Chair Erickson called the meeting to order at 8:05 am

1. APPROVAL OF AGENDA
It was the consensus of the Commission to accept the agenda as presented.
2. APPROVAL OF MINUTES
It was the consensus of the Commission to accept the June 1, 2016 and September 7, 2016
meeting minutes as presented.
3. UNFINISHED AND NEW BUSINESS
A. State of the City Report
Senior Planner Bachler noted that the State of the City event was held on
September 29 at Flaherty’s Arden Bowl. Representatives from the TCAAP Master Development
Team and MnDot were at that meeting to present updates. The person from Land O’Lakes had to
cancel last minute but Mayor Grant stepped in to present their information.
Senior Planner Bachler indicated the event had approximately 70 people attend, and in 2015
there were two events with a total of 75 attendees. An evening State of the City event has not been
held yet this year until work has progressed further with TCAAP.
Senior Planner Bachler noted that approximately 10-15 people RSVP’d through Eventbrite,
although people were not required to register through that site.

Commissioner Johnson commented that the attendance of 70 at the morning event was
significant.
Senior Planner Bachler noted that there was not a sign in sheet this year so we did not track how
many in attendance were business people or private citizens.
Council Liaison Holden said she thought about 70% of the attendees were business people.
Commissioner Johnson noted that people were happy to have the postcards delivered to their
businesses. She felt the event went well and was educational.
Council Liaison Holden thought there would have been a better introduction of the Alatus
Partners.
Senior Planner Bachler explained that that was what staff had requested and recommended.
Commissioner Radziej agreed that he would have liked to have heard more about the team
themselves but felt it was well received.
Senior Planner Bachler stated the cost for this year’s event was approximately $2100, which was
about the same as the 2015 event.
Commissioner Radziej asked if there was a set budget for the event and if more could be spent in
the future if they chose to change venues and expand.
Senior Planner Bachler responded that there was not a budget set at this time.
It was agreed that a larger venue might be necessary next year.
B. 2017 Work Plan
Senior Planner Bachler explained that staff put together a draft 2017 Work Plan for the EDC. A
tentative meeting is scheduled with the Economic Development Authority on January 30. The
meeting will be a joint work session with a chance for the EDC to show what they have worked on
in the past year and what they plan to work on in the coming year.
Goals: new member recruitment, and marketing and outreach, which includes working with the
Communications Committee.
Commissioner Radziej asked to discuss the relationship with the Communications Committee.
Senior Planner Bachler said that in the past EDC members would write articles about and for
local businesses and the Communications Committee would write similar articles so the EDC
articles were often not published. Now if the Communications Committee wants someone from
the EDC to write an article they will ask.

Council Liaison Holden stated the need for a policy in regards to introduction of new businesses
in the monthly newsletter.
Commissioner Johnson feels we should have an online business directory.
Discussion ensued regarding the involvement level with the Communications Committee and if it
should be included in the Work Plan.
Commissioner Radziej asked for clarification on working with staff to plan additional small
business outreach events.
Senior Planner Bachler said there was a group that was working on events but after having to
cancel one of the events they basically disbanded but it would be beneficial to continue to have
them.
Senior Planner Bachler noted the Business Retention Expansion program items were also on the
Work Plan for last year, but due to limited staff time they could not be completed. The
Commercial Real Estate Roundtable was going to be convened by the St. Paul Chamber but the
lead person started at the Minneapolis Chamber and transitioned away from the Roundtable. We
will need to reconnect with the St. Paul Chamber contact and have a meeting with them.
Senior Planner Bachler explained the recent moratorium that was approved by Council to limit
higher education uses in the city. A study will take place over the next year and the EDC will
probably have a role in that report. Also, the EDC will need to provide feedback on the City’s new
Comprehensive Plan. Work is anticipated to start the early part of next year and the EDC will be
commenting on the economic and redevelopment sections of the plan.
Commissioner Radziej wanted to know if there was a process in place for marketing and
outreach to new businesses.
Senior Planner Bachler stated that we are trying to keep a running list of new businesses and
visit a certain number of them each quarter.
Commissioner Radziej said the names could be distributed to the EDC members and they could
help make visits.
Discussion ensued about timelines and expectations of the business visits.
4. UPDATES
A. Rice Creek Commons (TCAAP) Update
Senior Planner Bachler stated there was a study done to potentially extend the Bus Rapid Transit
line to TCAAP site but at this time there is not enough density to support the extension. This will
most likely be re-evaluated as the site becomes developed. Discussion ensued.

Senior Planner Bachler noted the City Council has been meeting regularly with the Master
Development team in Work Sessions and reviewing proposed amendments to the TCAAP
Redevelopment Code. A public Open House will be held on November 16 at the Ramsey County
Public Works Facility, from 4:30 – 7:30. A series of stations will be set up and members of the
Development team will be at each station to answer questions. A mailing will be sent out and
information will be on the City’s website.
Discussion ensued regarding design standards in the Redevelopment Code.
B. Commission Members
None.
C. Council Liaison
Council Liaison Holden stated that the Council passed a moratorium on higher education so they
can look at where it fits in the City. Zoning in particular will be discussed.
Council Liaison Holden said she is concerned about sustainability of the retail sections in the
town center area of TCAAP and asked for feedback from the Commission.
Council Liaison Holden noted that Med Express will be going in next to Walgreens in Arden
Plaza.
Council Liaison Holden said there is concern about Scherer Brothers and Big Ten leaving the
City due to MnDot’s decision to close Hwy 10 so there would be no access to those businesses.
Council Liaison Holden also stated that Bremer Bank has brought a forward a proposal to
reconfigure their corner by adding two other buildings.
Senior Planner Bachler noted that Bremer Bank would be downsizing their own building and
adding a 7500 square foot commercial building and a day care center building.

Requested Action
Suggest topics for the Arden Hills newsletter.
Discussion
For several years, EDC Commissioners contributed business-focused articles for the Arden Hills
Notes newsletter. After discussions with the staff liaison to the Communications Committee, it
was suggested that the EDC contribute business-related topics, and the Communications
Committee will write articles when space is available.
The exception may be articles featuring new businesses in Arden Hills, specifically those that are
not focused on local consumers. Communications Committee members are often unaware of
these new businesses. When EDC Commissioners visit new businesses, it would be helpful if
content and photos could be provided to staff to share with the Communications Committee.
Potential article topics for 2017 include:
• Business Retention and Expansion visits in the Red Fox/Grey Fox District
• Land O’Lakes campus expansion project
• Public infrastructure improvements for the TCAAP redevelopment
• 2017 State of the City (summary report)
• Highlight new businesses, particularly those with high-quality jobs that sell goods and
services outside of Arden Hills.
Commissioners are requested to comment on the potential 2017 newsletter topics.

SUBJECT: Business Retention and Expansion Program
Background
The EDC recommended that the City focus its Business Retention and Expansion (BRE) visits
on the Red Fox-Grey Fox Business District in 2016. Due to limited staff time, business visits
were not completed in 2016. Staff is recommending that these visits be completed in 2017.
Staff has compiled a list of priority businesses to set up meetings with over the upcoming
months. The goal for this year is to visit between 4 and 6 of these companies. In compiling the
list, staff prioritized non-retail businesses that were either not visited as part of the 2015 BRE
Program or are new companies that have moved into the Red Fox Business Center.
Staff has also drafted a list of supplementary questions to go along with the general BRE survey
questions. These questions focus on transportation issues, changes in the character of the
business district, and why new companies have chosen to locate in the area.
The EDC will be notified of scheduled visits and invited to participate when available.
Discussion Questions
1. Does the EDC agree with the list of priority businesses compiled by staff? Are there any
additional companies that the City should try to visit?
2. Does the EDC agree with the supplementary questions drafted by staff? Are there other
types of questions that should be added?

SUBJECT: Higher Education Moratorium Study
Background
On October 10, 2016, the City Council adopted Ordinance No. 2016-008 An Interim Ordinance
Temporarily Prohibiting Land Use Applications and Reviews for Higher Education Uses in
Residential, Business, Industrial, and Other Zones. The moratorium can last up to one year to
prepare a study to determine the impacts and benefits from higher education land uses and
provide recommendations for possible Zoning Code and/or Comprehensive Plan amendments
regarding higher education uses.
On February 13, 2017, the City Council approved a proposal from WSB & Associates to
complete the planning and economic development study (Attachment A). The Economic
Development Commission will be asked to review and provide feedback on the following
components of the study at upcoming meetings. Additional information on the topic areas will be
provided to the EDC prior to the meetings.

WSB will prepare a final report that will include possible Zoning Code and Comprehensive Plan

WSB’s Community Planning Group includes 9 community planning staff with a wide range of
experience, expertise, and passions. Our group works collaboratively within the group and with other
groups within the company to ensure the best value and over the top customer service for our
clients. In addition to Arden Hills, we provide day‐to‐day planning/economic development services
for 15 communities within Minnesota including Long Lake, North St. Paul, Ramsey, Maple Lake,
Wyoming, and Litchfield. While planning/economic development services are tailored to the client,
they can include: review of land use applications, building permit review, zoning administration,
preparing packets, staffing, presenting information at Planning Commissions and Economic
Development Authorities, business retention and expansion visits, and code enforcement. We can
also prepare marketing materials in the form of Community Profiles, which highlight properties for
sale and the community’s assets. Our community planners undertake special projects for cities
including small area planning, community engagement efforts, downtown planning, housing studies,

Work Scope
This project would include the analysis of how the community’s commercial and employment zones
can be adjusted to better maintain a vibrant, high-tech business community. Based upon this
approach we have developed the following scope of work for the project:

Options for higher education uses within Arden Hills

Job comparison and economic activity generated by different zoning uses

A Proposal to Provide Planning Services for a Small Area Study for the City of Arden Hills
Eric Zweber, AICP
Project Manager/Senior Planner
Eric is a senior planner and land use specialist at WSB. He has 15 years of experience working
directly with residents, business, agencies, and other stakeholders on a variety of plans, programs,
and projects. Eric has direct experience in single and multiple family housing, commercial, industrial,
institutional, and mixed-use developments. He has experience working for a number of communities
in Minnesota, including Arden Hills, Rosemount, Victoria and Wayzata, as well as for communities in Oregon and
Wisconsin. He has a deep understanding of development and land use and takes a proactive approach to fi nding design
solutions that meet the community’s goals and the existing market forces.
Highway 13 Redevelopment Study | Savage, MN
Eric served as the project manager for the Highway 13 Redevelopment Study which reviewed a 70 year old industrial
park with many non-conforming lots and non-conforming uses. The Study included interviews with business and property
owners; an evaluation of the existing buildings and infrastructure; code and fee comparisons with fi ve neighboring cities;
and short, medium and long term recommendations to redevelop underutilized sites and improve the study area for
existing successful businesses.
Jim Gromberg
Economic Development Coordinator
Jim has over 25 years of experience in economic development including both redevelopment
projects and greenfi eld developments. Most recently, Jim was the State of Minnesota’s Business
Development Representative for the Twin Cities metro area, focusing on the attraction of new
businesses to the state and assisting businesses in expanding their current locations. Jim has
also served as the Vice President for Business Banking for Landmark Bank focusing primarily on SBA lending, the
Business and Community Relations Manager for Connexus Energy, City Manager for Isanti, and Economic Development
Coordinator for the City of Ramsey. Jim has also served as the President of the Economic Development Association of
Minnesota, President of the Anoka Area Chamber of Commerce, Vice-Chairperson of the Anoka-Ramsey Community
College Foundation, and Mid-America Economic Development Council Board of Directors.
Princeton Industrial Park Expansion Plan
Jim served as the Project Manager for the project for the City of Princeton. The project consisted of review and analysis

in the area. The analysis included: industrial market overview, examining market trends and data for Princeton’s Market
Area, industrial market jobs data and industrial land development trends within the Market Area, and the current vacant
industrial sites in the City that are available for development.

Jim represented the state on recruitment visits to other markets both nationally and internationally to promote Minnesota
as a site for future expansions. He successfully completed development projects that included over $500 million in new
development including:

Hannah Rybak
Community Planner
Hannah has earned a bachelor’s degree in urban and regional studies from Minnesota State
University Mankato, and is currently pursuing her master’s degree in Urban Planning. Hannah
works closely with the rest of the planning team on data collection, research, and plan writing. She
also provides zoning administration services to the Cities of Cottage Grove and South St. Paul.
Hannah is very passionate about the community engagement process and enjoys seeing citizen
input on projects become a reality. Hannah has collaborated with other WSB planners on several
comprehensive plans, including the Medina Comprehensive Plan, Zumbrota Comprehensive Plan,
Grand Forks 2040 Land Use Plan, and St. Anthony Comprehensive Plan. On these plans she
collected and analyzed demographic data, wrote applicable sections of the plan, and assisted with
community engagement efforts. Hannah has also spent a signifi cant amount of time becoming
familiar with the extensive Metropolitan Council requirements for all 2040 Comprehensive Plans
within the seven-county metropolitan area. For her capstone project for her master’s degree,
Hannah led a small group of students in creating the fi rst Comprehensive Plan for the City of
Bellechester, MN.
Addison Lewis
Community Planner
Addison has a variety of experience with community engagement and listening to stakeholder
concerns. In addition to contributing to the community engagement processes associated with
other small area plans and comprehensive plans completed by WSB, Addison has also served as a
communications specialist and business liaison for road construction and design projects, meeting
with stakeholders to ensure communication is delivered upfront and that all concerns are heard.
Addison also serves as the City Planner for the communities of Long Lake and Falcon Heights and
understands the importance of implementable plans and zoning ordinances.
Kurt Bearinger
Community Planner
Kurt is a community planning specialist at WSB. He is a 2016 graduate from Iowa State University
with a Masters of Community and Regional Planning. During his time in Central Iowa, Kurt assisted
in the update of Des Moines’ Comprehensive Plan. He was also the lead researcher on a project
focused on improving Des Moines’ live music scene and music economy. Kurt’s communication
skills and research abilities will be major assets to this project.

The WSB team was commissioned by the City of Princeton to complete a
land use and economic analysis of their industrial park and additional land
that may be needed to accommodate business retention, expansion, and
recruitment. This study included in-person interviews with each industrial
business in Princeton, the compilation of a database of contacts, current
and future business needs. The fi nal piece of this plan is to identify land
needs and recommends areas for industrial park expansion and funding/
fi nancing opportunities.

City of Savage Re-Development Plan

WSB is currently completing a Re-Development Plan for the City of Savage for an area along a visible
Highway 13 near Highway 101. Consisting of a variety of industrial properties, this study includes the
identifi cation and inventory of the businesses within the study area, in person interviews with businesses and
property owners, and an analysis of policymakers’ visions and goals for the area.

City of Ramsey to be certifi ed in Minnesota Department of Employment
and Economic Development Shovel ready program. This program allows
for communities to identify sites for future development and complete the
information that will be required for new development and site selectors.
The information that is required and was completed by WSB included: ALTA
surveys, Title work, Geotechnical reports, Environmental review including
Phase 1 and Phase 2 studies, and Development materials.

SUBJECT: Rice Creek Commons (TCAAP) Update
On December 12, 2016, the City Council approved amendments to the 2030 Comprehensive
Plan, TCAAP Regulating Plan, and TCAAP Redevelopment Code. The amendments to the
Comprehensive Plan and regulatory documents were requested by the TCAAP Master Developer
in order to facilitate their redevelopment plans for the property. The Ramsey County Board of
Commissioners approved the amended TCAAP Master Plan on December 20, 2016.
On January 30, 2017, the City Council discussed the Option Agreement to purchase the 1.6-acre
Civic property on TCAAP. The Agreement provides the City up to 7 years to acquire the site
with the timeframe beginning once the JDA approves the Master Development Agreement. The
City has an incentive to move quickly on developing a plan as an earlier sale will result in better
financial terms for the City.
The City Council directed staff to prepare the structure of a Task Force that will investigate and
recommend to the City Council potential uses for the Civic property, including a city hall,
community center, recreational and fitness center, event and educational center, and other
options. The Task Force will be supported by a consulting firm the City will select to manage the
planning process for the property. On February 12, 2017, the City Council approved the
composition of the Task Force, which will include two members of the Economic Development
Commission. The first meeting of the Task Force will be convened after a consulting firm has
been selected.
