It was the consensus of the Commission to accept the May 3, 2017 and June 7, 2017 meeting
minutes as presented.

Senior Planner Matthew Bachler noted that in May and June, WSB and Associates presented
topics included in the study. The May meeting included discussion of employment and economic
activities
• • and • uses in the City's • districts. At the June meeting
they looked at what land and building space is available in the City's current business districts. A
draft • the complete study will be presented at this meeting.
WSB Senior Planner Eric Zweber discussed the draft study. A "College and University
Enrollment By Community" document was handed out and Arden Hills' unique situation of
approximately 1:1 ratio • •- to •` was noted. Other items discussed in the draft
• were the economic impact • college •- spending, the •• for property tax revenue
loss, and the recommendation to create two different definitions of higher education — higher
education campus and • education classroom/office.

WSB Senior • Zweber noted the next steps would • the Planning Commission
reviewing the draft study and possible zoning code amendments, the City Council reviewing at
their August Work Session, a public hearing in September and City Council approval.
After discussion of the draft study, the Commission expressed thanks to Mr. Zweber and WSB for
completing the study.
Senior Planner Bachler provided an update on the State of the City. The morning session will be
on September 28, 2017, 7:30 a.m. at the Tavern Grill. The evening • will be October 3,
2017 at City Hall. A Communications Coordinator was hired by the City and she will be involved
in the planning and promoting • the events. Postcards will • available • Economic
Development Commission members to distribute.
C. Business Retention and Expansion Program
Senior Planner Bachler asked if members were having success contacting the businesses on t

• interviews. I
Commissioner Liz Johnson stated that she is not succeeding in contacting Top Case or
OrthoCore.
Senior Planner Bachler noted that they are • • office and manufacturing, •
rather than retail at this time. He will resend the list of businesses and assigned EDC members. i
5. UPDATES
Council Liaison McCluna noted the new Communications Coordinator position was filled and
National Night Out was held • August 1.
Senior Planner Bachler noted that the Smiths Medical building was purchased and the property
would be returned to a multi -tenant use. JR Properties issued a letter of intent to purchase the old
Aerotech property • Northwoods Drive. A • application is expected to •• before the
