The current agenda for tonight's meeting is structured to ensure that the JDA accomplishes their business within that agenda. If there is a public hearing scheduled as an agenda item, the public will be invited to speak to that agenda item. Public Inquiries/Informational None Consent Agenda None Old Business None Public Hearing None New Business The Joint Development Authority heard two presentations on commercial development strategies for the TCAAP site from Louis Jambois, St. Paul Port Authority (SPPA), and from Matt Kramer and Jonathan Weinhagen, St. Paul Area Chamber of Commerce (SPACC). Mr. Jambois reported on SPPA’s work to bring industrial development and job growth to St. Paul often through the redevelopment of brownfield sites. Recent studies have shown that industrial development uses $0.60 to $0.70 in services for every dollar of tax revenue generated. This compares to $1.08 to $1.16 in services required for every dollar of tax revenue for residential property. SPPA enters into development agreements which set requirements for minimum investment, job growth, 2 and wages. SPPA has redeveloped 433 acres with a net increase of 9,168 jobs and $13,789,677 in tax base. Mr. Kramer and Mr. Weinhagen reported on the results of SPACC’s regional strategic business assessment. The analysis was performed on a five-mile concentric circle to Arden Hills City Hall. Manufacturing captures 18.2% of employment in the study area. Manufacturing includes businesses such as Boston Scientific that use a highly-educated workforce to produce high-technology products in a clean environment. Health care and retail are also significant industrial sectors in the study area. The predominant commuting patterns are from the north/northwest and south/southeast. Mr. Kramer highlighted the proximity of Bethel University as an asset for businesses that want their employees to seek higher education in a location convenient to the workplace. Development Director’s Report Jill Hutmacher reported on the Master Plan and a pilot project with SPACC at Land O’Lakes to involve young professionals in the planning process. Kimley-Horn is working on analysis and pre-design work for the County Road H and Highway 96 intersections with I-35W related to the contract amendment requested by Ramsey County. Gateway Planning, Kimley-Horn’s subconsultant for the regulations and policies, has met with staff and consultants to discuss the City’s existing policies and consider which regulations or policies may need to be amended for TCAAP. On October 14, 2013, the City Council issued an order for the Alternative Urban Areawide Review (AUAR) and approved a Zoning Scenario and a Maximum Development Scenario. The final Master Plan and the draft AUAR are both expected to be completed in spring 2014. Administrative Director’s Report Administrative Director Worthington reported Bolander & Sons and Ramsey County received approval for the Quality Assurance Action Plan (QAPP) in mid-October. This allows the sub-grade remediation work to begin on the 30 acres of leased property. Bolander anticipates project completion in October 2015. Bolander plans to work throughout the winter, especially in the remediation of Building 502. They will continue sub-grade work until the ground freezes. Wetland delineation work continues for use in determining where we can locate permanent wetlands and water features on site. The osprey nests have moved to the Arden Hills Army Training Site and the wildlife corridor. Administrative Director Worthington distributed an article on the history of the nests within the TCAAP property. 3 Commissioner Updates Commissioner Grant stated the Hwy 10 is scheduled to open the end of November and the importance of the public being able to see the progress on the TCAAP property. Chair Sand commented the pressure will ease on I-694 as a result of the Hwy 10 re-opening. The next meeting will be Monday, December 2, 2013, at 5:30 pm, at Arden Hills City Hall. Master Plan In collaboration with the St. Paul Chamber of Commerce, the City held an on-site master planning workshop at Land O’Lakes on Thursday, November 7. This was a pilot project designed to determine whether the City could reach a younger and more diverse demographic with targeted, on-site events. The twelve participants generally ranged in age from the 20’s to the early 30’s. Comments received included the following: • Participants wanted to be able to walk to bars, restaurants, and entertainment venues from their homes, but acknowledged that cars will still be their primary mode of transportation. • Participants suggested that a transit center or park and ride should be included to provide transportation options. • Participants felt that professionals moving to the area and starting careers would be most interested in townhomes and condominiums, but young families would prefer single-family homes. • Participants mostly (but not unanimously) favored public open space over large private yards. Back yards should be just big enough to “throw a ball”. AGENDA ITEM 9 MEMORANDUM Joint Development Authority TCAAP Redevelopment Project • Participants wanted to minimize their time spent on household chores and maintenance – most preferred a home no larger than necessary and a homeowner’s association to take care of mowing and shoveling. When asked how to reach a younger demographic, attendees responded that events such as the one at Land O’Lakes are an innovative and effective way to reach their age group. Participation makes them want to seek additional opportunities to be involved. Attendees also suggested using social media tools such as Facebook, Instagram, and Linked-In. Based on the success of the workshop and the positive feedback received, the City will work with SPACC to schedule additional on-site workshops at major employers in January and February. Transportation The Metropolitan Council has announced that it will evaluate a future extension of the Snelling Avenue Bus Rapid Transit (BRT) line from Rosedale Mall to TCAAP via Snelling and Hamline Avenues (announcement attached). The extension would run north on Snelling and Hamline Avenues and could serve University of Northwestern, Bethel University, the County Road E business district, Land O’Lakes and Boston Scientific. Metro Transit will conduct a study to determine the feasibility of BRT extension to TCAAP. An open house to gather public feedback on the design options for the Highway 96 and County Road H intersections with I-35W was held at the Ramsey County Public Works facility in Arden Hills on November 19, 2013. Attendees were encouraged to view the concepts for both interchanges and ask questions of the staff present. The event was well attended with 66 members of the general public signing-in at the welcome table and more who declined to sign-in. Staff were present from Arden Hills, Ramsey County, MnDOT, and Kimley-Horn and Associates. A handout was given to attendees that included a general project summary and project timeline. 16 boards were displayed showing area constraints, concepts for both interchanges, and a basic overview of TCAAP. 11 comments were submitted in writing at the open house. The nature of the comments consisted mostly of concerns with bicycle and pedestrian access, access to TCAAP, pros and cons of roundabouts in general, and the construction impacts of the interchanges. Verbal feedback was generally positive about the momentum to improve the interchanges and raised concerns similar to those submitted in writing. The concept designs are posted on the TCAAP Master Plan page of the City’s website. Next Steps City Council review of the first Master Plan draft is scheduled for December 16, 2013. The next TCAAP open house is tentatively scheduled for Wednesday, January 22, 2014.
