PARKS, TRAILS & RECREATION COMMITTEE
TUESDAY, APRIL 24, 2001, 7:00 P.M.
ARDEN HILLS CITY HALL

CALL TO ORDER
Acting Chairperson Messerly called the April 24, 2001 meeting of the Parks, Trails and
Recreation Committee to order at 7:05 p.m.
MEMBERS PRESENT
Members present were Don Tix (7:16 p.m.), Jim Crassweller, Rich Straumann, Don
Messerly, Louis Speggen, Steve Zilmer, Tom Moore, Council Liaison Gregg Larson, and
Joan Lenzmeier, Recording Secretary.
MEMBERS ABSENT
Members absent were Jim Johnson and Patrick Krenn.
• APPROVAL OF AGENDA
The Agenda was approved by consensus.
APPROVAL OF MINUTES
MOTION: Committee Member Crassweller moved and Committee Member
Straumann seconded the motion to approve the March 27, 2001
minutes as presented. The motion carried unanimously.
PARK AND RECREATION UPDATE
Mr. Moore reported that Valentine Park and Hazelnut Park were under water and the
League of Minnesota Cities Insurance Representative would be coming out to assess the
damage.
Mr. Moore reported the ball fields are wet at all the parks and the playstructures going up
in Floral and Sampson Parks will be delayed until the water is gone.
Mr. Moore reported the trails have been swept but noted it may need to be done again due
to the heavy rains. He also noted the parks crew would be conducting tree school, turf
school and small engine classes again this year.
• Committee Member Speggen asked if Arden Manor Park was flooded.

Mr. Moore indicated it was not and credited the improvements made for preventing water
• from flooding the park.
BUCK THORN REMOVAL PROGRAM
Mr. Moore reported Phil Fable of 3426 Glen Arden Court is very active in buck thorn
removal and wishes to help the City organize a buck thorn removal program.
Committee Member Crassweller suggested Mr. Fable be asked to lead the City's buck
thorn removal program.
Mr. Moore stated he would contact Mr. Fable and ask him to start the City's buck thorn
removal program.
ADOPT A FLOWER GARDEN
Mr. Moore reminded Committee Members that the Adopt a Flower Garden event was
scheduled for May 19, 2001 starting with breakfast at 9:00 a.m. at the Holiday Inn.
50TH DAY IN THE PARK UPDATE
Mr. Moore reminded Committee Members that the 501"Day in the Park Celebration is
scheduled for June 23, 2001. He then asked the Committee to consider either walking or
• riding in the parade as a group.
Committee Member Crassweller suggested carrying banners and wearing some sort of
costume that was parks, trails or recreation oriented.
COUNCIL LIAISON REPORT
Council Liaison Larson reported Council would be considering a right of way ordinance
that was developed by the League of Minnesota Cities to cover the use of the right of way
by communications organizations.
Council Liaison Larson reported Council had approved the audiovisual contract for the
new City Hall facility. He then indicated it would be a state of the art facility when
completed.
Council Liaison Larson reported there is a bill before the state legislature to provide for a
sales tax exemption for materials used in the new City Hall facility.
Council Liaison Larson reported Council had discussed what to do with the
approximately $170,000 surplus in the general fund. He explained the surplus is due to
the fact the City did not do the street improvement project this year. He then noted
Council decided to assign some of the money to costs associated with City Hall and the
rest of the money will go into an account for the new public works facility.

• Council Liaison Larson reviewed the development outcomes Council has agreed upon
with the Committee.
DATE/TIME OF NEXT MEETING
By consensus, the next meeting was scheduled for Tuesday, May 22, 2001 at 7:00 p.m. at
City Hall.

OTHER ITEMS FOR DISCUSSION
Committee Member Crassweller suggested having something at the Parks, Trails &
Recreation booth to draw residents to it. He then suggested handing out cups of water to
residents as a way to get them to come to the booth.
Committee Member Tix suggested trail maps made into magnets to hand out.
• Ms. Olson agreed to look into the cost of the magnets.
Mr. Moore explained he planned to have the tents placed strategically around the park
near the activities rather than in just one place.
Committee Member Crassweller suggested setting up a basketball hoop and free throw
line to let people shoot until they miss and list the names of those making the most free
throws in a row.
Committee Member Zilmer asked how prizes would be funded.
Mr. Moore explained there is a City Events Task Force in charge of raising money for
prizes.
Acting Chair Messerly stated the people working on the 50th Day in the Park Committee
have put in a lot of hours.
Committee Member Tix asked why Ingram was running behind schedule.
Mr. Moore indicated there is a problem with the City being able to coordinate the
facilities with the dates Ingram has available.
• Committee Member Tix suggested meeting in the parks if need be to stay on schedule.

each precinct etc. Each meeting room is set up to accommodate 50 + attendees in a
lecture/presentation style format Dry erase boards, overheads are available if necessary.
