Public Works Director/City Engineer SUBJECT: Public Works Update Discussion The purpose of this item is to provide the City Council with updates on several ongoing efforts. County Road E2 Speed Limit Sign Staff has looked at the signs to determine if the flashing speed limits can be adjusted for school start and end times during the day. Currently the sign does not have that capability. In order to for the sign to allow the speed limits to coincide with the school calendar, the unit would need an upgrade. This would require removing the electronic component and sending it to the manufacturer at a cost of $1,100. With this upgrade, the sign would flash at 30 mph during school start and end times and 40 mph at all other times. If the Council chooses to select this option, staff would recommend changing the signage from “when children are present” to specific start and end school times. The cost of the new signage is estimated at $600 and would need to be reviewed and updated with any change in school start and end times. Another option for the City Council to consider is a sign that is specifically designed for school zones (Attachment A). This sign states that the lower speed limit is in effect when the sign is flashing and registers the speeds of the cars only during that specific school zone time. If a car is going over the speed limit the actual speed limit flashes as well to alert the driver of a violation. During non-school zone times, the lights do not flash and the speed does not display. This sign is more effective in that it is only operating during school times and catches the driver’s attention for that specific reason. The estimated cost to furnish and install this type of sign is approximately $16,000. If the Council would like to proceed with this option, a plan and specification could be prepared which would include removal and reinstallation of the existing sign in another location where speeding is a concern. AGENDA ITEM – 1A MEMORANDUM Page 2 of 2 Water Main Improvements, Project # 17-W-001 The 2017 CIP includes a project for CR E2 Water Main replacement/Old Hwy 10 Water Loop in the amount of $400,000. The purpose of this project is to replace existing 12” water main on CR E2 from Old Snelling Avenue (Old Hwy 10) to Valentine Hills School as the main has experienced numerous breaks due to deterioration of the pipe material. In addition, completion of a water main loop on Old Snelling Avenue from CR E2 to CR E will provide redundancy in the system and no longer require temporary feeds in the system or loss of service in the event of breaks in other areas. In order to reduce disruption during construction along Old Snelling Avenue, staff proposes to complete the project with the Old Snelling Trail Improvement project. An engineering scope and fee could be presented at a future City Council meeting. Sewer Lining/Rehabilitation. Project # 09-Sew-002 The 2017 CIP identifies $400,000 for sewer lining and rehabilitation. The City currently has approximately 18 miles of unlined clay sanitary sewer that are subject to infiltration and root intrusion. It has been past practice to line the sanitary sewers the year following a PMP project. Staff will review the televising videos from the 2015 PMP project and determine if that area is in need of lining or if there is another area in the City that would be a higher priority. A recommendation will be brought forward to a future City Council meeting. The City adopted a Sanitary Sewer Maintenance Policy in 2012 (Attachment B). Staff will review the policy and bring proposed recommendations for any updates or revisions to the City Council. Future Street Reconstruction/Rehabilitation Projects Currently the only street reconstruction project that is identified in the CIP is Old Snelling Avenue from TH 51 to County Road E to be constructed in 2019. A discussion with the City Council regarding street projects took place in July of 2016. Park Place and Floral Drive were discussed for 2017 and 2018 projects, respectively. This appears to align with the City’s pavement management system. Staff will complete a review of the pavement ratings along with the condition of utilities in the area and bring a recommendation to Council at a future meeting. Attachment A: School Sign Attachment B: AH Sanitary Sewer Maintenance Policy ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS THIS 8TH DAY OF OCTOBER, 2012 CITY OF ARDEN HILLS SANITARY SEWER MAINTENANCE POLICY 1. Purpose It is the policy of the City of Arden Hills to comply with all applicable state and federal regulatory requirements. The City intends to provide effective and efficient maintenance to its sanitary sewer system by evaluating political, social, safety, and economic concerns, among others. Procedures identified in this policy are intended to maintain the sanitary sewer system to operate efficiently and prevent sewer backups. These procedures, when implemented, may also extend the service life of various components of the sanitary sewer system. The City has 242,500 feet of public sanitary sewer mains, 1,100 manholes and 14 lift/pump stations within its sanitary sewer system. Procedures identified in this policy are intended to maintain the City’s sanitary sewer system to prevent sewer backups and to extend the life of the system. The City has developed and implemented this policy that takes into consideration public safety, the City’s budget and personnel, environmental concerns, and the cost of implementation versus the benefit to be achieved. The City will use its employees, equipment and/or private contractors to provide this service. While the City fully intends to meet the guidelines established in this policy, there may be times when this is not feasible. Issues including, but not limited to, budget constraints, critical equipment failure, or weather and other emergencies may prevent the City from meeting the guidelines established herein. The Public Works Director may override provisions established within this policy. Deviations from the goals established in this policy will be documented. The City will use this policy to guide any sanitary sewer maintenance activities to be provided by a contractor or a party other than the City. 2. Routine Maintenance and Inspection Goals A. Sanitary Sewer Mains Scope of City’s Responsibility - The City will maintain the components of the public sanitary sewer system. This includes sanitary sewer mains, manholes, lift stations, waste water treatment plants, and other components. Private property owners are responsible for the maintenance of sanitary sewer components from their property up to and including the connection to the public system. ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS THIS 8TH DAY OF OCTOBER, 2012 Schedule – The City’s goal is to inspect and maintain the components of its sanitary sewer system according to the attached schedule. Equipment – The equipment used to perform maintenance will depend upon the equipment available and its effectiveness as determined by qualified staff. Television Inspection – The City’s sanitary sewer mains will be inspected by television camera in accordance with the attached schedule. Any sewer mains located on a street where a street maintenance project is planned will be inspected before and after such a project. Sanitary sewer mains in a new development must be televised before said mains are turned over to the City. Television inspection may also be used to inspect the system where there are possible problems. In addition, the City may require any main near a construction site to be televised before and after the construction (i.e., near blasting, digging, other activities that might disrupt the main, etc.) Visual recordings of sewer main televising will be required of any vendor performing this service for the City. A written report summarizing and interpreting the findings of the televising will also be required. These records will be kept by the City for a minimum of 12 years. B. Maintenance Category The sanitary sewer mains and facilities identified as Category 1 will receive ordinary routine maintenance as noted on sewer maps. The sanitary sewer mains and facilities identified on the sewer map as Category 2 will receive more frequent maintenance and those identified as Category 3 will receive less frequent maintenance. When a sewer main or facility is identified as anything other than Category 1, the reasons why maintenance is needed on a different schedule will be documented. Sewer mains and facilities will receive maintenance according to the attached schedule. The Public Works Director will determine whether a main or facility is Category 1, receiving routine sewer maintenance, Category 2, receiving more frequent maintenance or Category 3, receiving less frequent maintenance. Based on periodic assessment, maintenance will be adjusted and a sewer main may be moved from one category to another. C. Sanitary Sewer Lift Stations The City maintains lift stations using specific maintenance that is reasonable and recommended. The number of lift stations, location, date of installation, and capacity of each lift station is kept on record. Maintenance for each lift station is reflected in the following list of activities:  Easy availability of original manuals with manufacturers’ recommended maintenance schedules for all lift station equipment  Operating procedures for manipulating pump operations (manually or automatically) during wet weather to increase in-line storage of wet weather flows ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS THIS 8TH DAY OF OCTOBER, 2012  Setting wet well operating levels to limit pump start/stops  Cleaning wet well annually  Calibrating flow meters or conducting draw down tests  Regular rotation of lead, lag, and backup pumps  Regular inspections of lift station, alarm systems and electrical components  Maintenance of operation logs and general records for all lift station activities, including inspections  Clean force mains as needed  Identify problem areas/components  Replace pump impeller, motor as needed  Maintain generator according to manufacturer’s recommendation 3. Inflow and Infiltration Inflow and infiltration occur when clear water gets into the sanitary sewer system. This may occur through cracks or leaks in the sewer pipes and manholes or through sump pumps incorrectly connected to the sanitary sewer system. Inflow and infiltration can lead to backups, overflows and unnecessary and expensive treatment of clear water. City employees will periodically inspect manholes to identify any that contribute to this problem. Sanitary sewer mains will be maintained and inspected pursuant to the City’s Sanitary Sewer Maintenance Policy. 4. Personnel Responsibilities and Requirements A. Exercise of Professional Judgment It is expected that City employees, in accordance with their job duties and responsibilities, will exercise their professional judgment in the implementation of this policy. Further, it is expected that in emergency situations City employees will be required to exercise their discretion and weigh political, social, and economic considerations including but not limited to public and employee safety, the potential for damage to private property and the City sanitary sewer system, and environmental concerns. B. Training and Education The City will provide training to employees responsible for maintenance of and emergency response to issues with the sanitary sewer system. Training of employees will include education necessary to earn and maintain appropriate operator certifications. Training will also address standard operating procedures, proper use of equipment, emergency response and other topics required by state and federal regulatory agencies. Work Schedule Full-time City employees in the Public Works Department will be expected to work eight-hour shifts. In emergencies, employees may be required to work in excess of eight hours. Budget and safety concerns may limit the length of time an employee is permitted to work. D. Weather Conditions Regular sewer maintenance operations will be conducted only when weather conditions do not endanger the City employees and equipment. Factors that may delay sewer maintenance operations include, but are not limited to: severe cold, severe heat, flooding, rain, snow and other severe weather events. 5. Documentation The City will document all of its inspection and maintenance activities and emergency responses for its sanitary sewer system. The City will also document circumstances that limit its ability to comply with this policy. A report should be prepared periodically for the purpose of evaluating maintenance activities and for determining goals for the future. These records will be kept in accordance with the City’s records retention schedule. 6. Public Education Periodically, the City will inform residents of their responsibilities related to sanitary sewer service from the City of Arden Hills. Public Works Director/City Engineer SUBJECT: 2017 Trail Improvement Projects Background Three trail projects are proposed in the Capital Improvement Plan for 2017. • Highway 96 between existing walk east of Highway 10 and Hamline Avenue N • County Road E2 between Cleveland Avenue SW and New Brighton Road • County Road F W between Hamline Avenue N and the existing trail (approx. 400 ft.) Discussion Highway 96 Trail Connection A 6-ft wide concrete walk is proposed along the north side of Highway 96 to connect the existing concrete walk near the Highway 10 overpass and the existing pedestrian ramps at Hamline Ave N. This concrete walk will be approximately 3,660-ft long (See Attachment A). While Highway 96 has an existing bituminous trail along the south side of roadway, pedestrians on the north side of Highway 96 have limited opportunities to safely cross the busy highway to get to the trail. Providing a trail along the north side of Highway 96 also allows for future developments to easily connect into the trail system and provides a continuous trail on the north side of Highway 96 from West Round Lake Road easterly to the City of White Bear Lake. The CIP also identifies a landscaping project along Highway 96 for median and boulevard area landscaping in the amount of $300,000. This project could be included with the trail improvements. AGENDA ITEM – 1A MEMORANDUM Page 2 of 2 County Road E2 Trail Connection An 8-ft wide bituminous trail is proposed along the south side of County Road E2 to connect the existing bituminous trail that was recently constructed on the east side of Cleveland Avenue SW and the existing bituminous trail at New Brighton Road. This bituminous trail will be approximately 730-ft long (See Attachment B). Currently there is not a crosswalk at the New Brighton Road trail crossing. A pedestrian crossing and ramps are proposed to accommodate the trail entrance at this point. County Road F Trail Connection A 6-ft wide concrete walk is proposed along the south side of County Road F to connect the existing concrete walk and crosswalk at Hamline Ave N and the existing concrete walk along County Road F. This concrete walk will be approximately 400-ft long (See Attachment C). There is currently a striped and signed crosswalk at the intersection of Hamline Avenue N and County Road F. This crosswalk connects the trail on the east side of Hamline Avenue N to the pedestrian ramps on County Road F. However, the pedestrian ramp on the south side of County Road F does not currently connect to a trail. The CIP identifies $575,000 for construction of the trail with funding sources to include Ramsey County and State Aid funds. The proposed scope of work and fees for engineering services for the trail improvements will be distributed at the work session. Public Works Director/City Engineer SUBJECT: County Road E/Snelling Avenue Bridge Lighting Requested Action Accept proposal from Forest Lake Contracting, Inc. for the removal and replacement of bridge lighting in the amount of $6,999.00. Background Two decorative light fixtures currently provide light to the County Road E bridge over Snelling Avenue. The existing lights do not provide the recommended foot-candle levels for a concrete sidewalk in a commercial area (0.9 fc). The City Council requested that new lighting options be investigated. Discussion WSB & Associates considered three different scenarios for lighting the bridge: no lights, existing lanterns, and LED shoebox lights. They found that replacing the existing lanterns with the LED shoebox lights would provide adequate lighting in accordance with standards for sidewalks in commercial areas. Forest Lake Contracting provided a product overview of an LED shoebox light and an estimated cost for removing and salvaging the existing lanterns and installing the new LED lights. They proposed that the total cost would be $6,999.00 Staff has worked with Forest Lake Contracting in the past and found their work to be acceptable and recommend accepting their proposal. Public Works Director/City Engineer SUBJECT: Old Snelling Trail Project Background The City has an agreement with Bethel University to construct Old Snelling Trail from Bethel Drive to County Road E and County Road E from Old Snelling Avenue to Freeway Park by the end of 2018. On September 26, 2016, the City Council awarded a contract to Elfering & Associates for the preliminary trail design. Elfering has completed a survey, wetland delineations, preliminary design and a feasibility report for the Old Snelling Trail. Discussion The Old Snelling Trail Improvements project proposes the addition of 8-ft wide bituminous trails along the west side of Old Snelling Avenue N between Bethel Drive and County Road E and along the south side of County Road E between Old Snelling Avenue N and existing trail at Freeway Park (see Attachment A). The proposed trail section between Bethel Drive and 3641 Snelling Avenue N constructs the trail as close to the edge of the drive lane as possible to minimize wetland impacts. This construction will include the replacement of the existing curb and potentially 2 feet of the existing pavement. The proposed trail section along the open water body will require the construction of a retaining wall and fence. A boardwalk option was also considered, but in discussions with Ramsey County it was determined that the trail could be located within the existing right of way just behind the curb. The proposed trail section for the remaining portion of Old Snelling Avenue N and along County Road E includes a 5-ft to 6-ft boulevard between the existing curb and gutter and the 8-ft wide trail. The section also includes a 2-ft clear zone between the edge of the trail and the edge of the existing right-of-way. Ramsey County stated that the 5-ft to 6-ft boulevard is necessary except where the open water body and wetland impacts prevent it from being constructed. The AGENDA ITEM – 1A MEMORANDUM Page 2 of 3 boulevard provides trail users a separation from vehicles, provides snow storage that minimizes maintenance time and costs for the City, and meets the Rice Creek Watershed District requirements for storm water runoff. Cross sections showing the trail sections with and without the boulevard are shown in Attachment B. Additional storm water facilities will be needed for the portion of the proposed trail that does not include a boulevard per Rice Creek Watershed District rules. Based on the amount of impervious surface being installed, a total storm water volume reduction of 782 cubic feet of storm water treatment will be needed. In discussion with representatives from Bethel University, it was determined that these facilities may be placed on University property with final approval from the University. Such facilities potentially include and are not limited to bio-filtration basins, rainwater gardens, filtration strips, and constructed wetlands. No additional traffic control will be needed at the intersections with the proposed crosswalks at this time. Since the number of future trail users is unknown, no traffic control changes are proposed for the 4-way stop at Old Snelling Avenue N and County Road E. Ramsey County said that a signal can be placed at Bethel Drive and Old Snelling Avenue N if it eventually meets the necessary warrants, but there is not funding for a signal at this time. The total cost for the project including construction fees, contingencies, and overhead is estimated to be $882,170. The funding breakdown for this project can be found in the feasibility report and is included below. Two Bethel University representatives and four residents who live along Old Snelling Avenue attended. Of these four residents, three expressed concerns of having the trail located on their property and of the trail negatively affecting the landscape and vegetation of the area. One resident filled out a comment card in favor of the proposed trail and one additional property owner along Old Snelling Avenue sent an email in support of the trail. After the open house one of the attendees provided written comments which will be provided to Council at the work session. Concept Review Process The concept review process is an opportunity for the City Council to provide comments, questions, and concerns regarding proposed developments. A concept review is considered advisory and is nonbinding to the City and applicant (Section 1320.14 Subd 4 of the Zoning Code). No formal action can be taken at a work session. A formal application will be subject to the full review process, including a public hearing with Planning Commission and City Council review. Background In 2013, the City approved a Master PUD for the Lexington Station redevelopment project at the southwest corner of Lexington Avenue and Red Fox Road. The total project area is 7.57 acres in size and is comprised of three separate parcels (3833 and 3771 Lexington Avenue and 1120 Red Fox Road). Phase 1 of the redevelopment was completed in 2013-2014 and included the demolition of the former Blue Fox Restaurant and the construction of a 15,340 square foot multi- tenant commercial building. Phase 3 includes an additional 18,000 square foot multi-tenant commercial building located south of the Phase 1 building, and two 22,000 square foot retail/office buildings at the southwest corner of the site. With the completion of Phases 2 and 3, Lexington Station would become a larger retail center with all five buildings on the site facing inwards onto a shared parking area and interior circulation route. The approved Master PUD Site Plan has been included in Attachment E. Discussion Roberts Management has proposed modifications to the Master PUD based on changes in market demand and from lessons learned during Phase 1 of the development. For Phase 2, the existing building at 1120 Red Fox Road would be completely demolished and a new 16,922 square foot retail/office building would be constructed in its place. The building would be repositioned closer to the western property boundary, which would allow for construction of a greater number of parking stalls to serve the two buildings. A drive-up window has also been added on the south side of the building. For Phase 3, the footprint of the multi-tenant commercial building on Lexington Avenue has been reduced to 15,210 square feet. A drive-up window has also been added on the north side of the building and would be accessed by a drive lane along the east side of the building. The two retail/office buildings would be replaced by one 17,841 square foot retail building at the southwest corner of the site. The original proposal had included some underground parking for the two retail/office buildings and this would be replaced by additional surface parking. Roberts Management anticipates submitting an application for the Master PUD Amendment and the Final PUD for Phase 2 in early 2017. Phase 2 would commence this year with the demolition of the existing building at 1120 Red Fox Road and expansion of the shared parking area for Phases 1 and 2. Construction on the Phase 2 building would likely take place during 2018. Phase 3 is expected to be completed between 2021 and 2023. Staff has not completed an evaluation of the modified plans based on the City’s zoning requirements. A detailed analysis would be part of a formal application and review for a Master PUD Amendment and Phase 2 Final PUD. However, it does not appear the proposal would significantly change the approved Lexington Station concept plan. The overall density of development would decrease from 94,634 square feet to 65,313 square feet and the number of surface parking stalls would increase from 339 to 435. With the reduction in building space and the additional surface parking provided, staff believes that some of the parking constraints experienced with Phase 1 would be addressed. The proposal to demolish the existing building at 1120 Red Fox Road instead of remodeling will allow the developer to have a more cohesive building design across the three phases. Roberts Management has provided conceptual elevation plans for the Phase 2 building (Attachment D). The existing access driveway on Lexington Avenue would be maintained during Phase 2. The developer has provided a site plan showing internal traffic circulation with the completion of Phase 2 (Attachment C). In conjunction with Phase 3, a new access driveway would be constructed in alignment with the Target service road. The approved Development Agreement for Lexington Station states that Ramsey County will condition approval of this new driveway on the installation of necessary traffic controls at the intersection, which may include a signal. The two access driveways on Red Fox Road would remain as well. Modifications may be required to these driveways to accommodate the Phase 2 development. A traffic study was completed by SRF for the original proposal in 2013. One of the recommendations of the study was that an eastbound right-turn lane at the Lexington Avenue/Red Fox Road intersection be constructed at the time Phase 3 is completed. Given the existing levels of congestion at this intersection, the City may want to consider working with the developer and Ramsey County to determine if this right-turn lane can be installed as part of Phase 2 of the development. The moratorium can last up to one year to prepare a study to determine the impacts and benefits from higher education land uses and provide recommendations for possible Zoning Code and/or Comprehensive Plan amendments regarding higher education uses. The City Council discussed at the December 19, 2016 Work Session that the study would involve the economic impact of higher education uses within the commercial and employment zones and would be led by the Planning Commission with the assistance of the Economic Development Commission. Based on the direction given by the City Council, WSB and Associates has prepared a proposal to conduct the planning and economic development study. The study is comprised of seven components: • Background gathering and analysis of the existing Campus Master Plans for the University of Northwestern and Bethel University. • Analysis of the Commercial and Employment Uses currently allowed in the various Commercial and Industrial Zones. • Analysis of the Employment and Economic Activity that results from the allowed Commercial and Employment Uses. • The regulation of Higher Education Uses within other communities. • Analysis of existing parcels and buildings within the Commercial and Industrial zones. • Preparation of a Final Report. • Zoning Code and Comprehensive Plan Amendments based on the Report’s recommendations. Eric Zweber has more than 15 years of planning and zoning experience at multiple communities and Jim Gromberg has more than 25 years of economic development experience, including most recently with the Minnesota Department of Employment and Economic Development (DEED). The full biographs of the entire team and related project experiences are described in the proposal provided in Atatchment A. This scope of the study has a proposed total cost of $30,000. The cost is broken out by individual costs within the proposal. The proposal also includes a schedule that would implement any Zoning Code or Comprehensive Plan amendments by September 2017, just before the moratorium would expire. Staff requests that the City Council review the proposal and recommend any revisions to the scope of the proposal that are desired. If the City Council is supportive of the scope of the proposal, then the proposal would be placed on the February 13 City Council meeting for formal approval. Jim Gromberg Economic Development Coordinator Jim has over 25 years of experience in economic development including both redevelopment projects and greenfi eld developments. Most recently, Jim was the State of Minnesota’s Business Development Representative for the Twin Cities metro area, focusing on the attraction of new businesses to the state and assisting businesses in expanding their current locations. Jim has also served as the Vice President for Business Banking for Landmark Bank focusing primarily on SBA lending, the Business and Community Relations Manager for Connexus Energy, City Manager for Isanti, and Economic Development Coordinator for the City of Ramsey. Princeton Industrial Park Expansion Plan Jim served as the Project Manager for the project for the City of Princeton. The analysis included: industrial market overview, examining market trends and data for Princeton’s Market Area, industrial market jobs data and industrial land development trends within the Market Area, and the current vacant industrial sites in the City that are available for development. She also provides zoning administration services to the Cities of Cottage Grove and South St. Paul. Hannah is very passionate about the community engagement process and enjoys seeing citizen input on projects become a reality. Hannah has collaborated with other WSB planners on several comprehensive plans, including the Medina Comprehensive Plan, Zumbrota Comprehensive Plan, Grand Forks 2040 Land Use Plan, and St. Anthony Comprehensive Plan. On these plans she collected and analyzed demographic data, wrote applicable sections of the plan, and assisted with community engagement efforts. City of Princeton Industrial Park Plan Contact: Jolene Foss; Economic Development Director; 763-389-2040; Jolene@princetonmn.org The WSB team was commissioned by the City of Princeton to complete a land use and economic analysis of their industrial park and additional land that may be needed to accommodate business retention, expansion, and recruitment. This study included in-person interviews with each industrial business in Princeton, the compilation of a database of contacts, current and future business needs. The fi nal piece of this plan is to identify land needs and recommends areas for industrial park expansion and funding/ fi nancing opportunities. A Proposal to Provide Planning Services for a Small Area Study for the City of Arden Hills Proposer Qualifi cations & Experience / 9 City of Savage Re-Development Plan Contact: Bryan Tucker, Planning Director; 952-882-2692; btucker@ci.savage.mn.us WSB is currently completing a Re-Development Plan for the City of Savage for an area along a visible Highway 13 near Highway 101. Consisting of a variety of industrial properties, this study includes the identifi cation and inventory of the businesses within the study area, in person interviews with businesses and property owners, and an analysis of policymakers’ visions and goals for the area. Ramsey Shovel Ready Certifi cation Contact: Patrick Brama, Assistant City Administrator; (763) 433-9903, pbrama@ci.ramsey.mn.us WSB was engaged to complete the information required for 5 sites in the City of Ramsey to be certifi ed in Minnesota Department of Employment and Economic Development Shovel ready program. This program allows for communities to identify sites for future development and complete the information that will be required for new development and site selectors. The information that is required and was completed by WSB included: ALTA surveys, Title work, Geotechnical reports, Environmental review including Phase 1 and Phase 2 studies, and Development materials.
