Roll call taken.
Approval of agenda.
Motion by Commissioner Grant seconded by Commissioner Huffman. Motion carried.
Approval of 2/27/13 minutes.
Commissioner Holden recommended correcting the spelling from bi-laws to bylaws.
Motion by Commissioner Grant seconded by Commissioner Huffman. Motion carried.
Public Inquiries/Informational
Greg Larson addressed the Authority requesting to strike the first sentence reading "Public
inquiries/information is an opportunity for citizens to bring to the JDA's attention any items not
currently on the agenda." Chair Sand responded that a decision will be made before next month's JDA
meeting.
Consent Agenda
Motion by Commissioner Grant seconded by Commissioner Huffman. Motion carried.
JDA Bylaws
Mike Norton commented the bylaws can be changed as needed by the Authority.
Motion by Commissioner Grant seconded by Commissioner Ortega. Motion carried.

JDA Insurance
Mark Lenz and Heather Worthington explained the annual premium is $1,875 for one million dollars of
coverage to include $500 deductible. Commission Holden raised a question regarding the budget for
$2 million of coverage. Heather stated the budget will be adjusted to reflect the one million dollar
coverage.
Motion by Commissioner Huffman seconded by Commissioner Holden. Motion carried.
New Business
Legislative Update
Commissioner Ortega reported the Transportation Bill is in the Governor's budget for 25 million. It will
be a bonding item.
Meeting Calendar for 2013
The July meeting will be cancelled due to the July 4th holiday. The September meeting date will need
to be rescheduled due to the Labor Day holiday.
Motion by Commissioner Huffman seconded by Commissioner Grant. Motion carried.
Development Director's Report
The City of Arden Hills has secured the services of Brian Smalkoski, Project Manager for Kimley-Horn
and Associates for the TCAAP AUAR (Areawide Urban Alternative Review), Master Plan, and
Regulations and Policies. The master planning process is scheduled to begin May 1st. One of the
consultant's first tasks will be drafting a Public Engagement Process for review by the Joint
Development Authority.
Administrative Director's Report
Administrative Director Worthington reported the transfer from the GSA to Ramsey County of 150 feet
of the Wildlife Corridor, and property to the North of TCAAP is not completed yet and will be separate
from the TCAAP property transfer.
Future Meeting Schedule
Next meeting will be Monday, June 3, 2013 at Arden Hills City Hall.
