Approval of agenda. Motion by Commissioner Huffman seconded by Commissioner Holden to approve the agenda as presented. Motion carried. Approval of April 7, 2014 minutes. Motion by Commissioner Grant seconded by Commissioner Huffman to approve the minutes as presented. Motion carried. Public Inquiries/Informational None Consent Agenda None Old Business A. Update on Infrastructure Study Administrative Director Worthington reported Ramsey County, in cooperation with the City of Arden Hills, has solicited proposals from engineering consultants for development and design of TCAAP Site Infrastructure. The scope of services includes analysis, development, and preliminary and final design of onsite public infrastructure to support the redevelopment including major roadways, regional stormwater management facilities, sanitary sewer, and watermain. The consultant will also assist the County and City in developing a site grading plan, mitigating impacts to existing wetlands, and site platting. Ms. Worthington explained that proposals were due on May 1, 2014, and work is expected to begin by the end of the month. Getting the consultant started as soon as possible will enable coordination between the design of onsite infrastructure with adjacent interchange improvements in order to prepare the site for development in 2016. Both the County and the City will participate in the cost of the consultant work as outlined in a cost sharing agreement drafted by the JDA Attorney Mike Norton. Beth Engum, Ramsey County Public Works, provided further information on the infrastructure study, noting it would include regional stormwater management and grading of the TCAAP site. Commissioner Holden questioned how this study differed from the water study. Ms. Engum explained the water study was included in the infrastructure plan. Staff believed there was an overlap of analysis and consultant work between the grading and water, and therefore it was included. Commissioner Grant inquired if the bids came in close to staff's estimate. Ms. Engum reported this was the case. B. Legislative Update Administrative Director Worthington reported the Senate put $22 million in the bonding bill for TCAAP roadways along 35W. The House recently released an additional $50 million that will be shared with two other projects. At this time, it appears TCAAP will be funded at the $29 million level. She was pleased that the governor supported the project as well. Chair Sand believed this was good news for TCAAP. He questioned when this issue would be finalized by the State. Ms. Worthington believed May 18, 2014, was the final vote. Public Hearing None New Business None. Development Director's Report A. Update on Master Plan/AUAR Process Development Director Hutmacher provided the JDA with an update on the Master Plan. She explained the City Council was tentatively scheduled to approve the Master Plan Land Use Map on June 30. The City's Parks, Trails, and Recreation Committee (PTRC) had been asked to review the proposed parks in the draft master plan and make recommendations to the City Council. The City Council accepted the PTRC's recommendations for park amenities, off-street parking, and an adult softball complex. The City Council's goals for the water amenity were discussed. Ms. Hutmacher explained the City Council reviewed the draft AUAR on April 14, 2014. The draft AUAR and Mitigation Plan was published in the Environmental Quality Board Monitor on April 28, 2014. The document was also sent to adjacent cities, the Mounds View School District, Rice Creek Watershed, the Minnesota National Guard, and other stakeholders and interested parties. Public comments on the draft AUAR would be accepted until May 28, 2014. She reported the Council was tentatively scheduled to approve the final AUAR on July 28, 2014. Ms. Hutmacher indicated the City submitted a Project Concept Plan, for the Livable Communities Demonstration Account (LCDA), on Thursday, May 1, 2014. The application includes a request for $1,605,000 in LCA funds for sidewalks, trails, lighting, landscaping, site preparation grading, architecture and engineering for the TCAAP project. Ms. Hutmacher reviewed the upcoming City meeting schedule with the JDA. Administrative Director's Report Administrative Director Worthington presented the April activity report. She noted Building 502 would be demolished this month. It was noted on June 6, 2014 there would be a celebration for the 70th Anniversary of D -Day. The County was working to bring together veterans and previous workers at TCAAP for this event. Commissioner Updates Commissioner Holden suggested the JDA and staff work with the National Guard to coordinate the ball fields that would be put in at TCAAP. Ms. Worthington noted she had been in contact with representatives at the National Guard and would continue to speak with them. She suggested the JDA have a joint meeting with the National Guard in the next six months to learn more of their plans.
