Public Inquiries/Informational None Consent Agenda None Old Business None Public Hearing None New Business Bob Benke, Project Manager, I-35W Corridor Coalition and Bill Goff, Senior Planner, Mn/DOT, presented the findings of the I-35W Managed Lanes Study. Goff stated that the study began in late 2010. The project goals were to improve transit, transit ridership, and travel time s along the I-35W corridor. The corridor was divided into five segments for the purpose of the study. TCAAP is adjacent to segment four which runs from the I-694 interchange to Highway 10. The study vision calls for interchange improvements at I-694 and Highway 10 as well as managed lanes throughout the corridor. 2 Improvements between Highway 36 and Highway 10 are scheduled to be completed in Phase 1 which is programmed for 2013 – 2016 at a cost of $35.9 million. The total estimated cost of all improvements (in 2011 dollars) is $546 million. Commissioner Holden commented that Arden Hills residents have been very inconvenienced by construction over the past few years, and the end result of that construction was less access to the freeway system for Arden Hills. She hoped that would be taken into consideration as additional improvements to the freeway system are planned. Chair Sand inquired about the flyover ramp from I-694 to I-35W that he had seen in previous improvement scenarios. Goff responded that the flyover ramp was a very expensive solution. The Managed Lanes Study focused on potential improvements that would provide a high benefit at a low cost. Development Director’s Report Jill Hutmacher reported on the success of the pilot project master planning workshop with SPACC at Land O’Lakes. Based on the success of the workshop and the positive feedback received, the City will work with SPACC to schedule additional on-site workshops at major employers in January and February. The Metropolitan Council has announced that it will evaluate a future extension of the Snelling Avenue Bus Rapid Transit (BRT) line from Rosedale Mall to TCAAP via Snelling and Hamline Avenue. An open house to gather public feedback on the design options for the Highway 96 an d County Road H intersections with I-35W was held on November 19, 2013. Comments were received from Commissioners regarding bicycle and pedestrian access, access to TCAAP, pros and cons of roundabouts, and the construction impacts of the interchanges. The Arden Hills City Council will review the first draft of the Master Plan on December 16, 2013. The next TCAAP open house is tentatively scheduled for Wednesday, January 22, 2014. Administrative Director’s Report Administrative Director Worthington stated Ramsey County is moving forward with projects to reconstruct the interchanges at I-35W and Highway 96 and at I-35W and County Road H. Design work has begun for both projects which are expected to be constructed in 2015 and 2016, respectively. Ramsey County will lead the projects. The Governor has indicated support for the $2.52 million legislative bonding request for the reconstruction of I-694 and Rice Street. Approval of the County’s Quality Assurance Plan (QAPP) for below-grade remediation in the leased areas has been received. Work has commenced in those areas, and will continue throughout the winter and into spring. The Spine Road is being designed to handle County Road H traffic and enable access to Rice Creek Watershed. 3 Commissioner Updates Commissioner Ortega requested the Board receive a checklist and measurements from the Metropolitan Council to be used to create a baseline for the level of jobs, density or development required for the extension of the Snelling Avenue BRT line to TCAAP . Commissioner Holden inquired about utilities serving the TCAAP site and whether they would be brought in from County Road H, County Highway 96, or County Road I . Development Director Hutmacher stated that will be addressed in the Master Plan. Commissioner Grant commented that the remediation is moving along well. Future Meeting Schedule The next meeting will be Monday, January 6, 2014, at Arden Hills City Hall. Wetlands, central water feature, and surface water management    2. Roundabout and connection to County Road H    3. Residential density and mix of housing types    4. Green space and active recreation areas    5. Subject: TCAAP Initial Draft Master Plan Questions In response to written questions received after the December 16, 2013 City Council Workshop session, the following addresses specific questions related to traffic and transportation. It is important to note that the traffic generated through land uses in the draft master plan can be accommodated with intersections at Highway 96 and I- 35W/County Road H. An access point to County Road I from the Thumb increases marketability and development capacity on that parcel by approximately 100,000 square feet which is not reflected in the current draft plan. If the Thumb access to County Road I is secured, development capacity could be increased accordingly on that parcel without affecting other elements of the plan. The eastern access to County Road I does not significantly affect development or traffic capacity on the remainder of the site, but would provide a benefit to future residents in terms of public safety and general access. The County is currently in conversations with the Army, National Guard, and MnDOT regarding the access points, but does not expect to have certainty regarding either access point prior to the completion of the master planning process. Because neither access point has a major impact on the master plan, the City Council will have an opportunity to consider the merit of both access points at a later date.  Suite 238N 2550 University Avenue West St. Paul, Minnesota 55114 Arden Hills City Council, December 20, 2013, Pg. 2 Question: More details on the two roads from I and how it is planned for those to be engineered with the current configuration of 35W, Cty Rd I, and wildlife corridor. Thumb Road and CR I – Intersection spacing is an issue at the location of the current frontage road. The County will study design options that will allow for full access at the intersection to the ramps, CR I, and Rice Creek Parkway. Fairview/East Access Road and CR I – Land swaps with various agencies and a separate environmental review would be required to accommodate the roadway. Thumb Road, Spine Road and I-35W – This intersection would tie the Spine Road/CR H together with the northbound off-ramp, northbound on-ramp of I-35W, and the Thumb Road. Because of intersection spacing constraints, the angle the Spine Road connects to this intersection, and the need for 5 legs of the intersection, a roundabout would be the likely configuration. Preliminary operations analysis has been done and has been found to effectively handle expected volumes and maintain an acceptable level of service. Question: Who is going to pay for and maintain these roads? Because the Spine Road, Thumb Road, and Fairview/I Access Road all connect County facilities, the County is investigating funding possibilities. Question: Did not understand why the thumbnail needs two entrances for the corporate campus. It seems that the main Medtronic office building off of Central near 694 only has one entrance. Are there huge back-ups there? Perhaps someone could look into. Medtronic Parkway connects the Campus to Central Avenue to the East as well as 7th Street to the West. This essentially gives the campus access to University Ave and Central Ave/MN 65 and subsequently, access to the Interstate at two separate points. The trips were determined for the two scenarios using standard trip generation rates per dwelling unit for residential uses and per 1,000 square feet for commercial uses. The standard trip generation rates are published by the Institute of Transportation Engineers based on submitted survey data from practitioners around the country. A four-lane spine road and the reconstructed interchanges at Highway 96 and County Road H currently contemplated by Ramsey County could accommodate either AUAR scenario. Additional ramp improvements may be necessary at County Road H for the maximum scenario. The draft AUAR will provide additional detail regarding transportation impacts and any required mitigation.
