HomeMy WebLinkAbout03-21-2017 PTRC Minutes CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, MARCH 21, 2017 ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Rich Straumann called the March 21, 2017, meeting of the Parks, Trails, and Recreation Committee to order at 6:35 p.m. MEMBERS PRESENT: Chair Rich Straumann, Committee Members Paul Beggin, Terry Finlay, Nancy O’Malley, and John Van Valkenburg. OTHERS PRESENT: Council Liaison Mayor David Grant, Staff Liaison Sara Knoll and Public Works Director Sue Polka. ABSENT: Committee Members Josh Bloyer, Keri Bloyer, and Harold Petersen and Recreation Programmer Aaron Thelen. 1. APPROVAL OF AGENDA MOTION: The agenda was approved by the Committee unanimously (5-0). 2. APPROVAL OF MINUTES A. No minutes from the February 21st meeting as it was cancelled. MOTION: N/A 3. UNFINISHED BUSINESS A. Joint Meeting Presentation with Arden Hills City Council PTRC Members went through the presentation and decided who would be presenting the slides to the City Council. Below is the list of the slides each PTRC Member will be presenting. John Van Valkenburg – Pages 2, 3 and 4 Terry Finlay – Pages 5, 6, and 7 Rich Straumann – Pages 8, 9 and 13 Paul Beggin – Pages 10, 11 and 12 Parks, Trails & Recreation Committee Meeting Minutes March 21, 2017 Page 2 Committee Chair Straumann asked for a trail update. Public Works Director Sue Polka said that we would be holding off on the Highway 96 trail until TCAAP starts getting developed. The design phase is happening this year for the County Road E2 and the Snelling Trails with the construction taking place in 2018. Mayor Grant discussed the County Road F project. Mayor Grant informed the PTRC Committee that the County Road F project is scheduled for 2018 and going to be completed by Ramsey County. Discussion continued about trail priorities in Arden Hills. PTRC Members would like to come up with a list of trail priorities in the future. 3. NEW BUSINESS A. PTRC 2017 Member List Staff Liaison Knoll provided PTRC Members with a current Committee roster. The PTRC Members information was updated and a new hand out will be provided at the next PTRC Meeting held on Tuesday, April 18. B. Meeting Dates Committee Chair Straumann stated that the June PTRC Meeting will be a trail tour. Committee Chair Straumann suggested taking a tour of Building 189 and the Rice Creek Trails. The June tour will be held on Tuesday, June 20 at 5:00 p.m. at Arden Hills City Hall. C. New Signs Ordered Staff Liaison Knoll provided the PTRC Members with pictures of the new signs that were placed at the entrance of Perry Park and the path leading to Perry Park. A new park sign was also installed at Arden Manor Park. D. Ice Rink User Information Staff Member Thelen provided an update on the ice rink usage for the 2016/2017 season. The season was a short one, as the weather played a part in getting the rinks up and running. The opening date for the City of Arden Hills Ice Rinks were December 19, 2016. The closing date for the Arden Hills Ice Rinks were February 10, 2017. The total number of users in 2016/2017 were 2,352. That total is up 248 users from the previous year. PTRC Members discussed if it would be beneficial to have a rink on the North side of Arden Hills and not as many rinks in the South side of town. Staff Liaison Knoll stated there would be an ice rink in the TCAAP development. Based on ice rink usage the placement of the ice rinks seem to be going well. Tree and Benches Summary Staff Member Thelen provided the PTRC Members with an updated list on all of the park benches and trees in Arden Hills. The list that was provided will be updated with 5 new benches that were donated to the City of Arden Hills last year. Staff Liaison Knoll stated that 2 benches were donated by the University of Northwestern at Cummings Park, 1 bench was installed at Valentine Park, 1 bench at Hazelnut Park and 1 bench scheduled to be put in this spring/summer at Crepeau Nature Preserve. F. Gaga Ball at Hazelnut Park Staff Member Thelen is excited to introduce Gaga Ball to the City of Arden Hills. Gaga Ball is a popular new game that will be built at Hazelnut Park this spring. The main use will be for our summer playground program but it is a permanent structure so anyone can use it. The Arden Hills Newsletter recently published an article explaining Gaga Ball to the residents of Arden Hills. 4. NEXT MEETING The next PTRC Committee meeting is scheduled for Tuesday, April 18, 2017. ADJOURNMENT MOTION: The meeting adjourned at 8:02 p.m. with a unanimous vote (5-0).
