Joynes, Sr., City Administrator FROM: Matthew Bachler, Senior Planner SUBJECT: 2040 Comprehensive Plan Requested Action Review proposal from WSB & Associates to the complete the 2040 Comprehensive Plan and authorize staff to negotiate a consulting services contract with WSB. A final contract would be placed on the March 13, 2017 City Council agenda for the Council’s consideration. Background Communities in the seven county metropolitan area are required to update their comprehensive plan every ten years to ensure consistency with the Metropolitan Council’s regional development plan. The current plan is Thrive MSP 2040 and was adopted in May 2014. Local comprehensive plans must also conform to the metropolitan system plans for transportation, water resources, housing, and regional parks and trails. The City now has until December 31, 2018 to complete its 2040 Comprehensive Plan. The City Council discussed their goals for the 2040 Comprehensive Plan at two work session meetings in May and July 2016. The City Council determined the intent of the Comprehensive Plan update was to satisfy the Metropolitan Council’s technical requirements and to update the goals and priorities included in the 2030 Comprehensive Plan as needed. A draft RFP for consulting services to assist with the update was reviewed at the work session on July 25, 2016. Staff has since made updates to the draft RFP based on Council feedback related to public engagement requirements and contract negotiation (Attachment A). City of Arden Hills City Council Work Session for February 21, 2017 P:\Planning\Comprehensive Plan\2018 Comprehensive Plan\Memos_Reports_2040 Comp Plan Page 2 of 3 Discussion Since August 2016, the City has worked with WSB & Associates under a Professional Services Agreement that includes public works supervision, engineering services, and planning support. The City Council approved an extended agreement with WSB for public works directorship on February 13, 2017. Considering this existing Agreement, staff requested that WSB submit a proposal to complete the 2040 Comprehensive Plan prior to bringing the RFP to the City Council for final approval. A copy of the proposal from WSB is included in Attachment B. Work Plan The work plan proposed by WSB is consistent with the draft RFP and the minimum requirements established by the Metropolitan Council for Comprehensive Plan updates. The plan chapters would include general community development topics (community profile, land use, economic development, and housing), parks and trails, technical topics related to public infrastructure (transportation, water supply, water resources, and sewer), and implementation. The budget includes a water supply model as an alternate project if it is determined the TCAAP water supply model is unusable for the remainder of the City. Schedule Although the Comprehensive Plan submittal deadline is December 31, 2018, the City must provide adjacent and affected jurisdictions a six month review period to comment on the plan update before submitting to the Metropolitan Council. Therefore, the City should aim to approve the Comprehensive Plan update no later than May 2018. The schedule provided by WSB would allow for the City Council to approve the update in March 2018. The work schedule includes a series of meetings and workshops with the City Council, Planning Commission, Economic Development Commission, and Parks, Trails, and Recreation Committee. One public open house is scheduled for January 2018 to review the final draft of the Comprehensive Plan prior to Planning Commission and City Council consideration. Financial Impact WSB has proposed a total project budget of $131,050. The water supply model would be an additional $6,000 if the City determines this work is needed. It is estimated that approximately 70 percent of the costs associated with the update would be billed in 2017 ($91,735), with the remaining 30 percent ($39,315) billed in 2018. Staff would recommend that any contract for consulting services stipulate that the project cost should be a not-to-exceed amount. The overall project cost may be reduced if the City fills the vacant Community Development Director position in the future and is able to commit more staff resources to completing sections of the plan. It is difficult to compare the cost for Comprehensive Plan updates across different communities given differences in population, pace of development, and the level of detail required for a given plan update. Staff has compiled the table below to show the range in budgets for Comprehensive City of Arden Hills City Council Work Session for February 21, 2017 P:\Planning\Comprehensive Plan\2018 Comprehensive Plan\Memos_Reports_2040 Comp Plan Page 3 of 3 Plan updates in several local cities. Staff believes that the proposed budget from WSB is generally consistent with the budgets approved in these other communities. The adopted 2017 budget includes $100,000 in the general fund for the update, with additional funds to be approved for the 2018 budget. The City Council could consider two options for paying for the plan update: finance the update entirely through the general fund, or cover the costs associated with the public infrastructure chapters with their associated enterprise funds (i.e. water supply, sanitary sewer, and surface water management). Introduction Arden Hills is a community situated in Ramsey County approximately 8 miles north of the downtown areas of both Minneapolis and St. Paul. The City has an estimated population of 9,600 and over 12,000 employees. The City is home to Boston Scientific, Land O’Lakes, Bethel University and University of Northwestern. Arden Hills offers convenient freeway access to I-35W, I-694, Highway 51/Snelling, and Highway 10. Residents of Arden Hills enjoy a high quality of life with access to neighborhood and regional parks and trails, stable residential neighborhoods, and one of the highest ranking school districts in the State. Arden Hill is home to the former Twin Cities Army Ammunition Plant (TCAAP), which was in production from 1942 to 1976. In 2013, Ramsey County purchased a 427-acre parcel of the site from the U.S. Government to clean up and return to productive economic use. The City of Arden Hills approved a master redevelopment plan for the property in 2015, and completed an update to its 2030 Comprehensive Plan at that time. The redevelopment plan calls for a mix of commercial and residential uses around a town center area. The Joint Development Authority overseeing the project has selected a team comprised of Alatus LLC, Inland Development Partners, and Tradition Development Corporation to help guide overall residential and commercial development on the site. II. Scope of Services The City of Arden Hills is accepting proposals from qualified consultant firms to assist in updating its 2030 Comprehensive Plan. The City completed an extensive update to its Comprehensive Plan in 2015 to incorporate the master redevelopment plan for the TCAAP property. The City’s goal with this current update is to improve upon the existing plan only where needed. The City expects a more thorough update will be needed to the following components of the Comprehensive Plan: • Land Use. Arden Hills is a nearly fully developed community and as a result redevelopment pressure has increasingly become an issue in some of the City’s older commercial and industrial areas. The consultant firm will be asked to examine the Red Fox/Grey Fox/Lexington Avenue business area in particular. This area includes several light industrial/office buildings developed in the 1960s and 1970s that are becoming obsolete for modern business uses. Several large retail and commercial redevelopment projects have been completed along the adjacent Lexington Avenue corridor in recent years, both in Arden Hills and the adjacent Shoreview community, which is changing the characteristics and traffic patterns of the area. • Housing. Approximately 50 percent of the housing units in Arden Hills were constructed prior to 1974. As the City’s housing stock ages, there is an increasing need to adopt policies and programs that encourage property reinvestment. The City is seeking new and creative solutions to address housing maintenance and 3 reinvestment to add to its current code enforcement program and partnerships with county, regional, state, and federal entities. • Economic Development. The City completed a Business Retention and Expansion (BRE) program in 2015. As part of the Comprehensive Plan update, the consultant firm will update the Economic Development and Redevelopment chapter of the plan to incorporate the findings and recommendations of the final BRE report. The consultant will also review how the report findings impact the land use, housing, and transportation sections as they relate specifically to economic development. A. Metropolitan Council Requirements The consultant firm is expected to develop and maintain effective relationships with the Metropolitan Council, including early identification of issues and communications with the agency throughout the Comprehensive Plan Update process. The consultant firm will be responsible for assuring the Comprehensive Plan Update complies with Minnesota Statutes and the Metropolitan Council guidelines, including the relevant requirements contained in the Local Planning Handbook and the System Statements. B. Comprehensive Plan Chapters The consultant firm shall analyze recent trends in physical development in the City, complete an assessment of this information, and update the existing chapters in the Comprehensive Plan based on current and projected demographic data. The specific chapters to be updated are listed below. The City reserves the right to have City staff assist the consultant firm in providing content for certain chapters of the Comprehensive Plan. The consultant firm will be responsible for incorporating content provided by City staff into the Comprehensive Plan to ensure a consistent format. 1. Analyze existing Wastewater Management Plan and complete updates as needed to meet all requirements listed by the Metropolitan Council. • Surface Water Management Plan a. Analyze existing Surface Water Management Plan and complete updates as needed to meet all requirements listed by the Metropolitan Council. • Water Supply Plan a. Update the existing Water Supply Plan to meet all requirements listed by the Metropolitan Council, and complete and submit the DNR/Metropolitan Council water supply plan template through MPARS. 6. Implementation • Prepare Implementation Plan C. Public Engagement The consultant firm shall provide alternatives for public participation in the process. These alternatives should represent different levels of involvement, complexity, and costs. Examples of possible alternatives include: formal public hearings, open houses, and other means of technology used for public input such as online surveys, social media, or a dedicated project website. Consultant firms are encouraged to propose creative and innovative approaches for public engagement. III. Required Proposal Content A. Project Approach The proposal should reflect the consultant firm’s understanding of the requirements of the project and address how the scope of work is to be accomplished, including the process 5 and the product. The approach should discuss the roles of the City Council, Commissions, Committees, staff, and the public in preparing the Comprehensive Plan Update. B. Project Personnel The proposal should contain the names of the firm’s assigned personnel with key responsibilities for the work and the description of their roles and duties. An organizational chart should be included that designates responsibilities and lines of authority and communication. The proposal should also include resumes of these individuals with an emphasis on their involvements and responsibilities with other comprehensive plan updates. C. Relative Experience The proposal should discuss the firm’s experience with other comprehensive plan updates in the Minneapolis-St. Paul metropolitan area. Relative experience should include current knowledge of and recent experience with the Metropolitan Council and the comprehensive plan update approval process. D. References Include a list of municipal clients where related services were provided by the firm’s proposed staff along with contact information for a staff member at that municipality. Include a list of private clients for whom work has been or is being performed within the City of Arden Hills, the type of project, the specific activities performed, and the name of a person who may be contacted at the private firm. E. Schedule Provide a proposed schedule from project initiation to final completion. The schedule should include a list of key tasks within each phase, key milestones and approximate dates, and deliverables. F. Costs The proposal should include a “not to exceed” cost for the project and a schedule of billing rates for personnel involved. If multiple consultants are collaborating on the project, please identify the specific segment of the scope for each assigned consultant and the associated pricing. Costs should be separately provided for completing each of the Comprehensive Plan sections included in the Scope of Services above. Costs for each of the public engagement alternatives should also be separately provided. The City reserves the right to select one or multiple consultants. IV. Submission Requirements A. Process and Schedule Based upon its review of the submitted proposals, a selected number of consultants will be asked to interview with City staff. The City staff will recommend one or more of these consultants to the City Council for final selection. B. Cost Liability The City of Arden Hills assumes no responsibility or liability for costs incurred by the consultant prior to signing a contract for this project. Total liability of the City of Arden Hills is limited to the terms and conditions of this agreement. C. Rights of Review 7 Issuance of this RFP does not compel the City to award a contract. The City reserves the right to reject any or all of the proposals wholly or in part and to waive any technicalities, informalities, or irregularities in any proposal at its sole option and discretion. The City reserves the right to request clarification or additional information. The City reserves the right to award a contract, re-solicit proposals, or temporarily or permanently abandon the procurement. D. Evaluation Criteria Proposals will be independently evaluated by the Selection Committee. The following criteria will be used to determine which proposal best meets the need of the City: • Conciseness, clarity, and organization of the proposal • Relevance and suitability of the project approach • Qualifications and expertise of the key personnel to be assigned to the project • Experience of firm, other sub-consultants, and project team with comprehensive plans and comprehensive plan updates • Working knowledge and recent experience with the Metropolitan Council • Demonstrated ability to perform the comprehensive plan update in a timely and cost effective manner • Demonstrated familiarity with relevant development, social, and economic issues impacting communities such as Arden Hills • Project costs • Ability to work as a team with the City Council, Commissions, Committees, staff, and other City consultants • Ability to interact positively and effectively with the general public • Innovation and creativity VI. Contract Terms and Conditions A. Upon selection of a consultant firm(s), an Agreement or Contract of Services shall be entered into by the City and the consultant(s). It is expected that the contract will provide for compensation for actual work completed on a not to exceed basis with the following conditions: 8 • Deletion of specific components, such as individual project meetings, will be at the discretion of the City. Payment or reimbursement shall be made based on actual hours worked on various tasks required for the project. • The City shall retain ownership of all documents, plans, maps, reports, and data prepared under this proposal. The consultant shall provide the City with hard copy and digital documents throughout the project and a fully electronic file upon completion of the project. B. The City reserves the right to negotiate the final terms and conditions of the contract to be executed. Should the City and a consultant be unable to mutually agree upon the entire contract, the City reserves the right to discontinue negotiations, select another consultant, or reject all of the proposals. It must link land use and demographic trends to provide tools to create housing for people in all stages of their life cycle. It must focus uses and density in a way that fosters convenient, safe, and flexible transportation options. Overall, Arden Hills’s 2040 Comprehensive Plan must provide balanced strategies for growth, redevelopment, and connections in response to changing demographics. Implementation actions must also be concise and include techniques for appropriate design of growth and redevelopment. Project Approach to Scope of Work / 5 A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills Metropolitan Council Requirements First and foremost, the 2040 Comprehensive Plan must meet all requirements for Metropolitan Council’s approval. The WSB team will ensure that all of the required tasks, analyses, figures and tables required in the Metropolitan Council’s checklist are complete, for the Metropolitan Council’s seamless approval. WSB planners are intimately familiar with the Metropolitan Council’s processes and requirements, having completed (or are in process of completing) several Comprehensive Plans within the region. Project Approach to Scope of Work Our Integrated Design Approach (IDA), or “studio” approach, to design and planning is interdisciplinary and includes a team of professionals with innovative ideas and solutions. We seek to add value to projects by integrating the aesthetic eye of landscape architects, the market understanding and business knowledge of economic development professionals, and the engineering expertise required to ensure that the project not only looks good on a sheet of paper, but can actually be built within the commercial, industrial and housing market. This IDA helps gain a consensus more efficiently, reduces the uncertainty and skepticism encountered in the planning process, and encourages innovative methods and design viewpoints. Project Approach to Scope of Work / 6 A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills Comprehensive Plan Chapters The WSB team understands that different levels of staff involvement are anticipated depending on the chapter of the Plan and the level of revision needed. At the outset of the process, WSB will meet with City staff to determine the level of revision needed. All chapters, whether completed by WSB, City Staff, or other consultants, will be integrated into a cohesive whole. Introduction This chapter will be updated to present an overview of what is included in this 2040 Comprehensive Plan Update and to reflect changes in planning history since the last update was completed. Community Profile WSB planners will work with City Staff to update the Community Profile chapter to reflect physical development and demographic changes since the last Comprehensive Plan was completed. Current demographics, housing and economic data will be provided, along with population projections, to help inform readers about other chapters of the Plan. City Vision The WSB team understands that significant work has been done on developing the City Vision and its ten (10) companion Goals for Arden Hills. Our process will begin with discussing with the City Council and Planning Commission the existing Vision and Goals and determine if any changes or updates are needed. Once finalized, the Vision and Goals will be used to make discussions within the other chapters of the Comprehensive Plan. Twin Cities Army Ammunition Plant (TCAAP) Property The City has updated the TCAAP chapter of the Comprehensive Plan, along with the Regulating Plan and the TCAAP Redevelopment Code (TRC), in December 2016. Because it was recently updated, WSB will not spend significant resources on the TCAAP chapter. TCAAP Project Approach to Scope of Work / 7 A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills Land Use WSB has developed an iterative and responsive process for land use planning. Our team will begin with a review of the existing residential conditions. The commercial and industrial conditions will be analyzed during the High Education Study, which will be conducted by WSB concurrently with the 2040 Comprehensive Plan. WSB’s experience as municipal planners, municipal engineers and private land development professionals allows us to develop land use analysis that is accurate, realistic and implementable. Our team will evaluate properties that are available for development, including vacant and underutilized sites that may be ripe for transitioning to other uses. This task will include identification of parcels that have inappropriate land use designations in the existing Comprehensive Plan, as well as an evaluation of land use category descriptions in general, to determine if new categories are needed. Finally, the Land Use chapter will include the development of goals and objectives that will define the livability, vibrancy, resiliency, and equity for the City. Economic Development and Redevelopment Our WSB team will be conducting the Higher Education Study separately but concurrently with the 2040 Comprehensive Plan. The information and recommendations from the Higher Education Study, along with the incorporation of the Business Retentions and Expansion program, will take up the majority of the Economic Development chapter content. Project Approach to Scope of Work / 8 A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills Transportation WSB & Associates will prepare a transportation plan for the City of Arden Hills consistent with Metropolitan Council’s Local Planning Handbook requirements. Existing Arden Hills transportation plan content will be utilized as much as possible, with outdated information updated to bring this plan into compliance with Metropolitan Council’s requirements. Agency Involvement: WSB staff will participate in one (1) work session with Ramsey County staff, the MnDOT Area Manager and Arden Hills staff to discuss existing and forecasted transportation issues. Roadway Component, Traffic Analysis Zones (TAZs) and Travel Forecasting: WSB staff will allocate Metropolitan Council’s 2010, 2030, 2030 and 2040 population, employment and housing data by Traffic Analysis Zone (TAZ) based on an approved Arden Hills Land Use Plan. WSB staff will also run the Metropolitan Council’s 2040 regional travel demand to develop a 2040 travel demand forecast for Principal Arterial and A-Minor Arterial roadways. The roadway component will include existing and planned functional classification, and forecasted traffic will be compared to existing roadway capacity to identify any future congestion problems. Other roadway system issues will also be identified and mapped along with proposed strategies for improvement. Existing Anoka County access management guidelines will be discussed and incorporated as a reference along with any future right-of-way preservation needs. Other Multimodal Components: Other multimodal components will include transit, bicycle and walking, aviation and freight. The transit and bicycle/walking components will discuss existing and planned conditions, system gaps and associated strategies for improvement. The freight component will include field collection of heavy commercial traffic on Principal Arterial and A-Minor Arterial Roadways, as required by the Metropolitan Council. Existing freight infrastructure, such as railroads, major truck routes and freight generators, will also be mapped and potential strategies for improvement will be identified. Since Arden Hills is not in the influence area of a regional airport, this component of the plan will be brief and an overview of existing policies regarding protection of aviation airspace will be provided. Final Report: WSB staff will prepare a final report of the overall Metropolitan Council compliant 2040 transportation plan, including narrative and associated tables, maps and other exhibits. The final report will include summary findings and recommendations for all transportation modes in table and map format, including project location, implementing agency and applicable transportation goals and objectives addressed by the recommendation. Project Approach to Scope of Work / 9 A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills Water Resources Wastewater Management Plan The existing Wastewater Management Plan will be analyzed and updated as needed to comply with the Metropolitan Council’s requirements. The updated Plan will rely on information from the City’s 2030 Comprehensive Plan to maximize efficiency and minimize cost. The tasks that will be completed in this update include the following: ·A review of previously completed projects in order to account for previous sanitary sewer service planning efforts. ·An update to the previously completed capacity analysis based on revised land use assumptions. ·An identification of goals and implementation steps for the sanitary sewer plan, including loading requirements and needed improvements. ·The preparation of GIS maps of the existing system, needed infrastructure and pipe size ranges, and the proposed future system. ·Detailed management strategies to address inflow and infiltration from public and private sources. Water Supply Plan The previous and current Water Supply Plans will be analyzed and summarized in an accessible format that complies with the Metropolitan Council’s requirements. The updated Plan will rely on information from the City’s 2030 Comprehensive Plan to maximize efficiency and minimize cost. This proposal assumes that the City will have already completed, begun or contracted the work for a Department of Natural Resources Water Supply Plan separately. The Water Supply Plan is a large portion of the Water Supply component of the Comprehensive Plan. The tasks that will be completed in this update include the following: ·Review of the City’s existing Water Supply Plan. ·An update of the City’s existing water distribution system model. ·Calibration of the updated model. ·Improvement upon the City’s Water Supply Plan by expanding on water supply issues and natural resource impacts, elaborating on monitoring and conservation programs, and addressing the Metropolitan Council’s water management goals, as outlined in the City’s System Statement. Should the TCAAP water supply model be unusable for the entire City, an add-on service is proposed to create a WaterCAD V8i model. Project Approach to Scope of Work / 10 A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills Surface Water Management Plan The existing Surface Water Management Plan will be analyzed and updated as needed to comply with the requirements of the Metropolitan Council and the Rice Creek Watershed District. The updated Plan will rely on information from the City’s 2030 Comprehensive Plan to maximize efficiency and minimize cost. The tasks that will be completed in this update include the following: ·Coordinate with City Staff and Reviewing Agencies. This task includes providing project management for the plan update and coordination with the City. A project kick-off meeting with City staff and communication with agencies will facilitate collection of needed information. ·Understand the City’s Current Surface Water Management Plan. This task consists of gathering relevant water resources-related information for the City related to TMDL or WRAPS studies, soils information, climate and precipitation data, and floodplain maps, to name a few. The water resource data collected will be analyzed, interpreted, and summarized in the Plan to provide an indication of the present status and possible trends concerning surface water resources within the City, and to assist in the development of surface water management policies. ·Identify Problems and Corrective Actions. Water resource management problems identified within the City during the public input and data collection process will be outlined, and corrective actions for each problem will be developed. ·Establish Goal Setting, Policies, and Priorities. Based on the results of the previous tasks and associated analysis, goals and policies for the management of water resources in the City will be included. It is assumed that the majority of the goals and policies included in the previous plan will not change. WSB will generate additional goals and policies to comply with regulatory updates in coordination with City staff. ·Develop the Implementation Plan. Through the Plan development process, a number of water resource studies, programs, and capital improvements will be identified either through the inclusion of goals and policies or through addressing problems with corrective actions. These programs, studies, and capital improvements will be prioritized with City staff and Council and developed into a clear implementation plan. ·Develop the Draft and Final Plan. This task focuses on the preparation of the plan document. The Plan will be formatted as one comprehensive set of goals, policies, and implementation priorities. A preliminary draft of the Plan will be prepared and reviewed with City staff prior to submitting to the Watershed District and Metropolitan Council for review. After their review, the final LSWMP will be prepared and submitted to the City Council for review and approval. Project Approach to Scope of Work / 11 A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills Parks and Trails WSB understands that each community consists of multiple perspectives for the future vision of the City’s Park System. Our team will work collaboratively with City staff, the City Council, the PTRC (Parks, Trails, and Recreation Committee), and other engaged citizens to bring a fresh perspective to this aspect of the comprehensive plan. This will ensure the views of each group are received, understood, and assessed prior to making any recommendations. Through the engagement process summarized above, input will be received and evaluated. Our professional expertise and knowledge through previous park planning for other peer communities will result in sound recommendations associated with the Park and Trails for the City’s consideration. Recommendations will also reflect requirements that meet or exceed those currently specified by the Metropolitan Council. This will include, but not be limited to, describing, mapping, and labeling all regional, state, and federal recreational lands within the community, as well as any Council-approved future master plan boundaries of such properties. A similar process will be completed for all existing City-owned parks and trails. The park and trail system inventory will be reviewed and compared to input received to determine potential overlaps or gaps. This will serve as a guide for prioritization of future improvements and/or development within the park and trail system to achieve the current and long range goals of the community. In addition to reviewing and updating the current information, the plan will also provide suggestions for sites that may warrant site level master planning and park rehabilitation/replacement projections. Our team will coordinate with the Planning Commission and City staff to develop a housing element that meets the Metropolitan Council’s requirements for growth and affordable housing. This element will also emphasize life-cycle housing for a diverse mix of people, family types, ages, and economic status. WSB’s assessment takes into account factors such as: ·Potential impacts of the project on the community; ·Potential for the community engagement to impact the final product; ·The level of public participation desired by decision- makers; ·Complexity of the project; ·Expected level of controversy; ·Benefits of engaging the public; ·The degree of involvement desired by the public. In the case of Arden Hills’s 2040 Comprehensive Plan, WSB would recommend an “Involve” level of community engagement. This level includes 2-way communication throughout the project between planners, City leaders and the public. An Involve process means that the project team will work directly with the public throughout the process to ensure that their concerns and ideas are consistently understood and considered. Our promise to the public is that we will work with them to ensure that their concerns and ideas are directly reflected in the alternatives developed for the Plan. We will also provide feedback to the public on how their input influenced the Plan. WSB’s public engagement process will begin with a Community Engagement Plan with the City, which includes a set of tools that will be used throughout the process and a timeline for when they will be used. In developing the plan, WSB will work with City staff and the Planning Commission to: establish a consensus on community engagement goals; identify stakeholders; analyze stakeholders on their ability to contribute and possible barriers to effective engagement; and assign roles and responsibilities throughout the public engagement process. Scott Mareck, AICP Transportation Planner Scott Mareck is an AICP planner with more than 23 years of transportation planning experience. He has led or been involved with a wide array of transportation elements, including numerous City, County, State and Metropolitan Planning Organization (MPO) transportation plans, corridor studies, and bicycle and pedestrian plans. Scott also is an expert in local government inter-jurisdictional coordination at both a system planning and project implementation level and is well known for his knowledge of state and federal transportation funding strategies. Roseville is a nearly built-out first ring suburb located adjacent to both Minneapolis and St. Paul, with a 2014 population of 35,319. The focus of the upcoming Comprehensive Plan in Roseville is redevelopment, economic development, and to provide a wide spectrum of life cycle housing opportunities. The City promoted public participation throughout the planning process, which included 14 meetings with a Citizens Advisory Committee that included the Planning Commission and interested members of the City Council and City Staff, two sustainability and Natural Step Framework seminars in association with Sustainability Associates, and one community public open house. The Mahtomedi Comprehensive Plan emphasizes the City’s desire to maintain (and enhance) its “small town” character. Additionally, it emphasizes the City’s desire to become a sustainable community, meeting the needs of the present generation without compromising the ability of future generations to meet their needs. City of Medina, MN WSB developed the City of Medina’s 2040 Comprehensive Plan with the assistance of City staff and the Planning Commission. WSB completed all Metropolitan Council’s required elements, including affordable housing, land use, transportation, sanitary sewer, water supply, and surface water resource management. WSB conducted draft land use map public meetings at which over 60 residents attended. Stakeholder engagement included pop-up meetings, citizen forums and mySidewalk. WSB staff served as the City’s project manager for the Comprehensive Plan Update, coordinating community engagement efforts, ensuring compliance with strict Metropolitan Council requirements for density minimums, and coordinating the complicated adjacent jurisdictional review in the City. WSB contributed to the implementation of the Comprehensive Plan by using projections and land use scenarios to complete a surface water management plan, a sewer rate study, and a water rate study, which determined rates for all three services within the community. Also, many of the transportation improvements specified in the Plan have come to fruition under the leadership of WSB’s municipal engineering group, serving as a further catalyst for the realization of the land use plans and policies set forth in the plan. Finally, the WSB team members worked to ensure that the zoning districts, standards, and other official controls were consistent with the Comprehensive Plan by updating ordinance language and completing necessary re-zonings. Private Clients within the City of Arden Hills WSB has not performed any work with private clients in Arden Hills, but WSB has provided direct assistance to other cities, including the Cities of Richfield and North St. Paul, to complete Livable Communities Demonstration Account grant applications in 2016. The developer of the grant funded projects for both Cities is Inland Development, a partner of the TCAAP master developer Alatus. Richfield was awarded $1,360,000 and North St. Paul was awarded $600,000 in grant funds. Joynes, Sr., City Administrator FROM: Sue Polka, Public Works Director/City Engineer SUBJECT: 2017 Trail Project – Engineering Services Requested Action Discuss the scope and fee from WSB & Associates (Attachment A) in the amount of $357,432.00 for design and construction services for the 2017 Trail Projects and the Old Snelling Water Main Improvement Project (City Project No. 17-W-001). Background An 8-ft wide bituminous trail is proposed along the south side of County Road E2 to connect the existing bituminous trail that was recently constructed on the east side of Cleveland Avenue SW and the existing bituminous trial at New Brighton Road. Currently there is not a crosswalk at the New Brighton Road trail crossing. A pedestrian crossing and ramps are proposed to accommodate the trail entrance at this point. This bituminous trail will be approximately 655-ft long. Initially staff considered extending the trail along the existing shoulder. After meeting with Ramsey County staff, they have indicated that they would consider the following options: 1) allow the City to place bike trail symbol markings on the existing paved shoulder or 2) locate an 8’ wide bituminous trail in the boulevard behind the existing curb. If the council chooses to consider option 2, WSB would complete a topographic survey, prepare a preliminary alignment and cost estimate for further consideration. The Old Snelling Trail Improvements project proposes the addition of bituminous trails along County Road E (CR E) and Old Snelling Avenue. Previous engineering studies determined preliminary design for the trail on the south side of CR E between Freeway Park and Old Snelling Avenue and for the trail on the west side of Old Snelling Ave between CR E and Bethel Drive. A preliminary design for the trail segment was completed by Elfering Engineering with a preliminary total cost estimate of $882,000. AGENDA ITEM – 1C MEMORANDUM Page 2 of 3 Also proposed is the addition of a bituminous trail along the west side of Old Snelling Avenue between Bethel Drive and County Road E2 (CR E2). A feasibility study was completed in 2008 by Bolton & Menk for the Old Snelling Avenue Trail from SH 51 to CSAH 96. In the study, it was recommended to locate the trail along the west side of Old Snelling Avenue. The segment between Bethel Drive and CR E2 is identified as a 10’ wide urban trail (directly behind the curb) with a retaining wall to minimize impacts which include driveways, steep slopes, landscaping and wetlands. Due to the need for wetland delineations, potential wetland impacts and mitigation requirements, and permitting, WSB has provided an alternate schedule in the event the project is delayed due to the permitting timeline. The 2017 CIP includes a project for CR E2 Water Main Replacement/Old Hwy 10 Water Loop. The purpose of this project is to replace existing 12” water main on CR E2 from Old Snelling Ave to Valentine Hills School as the main has experienced numerous breaks due to deterioration of the pipe material. Due to the location of the existing water main on CR E2, the existing trail will also need to be replaced. In addition, completion of a water main loop on Old Snelling Avenue from CR E2 to CR E will provide redundancy in the system and no longer require temporary feeds in the system or loss of service in the event of breaks in other areas. The completion of the water main loop is also required to supply water to the TCAAP site. The CIP identifies $400,000 for this project to be paid from the water fund. The current construction estimate is approximately $500,000 if directional drilling is a viable construction method and $600,000 if open cut construction with bituminous patching is necessary. Soil borings and a geotechnical investigation are included in the scope of work. The trail along County Road F west of Lexington Avenue is also identified in the CIP. Staff recently met with Ramsey County to discuss trail projects. Ramsey County is currently planning a 2018 project for improvements on County Road F to include widening, addition of turn lanes and a traffic signal at Innovation Way. The County had planned to include the trail connection with the roadway project. Ramsey County staff plans to present the project to the City Council at a future meeting. Discussion Staff brought a scope and fee to the February 13th City Council meeting for consideration. Council asked for more detail. The attached fee schedule from WSB shows preliminary, final and construction phase services for the CR E2 trail, Old Snelling Trail from Bethel Drive to CR E2, and the Old Snelling Watermain Loop projects. In addition, final design and construction phase services for the Old Snelling Trail project from CR E to Bethel Trail have also been detailed. WSB has provided two schedules – a preferred schedule and an alternate schedule. The preferred schedule shows completing design in July and awarding a contract in August. While substantial completion of the project including watermain and retaining walls would be in November of 2017, final trail paving would take place in 2018. In order to meet the preferred schedule. Staff feels that the alternate schedule which allows for completion of design in 2017 and contract award in January of 2018 is the most practical due to permitting and reviews by Page 3 of 3 outside agencies (Ramsey County, MNDOT, Rice Creek Watershed District and Corps of Engineers) which are difficult to predict.
