Discussion At the October 1, 2014, EDC meeting, Commissioners reviewed progress on the 2014 EDC Work Plan and discussed goals for the 2015 Work Plan. In consideration of the anticipated work load related to TCAAP, the draft 2015 Work Plan focuses on three core projects: 1) Recruitment of New Members; 2) Business Retention and Expansion Program; and 3) Marketing and Outreach. A joint meeting with the Economic Development Authority and the EDC will be held on Monday, January 26, 2015, at 6:00 pm. The EDA will review the 2014 EDC Annual Report and consider approval of the 2015 EDC Work Plan. Discussion In 2014, EDC Commissioners contributed several business-focused articles to the Arden Hills Notes. Staff has received positive feedback from the Communications Committee which hopes that the EDC will continue submitting articles in 2015. It is helpful for the Communications Committee for the EDC to provide the schedule, authors and topics for business articles. The Committee may need some flexibility in scheduling based on space needs, but it will try to accommodate EDC articles whenever possible. The Communications Committee publishes the Arden Hills notes ten times annually (schedule and deadlines attached). In 2014, the EDC had a goal of submitting articles for every second edition. Note on letters: Length and editing Letters must fit in the allotted space on the back page. To do so, they should be about 500 words in length. Letters are signed. They represent the views of the author so it is appropriate to write in first person (I think . . .). In general, letters are not edited by the Communications Committee, except for punctuation or other simple issues that affect readability. The Communications Committee may OFFER other suggestions to the author in an effort to improve clarity or consistency. Rotation The Mayor writes about half of the letters, the other half are written by the Council members and the City Administator, 1 issue each. In general, alternate between the Mayor and another writer. (Election years may require an exception.) In election years, avoid having those who run for office do a letter during the campaign season (August-October). This is one way to make this work: - If the Mayor's seat is up for election, assign the August and September letters to Council members not up for reelection. - If the Mayor's seat is not up for election, the Mayor and a Council member not up for reelection can write the August and September letters. - Assign the October letter to the (never-elected) City Administrator. Regulations and Policies The original schedule for Regulations and Policies anticipated that work on TCAAP zoning would be complete prior to the end of 2014. At this point, that appears unlikely and additional meetings will be needed to finalize the TCAAP zoning. The City has revised the schedule to accommodate additional City Council discussions on the JDA approval process, density, design standards, landscaping requirements, etc. The City Council has met with a potential retail developer who has indicated that they need 20 contiguous acres on the west side of the Spine Road. The City Council and Ramsey County are considering options to realign the Spine Road in order to enlarge the retail area while retaining a significant office site with visibility from I-35W. The City Council has directed staff to move forward with zoning for the Hill and Creek neighborhoods which would require a mixture of small multi-family and single-family development of varying lot sizes. The zoning will allow approximately 400 – 430 residential units in these neighborhoods. The total unit count is consistent with feedback from residential developers. Upcoming Meetings Staff and consultants are scheduling work for the regulations and policies component of the master planning process. The following schedule allows City Council adoption of the TCAAP Redevelopment Code (TRC) by the end of February. Approval of the Comprehensive Plan Amendment could occur either on February 23, 2015, or shortly thereafter. City of Arden Hills Economic Development Commission December 3, 2014 Page 1 of 1 MEMORANDUM DATE: December 3, 2014 EDC Agenda Item 5.B TO: Economic Development Commission Chair and Commissioners FROM: Matthew Bachler, Associate Planner SUBJECT: Business Retention and Expansion Program Update At the EDC meeting on October 1, 2014, Jonathan Weinhagen of the Saint Paul Area Chamber of Commerce (SPACC) presented a Business Retention and Expansion (BRE) service proposal for the City of Arden Hills. After review and discussion by the Commissioners, a motion to recommend the BRE proposal from the SPACC to the EDA was unanimously approved. Staff had scheduled a review of this proposal for the EDA meeting on October 27, 2014, but the meeting was canceled. Discussion on the BRE program has been postponed to the next meeting of the EDA on January 26, 2015. The SPACC will be in attendance at the meeting in January to give a short presentation on their proposal and to respond to questions. Currently, the 2015 preliminary budget includes funding to implement a BRE program in the upcoming year.
