HomeMy WebLinkAbout02-03-14Joint Development Authority Monday, February 3, 2014 Arden Hills City Council Chambers Minutes 5:30 pm Present: Joint Development Authority: Chair David Sand, Commissioner Blake Huffman, Commissioner Brenda Holden, Commissioner David Grant, Commissioner Rafael Ortega Also present: Jill Hutmacher (Arden Hills); Heather Worthington, (Ramsey County); and Michael Norton Roll call taken. Approval of agenda. Motion by Commissioner Grant seconded by Commissioner Ortega to approve the agenda as presented. Motion carried. Approval of January 6, 2014 minutes. Motion by Commissioner Huffman seconded by Commissioner Holden to approve the January 6, 2014 minutes. Motion carried. Public Inquiries/Informational None. Consent Agenda A. Cancellation of March 3, 2014 Meeting. Motion by Commissioner Ortega seconded by Commissioner Grant to approve the Consent Agenda as presented. Motion carried. Old Business Energy Plan Recommendations Heather Worthington provided the JDA with an energy plan recommendation. She reported that in January the JDA heard from Mark Seeley and Kate Knuth regarding information related to energy usage, climate changes, and energy resilience. Based on the discussion at that meeting, staff was proposing that the JDA, through the County issue a Request for Proposals for an energy study that will enable the JDA and Ramsey County to consider how energy availability, resiliency and alternatives can be used to attract development. Ms. Worthington indicated the study would address technical issues regarding energy supply and distribution with an emphasis on how these things relate to land sales and development. The scope of work would include a technical analysis of specific energy needs and tolerances for high-tech manufacturing and other businesses, analysis of geothermal or other district energy, analysis of the potential for reusable energy sources and financial impact analysis of those items. Guidelines for green roofs, sustainable landscaping, infrastructure for electric vehicles, solar panels, etc. may be considered within the regulations and policies component of the Master Plan. Ms. Worthington requested the JDA direct staff to draft a scope of work and an RFP for the energy plan to be funded by Ramsey County. Motion by Commissioner Ortega seconded by Commissioner Holden to direct staff to draft a scope of work and an RFP for the energy plan to be funded by Ramsey County. Commissioner Ortega asked if the scope of work would be brought back to the JDA before the RFP was issued. He requested a timeline to complete the energy study. Ms. Worthington stated this was the case. She estimated it would take staff a month to draft the scope of work and RFP. This information would be brought to the JDA in April. She reported the County's procurement procedure would be followed for the RFP. Commissioner Grant questioned if the study would improve the marketability of the parcel. Ms. Worthington reported the study could as it would help to inform potential users of the opportunities available to them for energy resilience. Motion carried. Public Hearing None NPw Rw;inP_ss Election of Chair/Vice Chair for 2014 Motion by Commissioner Grant seconded by Commissioner Huffman to elect David Sand as Chair of the JDA for 2014. Motion carried. Motion by Commissioner Holden seconded by Chair Sand to elect Rafael Ortega as Vice Chair of the JDA for 2014. Motion carried. 2014 Budget Recommendation Ms. Worthington reviewed an amended 2014 budget with the JDA. She noted the line item for economic development services was increased. Motion by Commissioner Ortega seconded by Commissioner Grant to approve the 2014 JDA budget as amended. Motion carried. Development Director's Report Development Director Hutmacher stated that the second TCAAP Open House was held on Wednesday, January 22, 2014. Approximately 100 people were in attendance despite the frigid temperatures. Positive feedback was received from the Open House and consultants were working to compile the comments. Development Director Hutmacher reported that at a special work session meeting on January 27, 2014, the Arden Hills City Council directed staff to begin working on a scope of work and RFP for a surface water management study. This would be done in partnership with Ramsey County. This study would take four to six months to complete and would address drainage, grading and the function of the water feature. The scope of work would be ready for the Arden Hills City Council to review by the beginning of March. A consultant should be selected by the end of March. Administrative Director's Report December/January Prosect Report Administrative Director Worthington explained sub -grade and soil remediation continues on the site. It was noted the extreme cold this winter has brought the frost down five feet. She noted Building 402 was almost completely abated of asbestos. This building would be demolished in late spring. Administrative Director Worthington indicated she received a call from a gentleman in England that had recently unearthed four 50 caliber shells near the Heathrow Airport that were marked TCAAP. She explained this gentleman was working on a 70 year D -Day tribute and was gathering information for this event. Commissioner Grant suggested staff request pictures of the shells. Commissioner Updates Commissioner Huffman discussed the State of the Region address as presented by Sue Haigh last week noting the BRT A Line was proposed to be extended to TCAAP. Commissioner Ortega commended the City and County staff along with the consultants for their presentation at the recent Open House.
