RESOLUTION NO. 2016-040
RESOLUTION ADOPTING AN AMENDMENT TO THE COMPREHENSIVE PLAN
FOR THE TCAAP PROPERTY
WHEREAS, the Arden Hills 2030 Comprehensive Plan was officially approved in
September of 2009; and
WHEREAS, the City Council considered approval of a Comprehensive Plan
Amendment in order to rezone the approximately 427 acre portion of the Twin Cities Army
Ammunition Plant (TCAAP) property owned by Ramsey County and to adopt the TCAAP
Redevelopment Code (TRC) on December 12, 2016; and
WHEREAS, the Comprehensive Plan Amendment and related approvals would
change the land use designations on the TCAAP property from Mixed Business and Mixed
Residential to Neighborhood Residential, Town Center, Campus Commercial, Retail Mixed-
Use, Office Mixed-Use, Flex Office, Public and Institutional, Utility, and Parks and Open
Space; and
WHEREAS, the City's Future Land Use Map would be amended to re-designate the
property to reflect the changes in land use classifications; and
WHEREAS, the chapters and appendixes that pertain to this amendment would be
updated to ensure compatibility with the TCAAP Master Plan;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden
Hills, Minnesota, that the proposed Comprehensive Plan Amendment for the TCAAP
property are approved subject to review by the Metropolitan Council pursuant to Minnesota
Statutes §473.864:
ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS
