Joint Development Authority: Chair David Sand, Commissioner Blake Huffman,
Commissioner Brenda Holden, Commissioner David Grant, Commissioner Rafael Ortega
Also present: Patrick Klaers, Jill Hutmacher, (Arden Hills); Heather Worthington, (Ramsey
County)
Chair Sand called the meeting to order and roll call was taken at 5:30 p.m.
Approval of agenda.
Motion by Commissioner Holden, seconded by Commissioner Grant, to approve the agenda as
presented. Motion carried.
Approval of January 5 2015 minutes.
Motion by Commissioner Holden, seconded by Commissioner Huffman, to approve the minutes
as presented. Motion carried.

b ) Governance Discussion —Approval Flowchart
JDA Attorney Norton and Administrative Director Worthington discussed with the JDA an
approval flowchart for development projects. It was noted that the flowchart is in draft form
and discussion ensued regarding the pre-submittal meeting and the resubmittal process.
a ) Rice Creek Commons Website Overview
Administrative Director Worthington provided the JDA with an overview on the Rice Creek
Commons website.
Development Director's Report
Development Director Hutmacher reviewed her report. She discussed with the JDA the Spine
Road realignment which resulted in some reconfiguration of land uses in the Town Center. An
update was provided on the schedule for approval of the TRC and work on the "fit test".
Administrative Director's Report
Administrative Director Worthington verbally presented the January activity report. She noted
that the remediation work being completed by Bolander is currently ahead of schedule.

Future Meeting Schedule
The next meeting will be Monday, March 2, 2015, at Arden Hills City Hall.
