Joint Development Authority: Chair Jonathan Wicklund, Commissioner Blake Huffman,
Commissioner Dave McClung, Commissioner David Grant, Commissioner Rafael Ortega
Also present: Sue Iverson (Arden Hills); Matthew Bachler, (Arden Hills); Josh Olson, (Ramsey
County); Heather Worthington (Ramsey County)
Roll call taken.
Approval of Agenda
Motion by Commissioner Huffman seconded by Commissioner Ortega to approve the agenda as
presented. Motion carried.
Approval of December 21, 2016 Minutes
Motion by Commissioner Ortega seconded by Commissioner Grant to approve the minutes as
presented. Motion carried.
Approval of February 6, 2017 Minutes
Motion by Commissioner Ortega seconded by Commissioner Grant to approve the minutes as
presented. Motion carried.

Old Business - JDA Planning Process/Procedures
JDA Attorney Jenny Boulton provided the JDA with a summary on the planning process and
procedures. She described how potential developments within TCAAP would be reviewed and
approved by the JDA. She discussed the importance of establishing a record of facts, which was
to include an application, reports, exhibits, conversations and testimony for items that would
be approved or denied. She explained that reasons for denial or approval would have to be
clarified by the JDA.
Commissioner McClung questioned if the MDA would come before the JDA at the second
meeting in May or the first meeting in June. Ms. Worthington clarified her goal would be to
have the MDA before the JDA at the first meeting in May, which was May V.
Commissioner Grant inquired when mass grading would begin. Ms. Worthington stated her
goal would be to stick to the June -July schedule that the developer has. She anticipated the
developer would not be grading any earlier than June.
Development Director Update

Administrative Director's Report
Administrative Director Olson provided the JDA with an update on the Ramsey County Public
Works review of County Road I. He anticipated an Open House would be held in late -April for
this project. He commented on a TCAAP redevelopment ordinance the County was considering
and noted a Public Hearing for this ordinance would be held on Tuesday, March 7tH and the
ordinance would be approved on March 14tH
Commissioner Grant asked if it was still the intent of the County to transfer all 427 acres to the
developer. Ms. Worthington stated it was the intent of the County to transfer all developable
land to the developer. She explained the MDA would address this matter.
Commissioner Updates
Commissioner Grant commented on the intersection of Highway 10/County Road 96 noting the
landscaping had yet to be completed for this project. He understood the landscaping plans
would be finalized by MnDOT in March. He recommended the JDA receive an update on this
matter as this intersection would serve as a main entrance to TCAAP.
Future Meeting Schedule
The next meeting will be Monday, April 3, 2017, at Arden Hills City Hall.
