Roll call taken.
Approval of agenda.
Approved by consensus.
Approval of November 3, 2014 minutes.
Motion by Commissioner Holden seconded by Commissioner Huffman to approve the minutes
as presented. Motion carried.

Development Director's Report
Development Director Hutmacher reviewed her report and upcoming meeting schedule with
the JDA. It was noted the TCAAP master plan and zoning regulations were nearing completion.
Development Director Hutmacher provided a detailed summary of the developer panel
discussions with single family and multi-family developers and the City Council's decisions
related to TCAAP zoning. Development Director Hutmacher compared the land uses and
residential densities in the current plan with the 2008 Ryan Development Plan.
Discussion ensued regarding the residential and multi-family housing styles proposed for
TCAAP.
Chair Sand thanked the Arden Hills Councilmembers and City staff for their efforts. He
recommended Gateway Planning provide the JDA and City with a map reflecting how the Spine
Road would be realigned. He also wanted to see consistency between the drawings and the
definitions within the zoning regulations. He recommended a flow chart be created for the
approval process for projects on TCAAP.
Administrative Director Worthington explained this would be addressed by staff in the coming
months.
Administrative Director's Report
Administrative Director Worthington presented the December activity and remediation report.
She discussed the upcoming worksession schedule. It was determined the JDA would meet in
worksession on March 2nd and 23rd, 2015, at 5:30 pm.
Discussion ensued regarding the remediation work and construction timeline for TCAAP. It was
noted the earliest construction could begin on TCAAP would begin would be early 2016.

The next meeting will be Monday, February 2, 2015, at 5:30 pm at Arden Hills City Hall.
