RESOLUTION NO. 2018-038
RESOLUTION ESTABLISHING AND APPOINTING MEMBERS
TO A CIVIC SPACE TASK FORCE FOR RICE CREEK COMMONS
WHEREAS, the City of Arden Hills ("City") and Ramsey County ("County") have
previously entered into a Joint Powers Agreement for the redevelopment of the Twin Cities Army
Ammunition Plant site; and
WHEREAS, the City and County are negotiating a Master Development Agreement for
the site with the selected Master Developer and its partners in the redevelopment project; and
WHEREAS, as part of the project, an area of the project has been identified for possible
conveyance to the City of Arden Hills for city and civic uses; and
WHEREAS, the City Council of Arden Hills wishes to have the potential conveyance and
use by the City of property within the redevelopment project studied and evaluated in more detail
and a recommended course of action provided to the City Council; and
that:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills
1. The following are hereby appointed by the City Council to serve as the Civic Space
Task Force (Advisory Committee):
John Van Valkenburg
Paul Beggin
Dan Erickson
Brendan O'Meara
Arlene Mitchell
David Radziej
Clayton Zimmerman
Miriam Ward
Craig Wilson
Alternate (for appointed PTRC
members only): Rich Straumann
2. Councilmembers Holmes and Holden are designated as Council liaisons and City
Administrator Dave Perrault (or his designee) as staff liaison.

3. The goal of the Civic Space Task Force is to work with the City's consultant,
residents of the City, and others to research and propose options and/or
recommendations to the City Council regarding the civic space property.
4. The Civic Space Task Force shall select a chair from among its members and adopt
such rules, meeting schedule and related matters as necessary to meet its goal within
a timeframe and in accordance with additional guidance or direction to be provided
by the City Council.
APPROVED AND ADOPTED this 29th day of May, 2018, by the City Council of the
City of Arden Hills, Minnesota.
