Joynes, Sr., City Administrator FROM: Dawn Skelly, Communications Coordinator SUBJECT: Communications Plan Budgeted Amount: Actual Amount: Funding Source: $ $ $ Council Should Consider the Following Options The Council may consider providing feedback and ranking priorities for the upcoming communications plan. Background The Council approved the Communications Coordinator role in spring of 2017. The position exists to coordinate the City’s message and develop a consistent City image by integrating the communications tasks. The position will allow the City to take advantage of new media opportunities, as traditional media has been declining. Discussion The attached presentation slides outline a list of possible projects of focus and significance. These are being presented to the Council for feedback and prioritization. Joynes, Sr., City Administrator FROM: Dave Perrault, Interim Director of Finance and Administrative Services SUBJECT: 2018 Preliminary Budget Discussion Budgeted Amount: Actual Amount: Funding Source: N/A N/A N/A Council Should Consider The City Council should discuss and provide feedback for the 2018 preliminary budget and capital improvement program. Background The City Council has met on four occasions thus far to discuss the 2018 budget and capital improvement program (CIP), the most recent meeting was at the September 25, 2017 City Council meeting. At the most recent meeting, the City Council set a four percent preliminary General Fund increase ($145,652), this levy increase can be decreased but not increased. The Truth-in-Taxation public hearing and budget decisions are scheduled for the December 11, 2017 City Council meeting. For tonight’s meeting, City staff is requesting the City Council give specific direction on the below budget items and provide any further direction in preparation for the December 11, 2017 meeting. Also, an update regarding the rate study has been attached. COLA The current Cost of Living Adjustment (COLA) for the 2018 is set at 2.5 percent. Please see the below table for comparables. City Council may decide to budget this position for the full year, or for a portion of the year. The table below shows the fiscal impact if the position is budgeted for the entire year or half of the year (this includes benefits). It also includes the open Community Development Director and Finance and Administrative Services Director. Council may keep the positions as budgeted pending a comprehensive staffing discussion a the Council retreat. Please note, staffing projections have been prepared assuming the City Administrator and Public Works Director/City Engineer are filled on January 1, 2018. The Council may decide to lower this amount at the December meeting. The table below illustrates the total expected General Fund revenues, expenditures, and anticipated ending 2018 reserves. Page 3 of 3 Below are the surrounding cities’ preliminary levy increases (note: these reflect information obtained from Ramsey County, and may include more than just the General Fund increases). City Preliminary Levy Increase Arden Hills 4.00% Little Canada 7.00% Vadnais Heights 3.40% Shoreview 4.90% Mounds View 8.20% White Bear Lake Township 18.20% Falcon Heights 24.00% North Oaks 7.90% Transfers The City Council may want to discuss the 2018 General Fund transfer to the Economic Development Authority in the amount of $120,000. This amount was based on previously assessed needs, however, the Council recently directed staff to move forward with a program that would allow the City to keep a majority portion of its revolving loan fund balance. This amount could potentially take the place of the transfer (approximately $137,000), or be reallocated to other City programs. Capital Improvement Program The City Council has been provided with a proposed CIP book with the most up-to-date numbers. Since the last meeting the below projects have been rolled from 2017 to 2018. Please note, that the 2017 budget has not been officially amended to reflect this change and therefore the amounts would be reflected in the 2017 and 2018 budgets for their respective capital expenditures. Council may choose to leave the 2017 budget and note it going forward, or amend the budget to reflect the changes. Our “Base Model” (model for existing customers only – no TCAAP) has been set up with historical audited financial statements and your preliminary 2018 budget. I am currently reviewing usage data provided by the City for water, sewer, and storm water usage. Since it is a large quantity of data, this takes quite a bit of time. (Your utility billing clerk, Pang, has been wonderful to work with, btw.) This phase of the project is nearly done, however. Based on our discussions, it appears we won’t be able to meet with staff to review the study until December. Given that the City needs to approve a final 2018 budget soon, please know the rate study would have no impact on budgeted expenses for any of the utilities for 2018. However, if the City decides to make any changes to the 2018 budget, please let me know as soon as possible. With regard to 2018 budgeted revenues, we may need to recommend more than the 2% increases for water and sewer and 3% for storm given current cash balances. I also know we discussed keeping any revenue changes in the rate study for 2018 revenue neutral, however, I believe I may have spoken too soon. I’m hoping we have some additional time to recommend rate increases and any changes to the current structure since the first bills don’t go out until April 2018. Perhaps the City would consider delaying setting rates until we’ve had a chance to discuss? Feel free to give me a call if you have any questions or if you want to discuss further.
