HomeMy WebLinkAbout07-17-17 WSlt ,-ARQEN HILLS Approved: August 14, 2017 CITY OF ARDEN HILLS, MINNESOTA CITY COUNCIL WORK SESSION JULY 17, 2017 5:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Grant called to order the City Council Work Session at 5:03 p.m. Present: Mayor David Grant, Councilmembers Fran Holmes, Dave McClung and Steve Scott Absent: Councilmember Brenda Holden (excused) Also present: City Administrator William Joynes, Public Works Director/City Engineer Sue Polka, Interim Director of Finance and Admin Services Dave Perrault, Senior Planner Matthew Bachler, and Deputy Clerk Jolene Trauba 1. AGENDA ITEMS A. STATE FAIR PARKING Mayor David Grant stated that that Attachment B in the agenda packet has the No Parking proposed areas for this year, which is the same as where we placed the signs last year. He felt we could implement the same plan again for this year's State Fair. Public Works Director/City Engineer Sue Polka noted that it did not need to go before a regular Council meeting as they can designate the City Administrator to approve temporary no parking and he can approve additional signage if necessary. B. SIMPLE RECYCLING Mayor Grant mentioned that our City Attorney wanted the contract with Simple Recycling be set for four years instead of 5. Senior Planner Matthew Bachler noted that Simple Recycling can start the service in eight to 12 weeks after approval, and the contract could be brought forward to the July 24, 2017 City Council meeting. Councilmember Steve Scott pointed out a typo on page 8 of the contract which will be corrected. ARDEN HILLS CITY COUNCIL WORK SESSION — JULY 17, 2017 2 C. PRELIMINARY GENERAL FUND BUDGET Interim Director of Finance and Admin Services Dave Perrault presented a PowerPoint outlining the Preliminary General Fund Budget. Discussed were the Overall Budget Summary, Budget Assumptions, Revenues, Expenditures, Staffing and the General Fund Balance. It was noted that Ramsey County will be giving us final property tax information in mid-August which could change this projected budget. Councilmember Dave McClung arrived at 5:23 p.m. A Special Work Session will be scheduled for late August or early September to discuss the General Fund Budget after tax information is available from the County. D. BUDGET AMENDMENT Mayor Grant noted that it will be important to have the final numbers from Ramsey County before making a decision on the Budget Amendment. 2. COUNCIL/STAFF COMMENTS Councilmember McClung said he will not be at the Volunteer Appreciation Picnic on July 18 but thanked the volunteers for their service. Councilmember Scott said he will be at the picnic on July 18. Councilmember Fran Holmes would like to see more information from the Ramsey County Sheriff's Department regarding incidents in Arden Hills. City Administrator William Joynes said that the new Communications Coordinator may be able to help gather information from the Sheriffs Department. Mayor Grant noted that Old Hwy 8 (Thumb Road) in TCAAP is being built as a 3 lane road and we have a full time inspector there. He asked for an update on the Old Snelling trail. Public Works Director/City Engineer Polka said we are working on the portion north of Bethel and a preliminary design should be available in August for the trail along E2 and the portion of Old Snelling Trail north of Bethel Drive.
