will attempt to look at the location of the crosswalk and trail in light of the changes that may occur at this intersection. City staff is still investigating as to whether the trail on County Road F should go on the north or south side of the road. 4. Arden Manor Park Improvement Mr. Fritsinger distributed a copy of the park concept plan that was prepared by BRW. The initial intent of the improvements were to move the basketball court and playground structure closer to the office building. After looking at the plan, the Commission asked for a price breakdown on a half vs. full basketball court. They also indicated that they would like a larger playground area than was proposed. Mr. Fritsinger noted that the drainage ditch to the right of the court would be more defined and that the drainage would flow directly into the outlet pipe. The proposed drainage plan would substantially improve drainage issues at the park. Brian also noted that there is a possibility of using some excess dirt for buildup in the park. Mr. Fritsinger indicated that the entire proposed plan is estimated to be $142,000. He had estimated $25,000 for the hard court area and $23,000 for the playground structure. The • commission members indicated that they would like to make some improvements to the park but they are not set on spending $142,000. City Administrator Fritsinger mentioned that the land is not dedicated park land but is land that was made available for park purposes. Essentially, the area is dedicated space while the mobile home park exists. Brian also noted that the long-term (10-15 year) comprehensive plan shows a road right through the park. One of the commission members asked if we could talk to the owner about donating the land to the City. The Commission also wanted to know where the Highway 96 plans fit into the proposed park plan. They noted that if the park had an outer trail around it that it could possibly tie in with the Highway 96 project: The trail could be a part of a later phase of the project. Commission members felt strongly that the City should "provide the opportunity" and should make the improvements for the kids and not for the owner of the facility. The Commission agreed to develop a master plan for the park and to divide the improvements into phases. Phase I would consist of the %2 court or full court basketball area and the play structure improvements. The Commission decided it will meet with the residents in March to discuss the improvements and to get their feedback/input on the project. Staff will formulate ideas for the residents to respond to. The Commission asked if the City Council would fund some part of the project. Megan Ricke asked staff for some information on the breakdown of ages of kids in the park as well as some ideas for future programs and events at the park. • 5. Bethel College Park Project Tentative Hearing Dates The City Council will discuss the Bethel Park Project at its February 8 Council Meeting. The Commission reiterated the fact that they need more detailed information from Bethel on the intramural use and that they need more specific information about what the City's exact usage times would be. The Commission also mentioned that they are aware of the neighborhood concerns and that they need more information before going to the residents. Commission member Ricke stated that we should have someone from the Chatham neighborhood serve on the commission. The Commission also indicated that if the project moves forward, that a subcommittee could be established to work on various issues. 6. Parks and Recreation Director Hiring Update The deadline for applications is set for February 1. Mr. Fritsinger plans to do interviews and have someone on -board by Mid -March. The Commission indicated that they would like to see some interview questions related to plowing of trails, grant writing, etc. Playground Structure Replacement Update Mr. Fritsinger indicated that letters have been sent out to various playground manufacturers. County Road F Trail Update (see Council Report) 0 9. Day in the Park Tracy reported that the 1999 Day in the Park will be held on Saturday, June 5 at Cummings Park. Ms. Petersen indicated that it may be difficult to have a band at this facility due to the lack of power at the park. She also mentioned that if the commission members had any ideas for activities, to let her know. Anita Larson mentioned the possibility of an old-fashioned theme with pony rides, etc. 10. Department Repor Ms. Petersen reported that the department is sponsoring the Vt Annual Mother/Daughter Night Out to help celebrate National Women and Girls in Sports Day. The 1999 Spring Recreation Guide will be out the week of February 15. Other Mr. Fritsinger indicated that the City as a whole needs to decide on its policy for the plowing of trails. He noted that they City needs to discuss its philosophy of having trails available for year-round use. This year, the parks maintenance staff is only plowing segments of trails. 11. Adjourn Meeting was adjourned at 8:45 p.m. Next Meeting is Tuesday, February 23. • March 16: Meeting with Arden Manor residents at Arden Manor. • April 20: Resident meeting on Bethel College Park Project. 0 CITY OF ARDEN HILLS MEMORANDUM DATE: February 3, 1999 TO: Parks and Recreation Commission FROM: Brian Fritsinger, City Administrat SUBJECT: Various Park Improvement Activities Background At the most recent Parks and Recreation Commission meeting, the Commission discussed potential improvements to Arden Manor Park. The Commission requested additional ideas from staff regarding the various options. The following is intended to give some additional ideas on the use of Arden Manor Park. • BMX Bike Track • Swing Set Baseball Field • • Softball Field • Tennis Court/Tennis Backboard • Sliding Hill • Sandbox Area • Rollerblade Rink • Hockey Rink (boards) (paved or unpaved) • Skating Rink (no boards) I� • Sand Volleyball • Horshoe Pits • Picnic Shelter • Hiking Trails • Soccer Fields • Barbeque Area • Mini Water Park (water toys, etc.) • Playground with cargo nets/structure • Larger theme based playstructure (e.g., Pirate Ship, etc.) Meeting at Arden Manor Mobile Home Park Staff has discussed the use of the storm shelter for the March 16' Parks and Recreation Commission meeting. The manager has indicated that they would allow the City to use the space. The room holds up to 200 people, and should work for the Commission. Petersen, Program Supervisor V SUBJECT: Ideas for Future Programming at Arden Manor Park Background At the January 26, 1999, Parks and Recreation Commission meeting, the Commission requested a list of possible programming ideas for Arden Manor Park. The following is a list of programs that could be implemented at the park in the future provided sufficient funding and facilities are available. • Summer Playground Program * 1-5 days per week * 2-4 hour program or all day program • Summer Trips * Kids could be bused to various locations • After -school Programs * Would need to have access to both indoor facility and outdoor park area * Could consist of enrichment and sports classes and/or organized open time * Could be offered 1-5 days per week/year-round • Summer Penny Carnival * Carnival could be run similar to the current carnival we sponsor • Fall, Spring, Summer Special Events * Recreation staff could conduct special one day theme events • Sports Classes/Leagues * Could offer basketball instructional classes and/or leagues * Depending on improvements made to park, could offer other sports such as soccer, t-ball/baseball, volleyball, and other general sports classes •
