Also present: Jill Hutmacher and Sue Iverson, (Arden Hills); Heather Worthington, (Ramsey
County)
Chair Sand called the meeting to order and roll call was taken at 5:32 pm.
Approvalgf agenda.
Motion by Commissioner Holden seconded by Commissioner Ortega to approve the agenda as
presented. Motion carried.
Approval of September 14, 2015 minutes.
Motion by Commissioner Huffman seconded by Commissioner Grant to approve the minutes as
presented. Motion carried.

Governance Overview
Michael Norton, JDA Attorney, discussed the Governance documents and the quasi-judicial
requirements of the JDA. He provided comment on how JDA meetings were to be conducted.
Discussion ensued regarding the approval process that would be followed for future PUDs and
development proposals.
JDA Attorney noted that the Minnesota Open Meeting Law would be a future topic of the
ongoing governance discussions.
Development Director's Report
Development Director Hutmacher reviewed her report with the JDA and explained the Met
Council has notified the City of Arden Hills that its application for the TCAAP Comprehensive
Plan Amendment was complete. The CPA would be considered by the Metropolitan Council on
October 28, 2015. It was noted the 60 -day review period for the Met Council expires on
November 1, 2015.
Administrative Director's Report
Administrative Director Worthington presented the September activity report. It was noted the
cleanup on the site would be completed by the end of October. She commented the County
was moving forward with the purchase of the Primer Tracer property for a solar array project,
and the County Board would consider a Memorandum of Understanding with Xcel Energy at its
meeting on October 6, 2015. Bids for the reconstruction of the County Road H interchange,
including the Rice Creek remeander, were due in late October.
Commissioner Updates
Commissioner Grant questioned if the County was soliciting for a master developer for the
TCAAP site. Administrative Director Worthington explained the master developer solicitation
was on hold.
Commissioner Grant inquired about whether the County had refined the goals that were
included in a document presented to the County Board in late May. Administrative Director
Worthington responded that she believed the document referred to was part of a discussion on
the master development solicitation which is currently on hold. The document will be reviewed
by the JDA once the solicitation process resumes.
Commissioner Grant reported that Councilmember Woodburn had passed away. A
replacement would be sought by the City Council.
Commissioner Holden added that the City was also in the process of hiring a new City
Administrator and Public Works Director.
Future Meeting Schedule
The next meeting will be Monday, November 2, 2015, at Arden Hills City Hall.
