SPECIAL CITY COUNCIL WORK SESSION
MAY 22,2018
6:00 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Grant called to order the Special City
Council Work Session at 6:00 p.m.
Present: Mayor David Grant; Councilmembers Brenda Holden, Dave McClung and
Steve Scott
Absent: Councilmember Fran Holmes (Excused)
Also present: City Administrator Dave Perrault; Public Works Director/City Engineer Sue
Polka; City Planner Matthew Bachler; and City Clerk Julie Hanson
1. AGENDA ITEMS
A. Civic Site Task Force
Mayor Grant provided background information regarding the 1.6 acre parcel in the Rice Creek
Commons/TCAAP redevelopment area that has been designated for"civic use". He indicated that
while the formation of a Civic Site Task Force was initially discussed approximately a year ago,
the City had been waiting for the project to move forward to a certain point before progressing
with the Civic Site Task Force.
Mayor Grant asked the Council to review the proposed Civic Site Task Force members for later
comment.
City Administrator Perrault indicated that current members of the City's commissions and
committees were invited to participate.
A discussion ensued and the Council was in agreement as to make up of the Civic Site Task Force.
It agreed that the Civic Site Task Force members visit other communities to gather information
regarding potential uses for the site.
Mayor Grant recommended Councilmembers Holden and Holmes be appointed as liaisons to
the Civic Site Task Force, with Councilmember Scott followed by Councilmember McClung or
Mayor Grant designated as alternate liaisons.

Councilmember Holden asked about parking options.
A discussion ensued regarding parking at the civic site.
City Administrator Perrault stated that City Attorney Jamnik suggested a formal vision
statement be provided to the Civic Site Task Force.
City Administrator Perrault suggested the following vision statement for the Civic Site Task
Force: To work with the City's consultant, the public, and the City Council and to conduct
research and propose potential options regarding the civic site property.
City Administrator Perrault stated the Civic Site Task Force's goal is not to make a
recommendation necessarily but rather to conduct research as to the different types of uses for the
site and in turn present their findings to the City Council.
Mayor Grant reminded the group that there is a two-year deadline.
A discussion ensued regarding the proposed civic site parcel as well as the parcel where the current
City Hall is located, which included parking, lot dimensions, setbacks, and building square
footage.
A discussion ensued regarding the space study and resale options of the current City Hall.
Rich Straumann, PTRC Chair, requested that he be appointed as an alternate PTRC member to
the Civic Site Task Force.
Mayor Grant stated this was fine but indicated that continuity was important.
The Council agreed to appoint City Administrator Dave Perrault or his designee as the staff
liaison.
A discussion ensued regarding when the first meeting should take place, the goal of the first
meeting, and the frequency of the meetings.
City Administrator Perrault stated that HGA will be available for three meetings with the Civic
Site Task Force, three meetings that will serve as open houses, and three meetings with the City
Council.
Mayor Grant suggested that the Civic Site Task Force not be overly concerned if a couple of the
members cannot attend a particular meeting. He stated that it is better to still meet as a group so
that this project can move forward and the deadline can be met.
A discussion ensued regarding selection of a Chair for the committee and what the first meeting
should entail.
The Council agreed that the first meeting should be for the Civic Site Task Force members in
order to familiarize themselves with the project and process, and the second meeting would
include HGA.

Councilmember Holden stated she would work with Councilmember Holmes to select a date for
the first meeting.
Councilmember McClung suggested setting a deadline for the Civic Site Task Force to report
back to the Council.
Mayor Grant suggested the Task Force report back to the Council at the end of July.
City Administrator Perrault asked who the City Council would like to receive future reports
from.
Mayor Grant stated that the updates should come from City staff or possibly the Civic Site Task
Force Chair.
The Council was in agreement with this suggestion.
