1. CALL MEETING TO ORDER
Chair Erickson called the meeting to order at 8:00 a.m.

2. APPROVAL OF AGENDA
It was the consensus of the Commission to accept the agenda as presented.
3. APPOINTMENTS
Senior Planner Matthew Bachler administered the oath of office to Commissioners Cordes and
O’Meara.
4. APPROVAL OF MINUTES
It was the consensus of the Commission to accept the April 5, 2017 meeting minutes as presented.
5. UNFINISHED AND NEW BUSINESS
A. Higher Education Study
Senior Planner Matthew Bachler noted that in October 2016 the City Council approved a
temporary ordinance prohibiting new land use applications for higher education uses. The purpose
of the ordinance was to give the city an opportunity to complete a study looking at the impacts of
higher education uses in terms of economic development and land use. In February 2017, the City

Council approved a proposal from WSB and Associates to complete the study. The EDC is being
asked to review components of that study. At this meeting they will review typical employment
and economic activity from allowed commercial and employment uses.
WSB Senior Planner Eric Zwebel discussed the study and what the Economic Development
Commission’s involvement would be. He described the various commercial and industrial
districts in the City, the uses allowed and the purpose statements of the districts. He noted that the
current zoning districts do not always separate uses to match the purpose statements. Education is
a conditional use in B-1, B-2, B-3 and B-4 Districts. Educational uses are not allowed in the
Neighborhood Business District or the Industrial districts.
WSB Senior Planner Zwebel discussed the Economic Activity from Commercial and Industrial
Uses table that was provided. Education services are in the third category, which has less
economic impact than other commercial and industrial uses in terms of salary per 1,000 square
feet of building space.
Commissioner Liz Johnson asked if there was an example of a study done specifically for a
college town looking at the economic impact that students and the parents of students had on the
community.
Discussion ensued regarding the amount of money students would spend in the city and economic
impact different types of students would create. Also discussed was the urgency of the University
of Northwestern and Bethel University’s need for additional classroom space.
Discussion occurred in regards to TCAAP and the mix of businesses that will be there.
B. Business Retention and Expansion Program
Senior Planner Bachler stated the item was on the agenda for the Commissioners to update each
other on the program.
Chair Erickson asked if anyone had made contact with the businesses assigned to them.
Commissioner Rob Williams said he was waiting for responses from two businesses.
Commissioner Johnson said one businesses wants to wait until June and she wasn’t able to reach
the other business.

Council Liaison McClung provided an update on the TCAAP redevelopment timeline. There are
approximately thirty acres of the property that have not received final environmental sign-off yet

and that is holding up the process. Also there has been a regulatory change regarding an aspect of
the groundwater. A study will be done and the results will affect the mass grading of the site.
Mass grading will probably take place next year with building construction starting first quarter of
2019.
C. Staff Comments
Senior Planner Bachler noted that the EDC may want to cancel the July 5th meeting due to the
July 4th holiday and lack of pressing items. He also noted the City Council approved an
amendment to the Lexington Station Master Plan and the final development plans for Phase 2 of
the project. The parking lot will be expanded this year and the Phase 2 building will be
constructed in 2018.

Background
The City is currently working with WSB & Associates to complete a higher education planning
and economic development study. The purpose of the study is to determine the impacts and
benefits from higher education land uses and provide recommendations for possible Zoning
Code and Comprehensive Plan amendments regarding higher education uses.
At the EDC meeting on May 3rd, WSB reviewed typical employment and economic activity from
allowed commercial and employment uses in the City’s different zoning districts. WSB will be
in attendance at the meeting on June 7th to present information on the current amount of land and
building space available in the City’s commercial and employment districts. A memo and
supplemental attachments from WSB staff is included as an attachment.

Background

component of the Higher Education Moratorium Study: a review of economic activity from

• The smallest lot in the NB district is part of a commercial condo. This condo consists of
eight (8) lots ranging from 0.03 to 1.11 acres.
• The transitional neighborhood/business zones have nineteen (19) undeveloped parcels,
252.4 acres of vacant land, and one (1) vacant building. The vacant NB land includes the
northwest corner of the North Heights Lutheran Church property, which will not have its
own access and contains wetlands, and the collection of small on the west side of
Cleveland Avenue and south of County Road E2, which are wooded, contains wetlands
and is split by a creek. The vacant NB land has little development opportunity. The
majority of the vacant land in the B-1 district is a part of the Bethel University Campus or
Valentine Lake and therefore is not available for development.

• The B-2 district has more parcels than any other business/industrial district in the city. It
also has the largest number of vacant buildings.
• The business zones have eight (8) undeveloped parcels, 29.2 acres of vacant land, and
seven (7) vacant buildings. 17.6% of the land in these districts is vacant, while some of
this vacant land provides parking for Flaherty’s Bowling Alley, and the high number of
vacant building indicates that there is an opportunity to bring in new businesses through
new development and redevelopment.

• The industrial zones have fourteen (14) undeveloped parcels, 79.6 acres of undeveloped
land, and eight (8) vacant buildings. 33% of the land in Gateway Business district is
vacant, most of which is visible from I-694. 23% of the I-1 district is vacant, but the
majority of that (31 acres) is the Land O Lakes addition currently being constructed. The
vacant parcel in the I-2 district is an abandoned railroad right-of-way with no access.
Similar to the business zones, the industrial zones have an opportunity to bring in new
businesses through new development and redevelopment.

SUBJECT: State of the City
Discussion
The City Council discussed the 2017 State of the City at their Work Session on May 15, 2017.
The City Council supported the recommendation from the EDC that the morning event be held at
the Tavern Grill restaurant and that it focus on topics relevant to businesses, such as
transportation improvements and current development projects.
Staff has confirmed with the Tavern Grill restaurant that the morning event could be held on
Thursday, September 28 at 7:30 a.m. Staff will be following-up with Tavern Grill regarding
estimated costs for catering.
The evening event will be held at City Hall on Tuesday, October 3 at 6:30 p.m.
The following advertising and promotion methods were used last year, and staff recommends a
similar communication strategy this year:
• News item on the City’s homepage and business news page

Background
The EDC is focusing its Business Retention and Expansion (BRE) visits in the Red Fox-Grey
Fox District for 2017. Staff has included this item on the agenda to provide EDC members with
an opportunity to discuss these efforts and any issues that have come up.
Commissioners Rob Williams and Brendan O’Meara completed a visit at IntriCon on May 23,
2017.
