Commissioner Holden recommended correcting the spelling from bi-laws to bylaws. Motion by Commissioner Grant seconded by Commissioner Huffman. Motion carried. Public Inquiries/Informational Gregg Larson addressed the Authority requesting to strike the first sentence reading “Public inquiries/information is an opportunity for citizens to bring to the JDA’s attention any items not currently on the agenda.” Chair Sand responded that a decision will be made before next month’s JDA meeting. Consent Agenda Motion by Commissioner Grant seconded by Commissioner Huffman. Motion carried. JDA Bylaws Mike Norton commented the bylaws can be changed as needed by the Authority. Motion by Commissioner Grant seconded by Commissioner Ortega. Motion carried. 2 JDA Insurance Mark Lenz and Heather Worthington explained the annual premium is $1,875 for one million dollars of coverage to include $500 deductible. Commission Holden raised a question regarding the budget for $2 million of coverage. Heather stated the budget will be adjusted to reflect the one million dollar coverage. Motion by Commissioner Huffman seconded by Commissioner Holden. Motion carried. New Business Legislative Update Commissioner Ortega reported the Transportation Bill is in the Governor’s budget for 25 million. It will be a bonding item. Meeting Calendar for 2013 The July meeting will be cancelled due to the July 4th holiday. The September meeting date will need to be rescheduled due to the Labor Day holiday. Motion by Commissioner Huffman seconded by Commissioner Grant. Motion carried. Development Director’s Report The City of Arden Hills has secured the services of Brian Smalkoski, Project Manager for Kimley-Horn and Associates for the TCAAP AUAR (Areawide Urban Alternative Review), Master Plan, and Regulations and Policies. The master planning process is scheduled to begin May 1st. One of the consultant’s first tasks will be drafting a Public Engagement Process for review by the Joint Development Authority. Administrative Director’s Report Administrative Director Worthington reported the transfer from the GSA to Ramsey County of 150 feet of the Wildlife Corridor, and property to the North of TCAAP is not completed yet and will be separate from the TCAAP property transfer. Subject: City Council comments on the Draft Public Involvement Plan for TCAAP Master Planning process Kimley-Horn has prepared a draft Public Involvement Plan (PIP) for the TCAAP Master Planning process. The PIP was reviewed with members of the Arden Hills City Council during a work session on May 28, 2013. As a general summary, Council Members would like to ensure that residents are engaged early in the process and allowed opportunities to voice their opinions about the project. We appreciate the feedback, and agree. The following paragraphs summarize our approach to making changes to the PIP, in response to Council comments. To facilitate early engagement in the process, we have expanded the purpose and the breadth of the Developer Panel with Citizen Participation, scheduled for the end of July. The language stating the purpose of this activity (top of page 6 in the PIP) has been revised, to more accurately reflect the intent of providing information to the public on the development process/challenges, and soliciting initial public input on site opportunities. A targeted invite list will be utilized, to re-engage those residents and organizations (i.e. Restoration Advisory Board, etc.) who have been involved with the project in the past/are presently involved. While we originally envisioned this workshop to be 25-30 attendees, we have expanded to 50, with not just Q&A, but active facilitated discussions for citizens. The input received from developers and residents will help to define the parameters by which the site can be developed. The first public open house remains scheduled for September 2013. With two public open houses approved in the scope of work, we looked for the best points in the process at which we can provide useful and informative facts about the site to the public, and to solicit feedback from the public that will be meaningful for them and the project. To do this, we don’t feel we can show people the same things that have been shown before; nor can we bring a blank slate. As a team we need a period of discovery to establish the parameters under which the site must be developed. F o r e x a m p l e , t r a f f i c , w i t h t w o a c c e s s p o i n t s i n s t e a d o f t h r e e a s p r e v i o u s l y planned, will play a defining role in dictating how much development can occur on the site. We do not want to be disingenuous with the public by asking an open-ended question too early – “what do you want to see on the site?” – when in fact, there are limiting factors to what can be done. Instead, we would like to share information with them about the capacity of the site, and about the Master Planning process and what it entails, so they can provide focused input that makes a difference in determining specific development scenarios that will be developed. We will not have a draft Master Plan at this September meeting. Plans will be drafted based on input received. We have refined the purpose column on page 7 of the PIP to clarify this approach. Open House #2 – early 2014 At the second open house, draft Master Planning scenarios will be presented to the public for input, and the next steps for implementation will be provided. The timing of this meeting allows for changes to be made based on this input, before the plan is finalized and approved by the City Council. Again, we have refined the purpose column on page 7 of the PIP to clarify this approach. Conclusion At Kimley-Horn we very much value transparency and integrity in a public process, for all stakeholders. We know from experience that public input can make a valuable difference in the final product, and that in a project like this, public understanding and support is very important. We value the comments of the City Council and JDA, as you know your communities best. We look forward to working with you to make this a successful public involvement process. The PIP is, however, a living document. As the planning process proceeds, changes to the public involvement strategy may be made in response to changing needs, views or priorities. In addition, results from the public involvement activities will be added to the document. At the end of the planning process, the PIP will serve as a full record of the community’s involvement in the development of the final plan report. 1.1 Study Overview The Twin Cities Army Ammunition Plant (TCAAP) site consists of approximately 2,400 acres, representing more than a third of the land area within the City of Arden Hills. The future use of the TCAAP site has been an important issue within the Arden Hills community for many years, as it presents one of the last opportunities for new development within the City limits. For the better part of a decade, the City of Arden Hills has been pursuing opportunities for the redevelopment of the southwest portion of the TCAAP property through private and public partnerships. Ramsey County has recently completed the purchase of the 430-acre western portion of the TCAAP site that has been made available by the General Services Administration (GSA). The TCAAP AUAR, Master Planning, and Regulations & Policies project has three distinct phases. The Alternative Urban Areawide Review (AUAR) phase will investigate different development scenarios. The Master Plan phase will integrate information from the market study, transportation data, and environmental conditions in order to develop a framework that will act as a bridge between the vision for the site and implementation. The Regulations & Policies phase will develop tools for the City to achieve the desired development laid out in earlier phases. While each of the phases will have its own public engagement process, integration among the phases is vital to the success of the project. 2.0 Planning Process Roles and Responsibilities 2.1 City Staff City of Arden Hills staff will act in a project management role. The City is charged with the role of providing the Consultant Team with guidance and oversight throughout the planning process. In addition, Staff will provide feedback on the technical analysis, project concepts, and project deliverables and will make recommendations to the Mayor and the Council on the consultant’s report and follow up actions that may be needed. 2.2 Planning Commission The City Planning Commission will work primarily on the Master Planning and Regulations & Policies phases of the project. The Commission will review and receive input on proposed actions and final elements of the project. 2.3 Ramsey County Ramsey County has a stake in this project as owner of the TCAAP property. County representatives will be involved as part of the Joint Development Authority, and the County Board will approve the Master Plan. 2.4 Joint-Development Authority (JDA) The JDA is a partnership between the City and the County tasked with the oversight of the project implementation. The JDA will review and receive input on proposed actions and final elements of the project. The JDA will also learn about the process of implementation. 2.5 City Council The City Council is the governing body and will ultimately approve the final products of the process. The Council will review and receive input on proposed actions and final elements of the project. Public Involvement Plan 2 May 2013 3.0 Public Involvement Process 3.1 Goals, Objectives, and Expected Outcomes The goal of the public involvement process is to develop a myriad of opportunities for a wide variety of stakeholders within the community to be educated, engaged in, and enthusiastic about the planning process and the project. An innovative and collaborative public participation process can be an opportunity to identify new ideas and assets within a community, build civic capacity and engagement, and lay the foundation of support for the implementation of the recommendations that result from the planning process. The objectives of the public involvement process are as follows: 1.To provide clear and comprehensive information on the planning process and outcomes so that the community feels educated and able to effectively participate in the process 2.To reach out to and engage stakeholders in ways which are effective and accessible to a variety of participants 3.To create a planning process that is open and transparent so the community feels its input is heard and valued 4.To seek input from the community at key milestones in the planning process to ensure key concepts and recommendations are fully understood and reviewed 5.To lay the groundwork for community knowledge about and support for the plan concepts, recommendations, and implementation The expected outcome from the public involvement process is the development and adoption of a planning report that clearly reflects the community’s input and has the community’s support for implementation. To achieve this outcome, however, the public involvement process must be collaborative as well as flexible. It will be incumbent upon the City Staff and the Consultant Team to continually evaluate the public involvement activities and communication methods to ensure the process is meeting the needs of the various stakeholders. 3.2 Stakeholders The TCAAP site represents a very large portion of the City. In order for development to reflect the values and goals of the people it will affect, a broad engagement in necessary to provide input. The result of quality stakeholder outreach will be a project with strong support. Anticipated stakeholders are listed below. Not all of these parties will be engaged at the same level; i.e. some will receive notices for public meetings, while others will be engaged in specific dialogue. This will be determined based on type of activities planned, the interest of the stakeholder in the particular issue(s) being discussed, and input from city and county staff. This is a general framework to be used for proactive planning and incorporation of public input into the three project phases. It is anticipated that as the phases progress and planning for specific meetings is coordinated with the Master Project Schedule and vetted through City staff and Council, that changes to these techniques may occur. Changes may also be made based on public participation and feedback. 5.0 Schedule Public involvement activities are tied very closely to other project activities and milestones in the AUAR, Master Planning, and Regulations & Policies phases of the project. As such, each of the meetings and techniques described in Section 4.0 are reflected in the Master Project Schedule, included as Appendix A. This master schedule will be updated periodically to reflect the most up-to-date project information and progress. 6.0 Evaluation of Public Involvement Techniques and Outcomes The PIP will be evaluated and updated up to three times over the course of the project, to gauge the effectiveness of the current activities and determine if anything about the process needs to change in response to stakeholder feedback. Evaluation of the PIP will be based on the following criteria: Public Involvement Plan 4 May 2013 Quantitative: ·How many people attended the meeting? (based on sign-in sheets) ·How many different entities (neighborhoods, agencies, etc) were represented (if a larger meeting)? ·How many additional meetings have taken place since the last PIP update? ·How many meeting notices were sent? Were any returned? Qualitative: ·What kind of feedback was received? Positive or negative? Any common themes or trends? ·Was the location of the meeting appropriate? ·Have stakeholders expressed any particular challenges regarding their participation in the process? Both quantitative and qualitative measures will be summarized in a meeting summary, which will be drafted following each meeting and submitted to the City for review. Qualitative input will be collected from staff who attended the meeting, via email following each meeting. Specific measures will be discussed as necessary. Updates to the PIP will be made as necessary based on these discussions. Results of the quantitative and qualitative evaluation criteria will be tracked and cumulative results and trends will be considered when subsequent updates to the PIP are made. Any schedule changes will also be reflected in the master project schedule, which will also be updated in the PIP appendix. Table 4-1. The PIP is, however, a living document. As the planning process proceeds, changes to the public involvement strategy may be made in response to changing needs, views or priorities. In addition, results from the public involvement activities will be added to the document. At the end of the planning process, the PIP will serve as a full record of the community’s involvement in the development of the final plan report. 1.1 Study Overview The Twin Cities Army Ammunition Plant (TCAAP) site consists of approximately 2,400 acres, representing more than a third of the land area within the City of Arden Hills. The future use of the TCAAP site has been an important issue within the Arden Hills community for many years, as it presents one of the last opportunities for new development within the City limits. For the better part of a decade, the City of Arden Hills has been pursuing opportunities for the redevelopment of the southwest portion of the TCAAP property through private and public partnerships. Ramsey County has recently completed the purchase of the 430-acre western portion of the TCAAP site that has been made available by the General Services Administration (GSA). The TCAAP AUAR, Master Planning, and Regulations & Policies project has three distinct phases. The Alternative Urban Areawide Review (AUAR) phase will investigate different development scenarios. The Master Plan phase will integrate information from the market study, transportation data, and environmental conditions in order to develop a framework that will act as a bridge between the vision for the site and implementation. The Regulations & Policies phase will develop tools for the City to achieve the desired development laid out in earlier phases. While each of the phases will have its own public engagement process, integration among the phases is vital to the success of the project. 2.0 Planning Process Roles and Responsibilities 2.1 City Staff City of Arden Hills staff will act in a project management role. The City is charged with the role of providing the Consultant Team with guidance and oversight throughout the planning process. In addition, Staff will provide feedback on the technical analysis, project concepts, and project deliverables and will make recommendations to the Mayor and the Council on the consultant’s report and follow up actions that may be needed. 2.2 Planning Commission The City Planning Commission will work primarily on the Master Planning and Regulations & Policies phases of the project. The Commission will review and receive input on proposed actions and final elements of the project. 2.3 Ramsey County Ramsey County has a stake in this project as owner of the TCAAP property. County representatives will be involved as part of the Joint Development Authority, and the County Board will approve the Master Plan. 2.4 Joint-Development Authority (JDA) The JDA is a partnership between the City and the County tasked with the oversight of the project implementation. The JDA will review and receive input on proposed actions and final elements of the project. The JDA will also learn about the process of implementation. 2.5 City Council The City Council is the governing body and will ultimately approve the final products of the process. Public Involvement Plan 2 May 2013 3.0 Public Involvement Process 3.1 Goals, Objectives, and Expected Outcomes The goal of the public involvement process is to develop a myriad of opportunities for a wide variety of stakeholders within the community to be educated, engaged in, and enthusiastic about the planning process and the project. An innovative and collaborative public participation process can be an opportunity to identify new ideas and assets within a community, build civic capacity and engagement, and lay the foundation of support for the implementation of the recommendations that result from the planning process. The objectives of the public involvement process are as follows: 1. To provide clear and comprehensive information on the planning process and outcomes so that the community feels educated and able to effectively participate in the process 2. To reach out to and engage stakeholders in ways which are effective and accessible to a variety of participants 3. To create a planning process that is open and transparent so the community feels its input is heard and valued 4. To seek input from the community at key milestones in the planning process to ensure key concepts and recommendations are fully understood and reviewed 5. To lay the groundwork for community knowledge about and support for the plan concepts, recommendations, and implementation The expected outcome from the public involvement process is the development and adoption of a planning report that clearly reflects the community’s input and has the community’s support for implementation. To achieve this outcome, however, the public involvement process must be collaborative as well as flexible. It will be incumbent upon the City Staff and the Consultant Team to continually evaluate the public involvement activities and communication methods to ensure the process is meeting the needs of the various stakeholders. 3.2 Stakeholders The TCAAP site represents a very large portion of the City. In order for development to reflect the values and goals of the people it will affect, a broad engagement in necessary to provide input. The result of quality stakeholder outreach will be a project with strong support. Anticipated stakeholders are listed below. Not all of these parties will be engaged at the same level; i.e. some will receive notices for public meetings, while others will be engaged in specific dialogue. This will be determined based on type of activities planned, the interest of the stakeholder in the particular issue(s) being discussed, and input from city and county staff. This is a general framework to be used for proactive planning and incorporation of public input into the three project phases. It is anticipated that as the phases progress and planning for specific meetings is coordinated with the Master Project Schedule and vetted through City staff and Council, that changes to these techniques may occur. Changes may also be made based on public participation and feedback. 5.0 Schedule Public involvement activities are tied very closely to other project activities and milestones in the AUAR, Master Planning, and Regulations & Policies phases of the project. As such, each of the meetings and techniques described in Section 4.0 are reflected in the Master Project Schedule, included as Appendix A. This master schedule will be updated periodically to reflect the most up-to-date project information and progress. 6.0 Evaluation of Public Involvement Techniques and Outcomes The PIP will be evaluated and updated up to three times over the course of the project, to gauge the effectiveness of the current activities and determine if anything about the process needs to change in response to stakeholder feedback. Evaluation of the PIP will be based on the following criteria: Public Involvement Plan 4 May 2013 • How many people attended the meeting? (based on sign-in sheets) Quantitative: • How many different entities (neighborhoods, agencies, etc) were represented (if a larger meeting)? • How many additional meetings have taken place since the last PIP update? • How many meeting notices were sent? Were any returned? • What kind of feedback was received? Positive or negative? Any common themes or trends? Qualitative: • Was the location of the meeting appropriate? • Have stakeholders expressed any particular challenges regarding their participation in the process? Both quantitative and qualitative measures will be summarized in a meeting summary, which will be drafted following each meeting and submitted to the City for review. Qualitative input will be collected from staff who attended the meeting, via email following each meeting. Specific measures will be discussed as necessary. Updates to the PIP will be made as necessary based on these discussions. Results of the quantitative and qualitative evaluation criteria will be tracked and cumulative results and trends will be considered when subsequent updates to the PIP are made. Any schedule changes will also be reflected in the master project schedule, which will also be updated in the PIP appendix. Table 4-1. Speakers will include County Board Chair Rafael Ortega, Arden Hills Mayor David Grant, and Congresswoman Betty McCollum. The Irondale Marching Band will perform, and honored guests will include fifth graders from Valentine Hills, Turtle Lake and Sunnyside, Pinewood, Island Lake, and Bel Air Elementary Schools. These students represent the future of TCAAP and the economic opportunities it will represent for Ramsey County and the East Metro. The event will culminate with pyrotechnics provided by Bolander, the County’s remediation and demolition contractor, and destruction of the administration building. Demolition Work Begins Bolander’s crews began demolition activities in late April. So far, they have dismantled most of one of the largest buildings on site, Building 101. This is a former manufacturing building. It has a “twin” on the site, Building 102, which is ready for demolition as well. Crews have also demolished the old power plant. Throughout the summer, they will be separating all of the recyclable and re-usable materials in the buildings and working with their recycling vendors to have material hauled away. Legislative Update Ramsey County requested $35 million in Transportation for Economic Development (TED) funds from MNDOT (over a 3- 4 year period, $4.5 million for the first year). The Governor included $10 million per year of TED funds in his budget, but MNDOT testified before the Transportation Committees in the House and Senate that our project was not a good fit for their criteria to acquire these funds. Governor Dayton then requested $30 million in “Roads of Regional Significance” bond funds and specifically noted that TCAAP and Rochester road projects should be given priority for this fund. A bonding bill that had funding for local roads and bridges could not garner the required 80 votes in the House to pass. The Omnibus Transportation Finance bill did have $300 million in highway bonding for a new MNDOT category called “Corridors of Opportunity.” This legislation passed and was signed into law by the Governor. Although TCAAP is not specifically called out in this legislation, it meets the criteria and would be a good candidate for funding. County staff will meet with MNDOT in early June and will get a clearer picture of the possibilities for funding TCAAP road improvements at that time. Community Open House--Update On May 7th, over 200 residents of Arden Hills, Shoreview, New Brighton and Mounds View attended an open house at Public Works to learn more about the pollution and remediation project at TCAAP. Staff, consultants and contractors were on hand to talk with residents one-on-one, answer questions, and explain this phase of the project.
