Page 1 of 1 AGENDA ITEM – 1A MEMORANDUM DATE: June 18, 2018 TO: Honorable Mayor and City Councilmembers Dave Perrault, City Administrator FROM: Sue Polka, Public Works Director/City Engineer SUBJECT: State Fair Parking Review Discussion At the direction of the City Administrator, Public Works staff posted the state fair parking restrictions in 2017 as shown on Attachment A. Several complaints were received due to signage spacing and placement. Staff met with Rich Clark and Mike Casey from the Ramsey County Sheriff’s Office to discuss possible solutions and revisions for 2018. At the October 16, 2017 Council work session, both Public Works staff and a representative from the Ramsey County Sheriff’s Office presented Council with the following recommendations: • Place more signs along the no parking areas. Shoreview uses cardboard signs on wooden stakes and places them approximately every 10-15 feet. By doing this, it assists the Sheriff’s office with defensible citations. • Add additional no parking signs along the west side of Pine Tree Drive just south of County Road E to keep the intersection clear. • Paint the curbs at all of the intersection radii yellow to prevent vehicles from parking too close to the intersections creating sight distance problems. • Public Works staff will meet with the Sheriff’s office in 2018 on-site to ensure proper sign placement. With the exception of painting the intersection radii curbs, Council directed staff to follow the recommendations in 2018. Attachments A. The Concept Plan Review process is an opportunity for the City Council to provide comments and questions regarding proposed developments. A concept review is considered advisory and is nonbinding to the City and applicant (Section 1320.14, Subd 4 of the Zoning Code). No formal action can be taken at a Work Session. A formal application will be subject to the full review process, including a public hearing with Planning Commission and City Council review. Discussion Existing Conditions Public Storage is considering a development site comprised of the properties at 1155 and 1143 Red Fox Road, which are both located in the B-3 – Service Business District. The property at 1155 Red Fox Road is a corner lot with frontage on Red Fox Road and Northwoods Drive. The property at 1143 Red Fox Road is a landlocked parcel that shares a common lot line of only approximately 25 feet at its southwest corner with 1155 Red Fox Road. There are two access easements on the property to the south (1125 Red Fox Road) that allow access to 1143 Red Fox City of Arden Hills City Council Work Session for June 18, 2018 P:\Planning\Planning Cases\2018\PC 18-015 - 1155 Red Fox Road - Public Storage - Concept Plan Review\Memos_Reports_18-015 Page 2 of 5 Road, but given the existing conditions the property has significant development constraints. Both properties are currently vacant and are owned by Roberts Management Group. The development site is situated between a primarily retail and commercial corridor along Lexington Avenue and light industrial and office uses further west on Red Fox Road, Northwoods Drive, and Dunlap Street. With the success of several new development projects on either side of Lexington Avenue in recent years, there has been an increased interest in redevelopment in the immediate area around the subject properties. Notable projects include the multi-phase Lexington Station project at Red Fox Road and Lexington Avenue, the new Marriott SpringHill Suites hotel at 3920 Northwoods Drive, the Red Fox Business Center at 1235 Red Fox Road, and the Health Partners clinic addition at 3930 Northwoods Drive. The land use category most similar to this use would be warehousing, which has the following definition in the Zoning Code: “the storage and distribution of materials and equipment within an enclosed building, but not including personal storage facility.” While the Zoning Code does not have a land use category for self-storage facilities, this use is specifically prohibited in certain districts. The special requirements for the B-2 District and Gateway Business District state that “mini storage facilities” are prohibited to locate within those districts. If the applicant were to move forward with the proposed development, an amendment to the Zoning Code would be required to create a new land use category for a self-storage facility. If the City Council was supportive of the request, staff would recommend that the use be treated as a conditional use and that site and building design standards be developed for this use that would be applicable to future self-storage facilities in the City. The City Council has broad discretion when considering making changes to the Zoning Code and there are not specific criteria for evaluating proposed amendments. However, the following questions should be considered when reviewing proposed Zoning Code amendments: 1. Would the proposed use be compatible with the other uses in the zoning district? 2. Would the proposed use be consistent with the purpose of the zoning district? The property at 1155 Red Fox Road is guided for Mixed Business, which is defined as: “areas designated for a variety of businesses, including commercial, certain light industrial uses, office, general business, and retail.” The property at 1143 Red Fox Road is guided for Commercial, which is defined as: “areas designated for a broad range of retail, shopping, and services to meet the needs of the community and region.” Concept Plan Proposal The property at 1155 Red Fox Road is 2.04 acres in size and 1143 Red Fox Road is 1.36 acres for an overall development area of 3.4 acres. The proposal would locate the self-storage facility, parking, and other site improvements on 1155 Red Fox Road. A bio-filtration basin for the development and perennial planting areas are proposed to be located on 1143 Red Fox Road. The self-storage facility would have a footprint of 38,755 square feet and would generally be situated in the center of the lot. The proposed building would be three stories in height for a gross floor area of 118,456 square feet. The gross floor area includes a 2,200 square foot loading lobby located on the eastern side of the building. The rental office for storage units would be located at the southeast corner of the building. The table below provides the performance standards for the B-3 District and the preliminary analysis for the proposed development. This analysis is based on the project being developed as a Planned Unit Development comprised of the two properties at 1155 and 1143 Red Fox Road. A drive lane would wrap around the east and north side of the building connecting the two driveways. A total of 22 parking stalls would be provided, including 6 stalls within the loading lobby. The City’s off-street parking requirements do not include a category for self-storage facilities, and the number of required parking stalls would be determined by the City Council after Planning Commission recommendation. The Design Standards in Section 1325.05 of the Zoning Code require a certain number of new tree plantings based on the size of the building. In this case, approximately 370 caliper inches of City of Arden Hills City Council Work Session for June 18, 2018 P:\Planning\Planning Cases\2018\PC 18-015 - 1155 Red Fox Road - Public Storage - Concept Plan Review\Memos_Reports_18-015 Page 4 of 5 tree plantings are required. There are an existing 50 caliper inches of trees on the property that can be counted towards the total amount required. The applicant is proposing 223.5 caliper inches of tree plantings, for a deficiency of 96.5 caliper inches. New trees would be located along the west and south side of the building, and in the southeast corner of 1143 Red Fox Road. Since the property is located in the B-3 District, the Additional Design Standards for the B-2 and B-3 District (Section 1325.05, Subd. 8) apply in this case. The following provides a summary of the design standards that can be evaluated at this time: • Architectural Style and Building Character The Design Standards prohibit monotonous design and direct the City to evaluate a project based on the quality of its design and on its relationship with its surroundings. The City Council should provide feedback on the design of the building and whether this provision is satisfied. • Building Materials A minimum of 75 percent of the exterior building materials are required to be brick masonry, stone, tile, decorative concrete plank, or glass. The proposed building elevations indicate approximately 80 percent of the exterior materials would be comprised of concrete masonry units, which is not included as an acceptable principal building material. The remainder of the building would be comprised of architectural metal paneling and glass. • Building Design A minimum of 50 percent of the building is required to be placed at the 50-foot front yard setback. This requirement is satisfied by the Concept Plan. Façade treatment is required to be carried to all four sides of the building and regular façade articulation is required. Based on the preliminary building elevations, it does not appear that sufficient façade treatment is provided on the west side of the building and additional façade articulation would be needed. • Façade Transparency A minimum of 50 percent of the first floor elevation fronting a public street is required to be comprised of transparent windows or doors. This requirement would apply to the south elevation (Red Fox Road) and the west elevation (Northwoods Drive). Currently, the south elevation would have 53 percent transparency and the west elevation would not include any transparent windows or doors. The first floor of the east elevation would be 14 percent transparent and the north elevation would be 13 percent transparent. • Building Color Bright colors may only be used for accenting and cannot occupy more than 5 percent of the total façade area. The building elevations include a brighter orange color associated with the Public Storage brand. The orange color comprises approximately 11 percent of the total façade area. The City Council should provide direction on whether a traffic study would be required in this case. • Pedestrian and Bicycle Circulation For new building construction, a minimum six-foot concrete sidewalk is required adjacent to or in all rights-of-way. The preliminary plans do not currently include a sidewalk on the west and south side of the property. The properties are located in Sign District 7 and the site would be permitted 45 square feet of wall signage and a freestanding sign up to 8 feet in height and 25 square feet in area. The preliminary plans include four wall signs on the building each with an area of 114 square feet. The overall amount of wall signage would be 456 square feet. A freestanding sign is not included in the Concept Plan. To summarize, staff believes the proposal would require the following land use requests: • Zoning Code Amendment to create a new land use category for Self-Storage Facility and to allow the use by Conditional Use Permit in the B-3 District • Conditional Use Permit for Self-Storage Facility • Master and Final Planned Unit Development Attachments A. Page 1 of 2 AGENDA ITEM – 1D MEMORANDUM DATE: June 18, 2018 TO: Honorable Mayor and City Councilmembers Dave Perrault, City Administrator FROM: Matthew Bachler, City Planner SUBJECT: B-2 District Setback Requirements Budgeted Amount: Actual Amount: Funding Source: N/A N/A N/A Background At the City Council meeting on April 23, 2018, the City Council requested that staff and the Council review the setback requirements for buildings and parking in the B-2 District. The purpose of this agenda item is to provide additional information the existing B-2 District setback requirements and to request additional direction from the City Council. The B-2 District is generally located along the County Road E corridor between Highway 51 and Lexington Avenue North. The district also includes most of the properties on either side of Pine Tree Drive. In October 2008, the City Council accepted the Guiding Plan for the B-2 District, which provided a framework for long-range public and private improvements in the B-2 District. In December 2008, the City adopted design guidelines for the B-2 District that codified many of the goals and principles included in the Guiding Plan. The City has evaluated several redevelopment projects in the B-2 District based on these new guidelines, including McDonald’s, Walgreens, E Street Flats, Tavern Grill, Goodwill, and Arden Square. In 2015, the City and Ramsey County completed public improvements to County Road E. These improvements included the reconstruction of medians, the completion of the sidewalk system, and the installation of pedestrian lighting and boulevard tree plantings. Discussion The Guiding Plan for the B-2 District includes the following guiding principle related to building and parking setbacks: Buildings should be located along County Road E with parking to the rear. Page 2 of 2 There should be no parking between future buildings and any public street. The City adopted development standards and design guidelines for the B-2 District based on this guiding principle. Building Setbacks Section 1320.06 of the Zoning Code establishes the minimum structure setback requirements for all zoning districts. In the B-2 District, the minimum front yard setback for principal buildings is 20 feet. This is less than the front yard setback requirement in other commercial districts, which is generally 50 feet. This provision allows for buildings to be situated closer to County Road E and other public streets in the district. In addition, the design standards for new development and redevelopment in the B-2 District (Section 1325.05, Subd. 8) require that at least 50 percent of the largest building on each site be constructed at the front setback line of 20 feet. This requirement can be seen in how the Walgreens, Tavern Grill, and Goodwill sites were redeveloped. Parking Setbacks Section 1325.06, Subd. 1 of the Zoning Code requires that off-street parking in all districts be located a minimum of 20 feet from the right-of-way line of any public street. The B-2 District design standards include the following two requirements on the location of parking: • Placing parking between the street right-of-way and a building shall be discouraged • No more than 50 percent of the parking on a site may be between buildings or in the side yards Next Steps Staff is requesting feedback from the City Council on the following questions: 1. Does the City Council want to consider changes to the building or parking setback requirements for properties in the B-2 District? 2. The standards established in this section are designed to encourage a high standard of development by providing assurances that neighboring land uses and neighboring properties will be compatible. The standards shall also apply to all future development and shall apply to existing development where so stated. Before any applications for development or construction under the City Code are approved, it shall be determined that the proposal will be in conformance with these standards unless a deviation has been granted. It shall be the responsibility of the applicant to demonstrate such conformance. (revised 4/28/08) Subd. 8 Additional Design Standards for New Development, Redevelopment, and Modifications to Existing Sites in the B2 and B3 Districts. (revised 12/17/08) Unless preempted by the standards in this section, all other zoning provisions shall apply: A. Purpose and Intent. The purpose of these additional design standards is to promote a high level of architectural, landscaping, and site design in the business districts of Arden Hills. The City seeks to create a unified, harmonious, and high-quality environment to foster a distinct, positive, and successful image for the City. The criteria by which new development, redevelopment, and site modifications in the Districts shall be judged are as follows: 1. Consistency with provisions of the comprehensive plan and other guiding plans as amended from time to time; provisions of the zoning ordinance and subdivision ordinance; and all other applicable regulations. 2. Use of appropriate materials, lighting, textures, colors, and architectural and landscape forms to create a unified, high-quality design concept for each site that is compatible with adjacent and neighboring structures and functions. 3. Creation of unified site designs, each with a sense of internal order, that provide desirable environments for site users and visitors and the community as a whole and that consider all site elements. 4. Provision of safe and adequate access from public streets to sites giving ample consideration to the location and number of access points, the safety and convenience of merging and turning movements, and traffic management and mitigation. 5. Provision of on-site vehicular, bicycling, and pedestrian circulation by way of interior drives, parking areas, pathways, and walkways adequate to handle anticipated needs and to safety buffer pedestrians and cyclists from motor vehicles. Ample consideration shall be given to the width of interior drives, internal traffic movement and flow, City of Arden Hills Chapter 13 Zoning Code Section 1325 – General Regulations Adopted: November 13, 2006 Page 2 of 9 separation of pedestrian, cycling, automobile; and delivery traffic, and the safe, convenient, and practical arrangement of parking spaces. B. Application. The standards in this Section should apply only to the building or site elements being developed or altered (i.e. a proposal for changes to a building would be required to meet only those standards that pertain to buildings while changes to a parking area would be required to meet the standards for parking areas but not for buildings). The design standards shall be applied proportionately to the degree of change proposed. Upon recommendation from the Planning Commission, the City Council may waive specific design standards based on the scale of the project. The City Council shall make the final determination on the compatibility and consistency with the design standards. C. Architectural Style and Building Character. Evaluation of a project shall be based on the quality of its design and on its relationship to its surroundings. Site characteristics to be evaluated for this purpose include, but are not limited to, building and landscaping materials, colors, textures, shapes, massing, building components, height, roof-line, and setback. Monotony of design, both within projects and between projects and its surrounding, is prohibited. Variation in detail, form, and arrangement shall provide visual interest. (revised 11/25/13) D. Building Materials. Buildings shall be constructed of materials that are enduring, timeless, and well-detailed. Other new materials of equal or better quality to those listed may be approved by the Community Development Department. (revised 11/25/13) 1. At least seventy-five percent (75%) of the exterior building materials shall be of brick masonry, tile masonry, natural stone (or synthetic equivalent), decorative concrete plank, transparent glass or any combination thereof. Plain flat walls shall not be permitted when viewable from the public right-of-way or public areas. 3. To avoid long unbroken expanses and to increase visual interest from the street, buildings of more than 40 feet in width shall be divided into smaller increments (between 20 and 40 feet) through articulation of the facades to convey the impression of individually-constructed small storefronts or, in the case of housing, housing units. This can be achieved through the combination of the following techniques: a) The use of windows and doors; b) Façade modulation—stepping backward or forward or extending a portion of the façade; c) Vertical divisions into storefronts with separate display windows and entrances; d) Recesses and projections such as porches, dormers and bays that create shadows and add visual interest; e) Variation in the rooflines by using multiple roof and ridge lines perpendicular to one another, offsetting single roof lines, stepped roofs; f) Providing a lighting fixture, trellis, tree, or other landscape feature with each interval. 4. Awnings or overhangs shall be provided at the primary entryway and at all entrances fronting a public street to provide protection for pedestrians. Awnings shall be opaque so as not to create a glowing effect with lights under the awnings. Awnings shall be constructed of durable and protective material, and shall be properly maintained. Plastic or fiberglass awnings shall not be permitted. (revised 11/25/13) 5. Any multi-level building shall distinguish the ground floor level from the upper floors by use of any or a combination of these techniques: an intermediate cornice line, difference in building City of Arden Hills Chapter 13 Zoning Code Section 1325 – General Regulations Adopted: November 13, 2006 Page 4 of 9 materials or details, awnings trellis or arcade, special window details, or brick corbels or quoins. A strong base and top for multi-story buildings shall be established; middle layers shall be simpler. Detail shall be an integral part of the architecture rather than a series of applied elements. 6. Standardized corporate or franchise architecture identified with a particular chain shall be discouraged unless it is compatible with surrounding architecture and conforms to these design standards. (revised 11/25/13) 7. Entrances shall have convenient access to the street frontage and to parking serving the use. For those properties along County Road E, access to the street frontage shall be given priority where feasible. F. Window and Door Openings. (revised 11/25/13) 1. Commercial Façade Transparency. a) Fifty percent (50%) of all first level building façades that front a public street shall be comprised of transparent windows or doors in order to allow views of interior uses and activities. Transparency requirement may be waived by the City where privacy concerns warrant. (revised 11/30/15) b) Twenty percent (20%) of all other first level building facades that are reasonably visible from the public right of way shall be comprised of window or door openings. Simulated or opaque windows may be used on service areas. (revised 11/25/13) c) If the building is a one story design and the first floor elevation exceeds twelve (12) feet, then only the first twelve (12) feet shall be included in calculating the façade area. (revised 11/25/13) d) The City may consider a proportional reduction in the transparent window and door requirement on the public street façade if additional transparent glass is used on the remaining sides. (revised 11/25/13) 2. Residential Façade Transparency. Twenty percent (20%) of all residential building façades that front a public street shall be comprised of transparent windows or doors in order to allow views of interior uses and activities. Transparency requirement may be waived by the City where privacy concerns warrant. (revised 11/30/15) 3. Configurations. The shape, size, and placement of windows and doors shall emphasize the intended organization and articulation of the façade. Windows and doors shall be recessed at least one City of Arden Hills Chapter 13 Zoning Code Section 1325 – General Regulations Adopted: November 13, 2006 Page 5 of 9 inch rather than being flush with the building façade. (revised 11/25/13) 4. Materials. Acceptable materials for window trim include anodized aluminum, steel, wood, and clad wood. Door trim shall be made of steel, wood, or clad wood. (revised 11/25/13) 5. For buildings with a use or function that does not readily allow windows (e.g. cooler or freezer areas, mechanical rooms, security areas, storage areas) the transparent window standards may be reduced at the discretion of the City Council. However, aesthetic interest must be provided by the use of upper level windows or architectural detailing that provides arches, patterning, recesses, and shadowing. Architectural detailing may include such things as change in materials, change in color and other significant visual relief provided in a manner or at intervals in keeping with the size, mass, and scale of the wall. (revised 11/25/13) G. Building Color. Building colors shall be muted. Recommended colors include browns, grays, tans, beiges, and dark or muted green, blues, and reds. Bright or brilliant colors and sharply contrasting colors may be used for only accent purposes occupying a maximum of five percent (5%) of building façades. (revised 11/25/13) H. Fences. Fences shall blend into the landscape, be compatible with other materials used on site, and be made of a material that minimizes corrosion. Finished and treated wood, brick, stone or wrought iron is encouraged. I. Signs. 1. Business signs shall be architecturally compatible with the style, materials, colors and details of the building. Signs shall be incorporated into the façades of the buildings rather than extending past the roof line and should not project more than twelve (12) inches beyond the plane of the façades. Retail business wall signs shall be located in a position above the front window that is located consistently among stores. (revised 11/25/13) 2. All other provisions in Chapter 12, Sign Code, shall apply. J. Site Furnishings and Seating Areas. 1. Site furnishings shall be provided based on the scale of the project. The site furnishings may be spread out on the site or clustered to provide a more formal area. Placing site furnishings near landscaped areas is encouraged. These areas may be shared by multiple tenants on a property or adjacent properties and may include tables, chairs, benches, plantings, and other outdoor amenities such City of Arden Hills Chapter 13 Zoning Code Section 1325 – General Regulations Adopted: November 13, 2006 Page 6 of 9 as a plaza. These areas shall be maintained for year round use. Creativity is highly encouraged. These spaces shall be connected to the sidewalk system. 2. Benches and decorative plantings shall be provided near the primary entrance of all buildings on a site. 3. Restaurants shall include a functional outdoor seating area with tables, chairs, plantings, and access to the restaurant. a) No outdoor seating shall be permitted in any portion of the public sidewalks where normal pedestrian traffic flow is obstructed. b) The outdoor seating area shall not be used for exterior storage when the area is not in use. (revised 11/25/13) c) These areas shall be distinguished with decorative fencing and/or plantings. K. Screening. 1. Trash and recycling equipment, materials, and containers shall be fully enclosed and integrated into the architecture of the buildings. 2. All mechanical equipment, whether roof-mounted or ground- mounted should be integrated into the architecture of the building. It shall be completely screened from the ground-level view of adjacent properties and public streets. Wood screening shall not be permitted. 3. Truck docks and delivery areas shall face away from the public street and shall be integrated into the architecture of the building. L. Landscaping. A minimum of one tree shall be placed along the right- of-way every forty (40) feet. The tree shall not interfere with the roadway and shall be on private property. (revised 11/25/13) M. Parking. 1. Placing parking between the street right-of-way and a building shall be discouraged. 2. No more than fifty percent (50%) of the parking on a site may be between buildings or in the side yards. 3. Sufficient parking shall be provided to accommodate the reasonable hourly peak on a given site. Shared parking is encouraged to reduce land devoted to parking. Plantings shall be used to soften and shade parking lots and parking structures. Parking adjacent to streets should be screened from view with landscaping, including but not limited to trees, hedges, flowers and other bushes and/or decorative masonry walls. Berms shall be discouraged. (revised 11/25/13) 5. Parking lot islands shall be used to distribute large parking lots into separate areas. Parking lot islands shall be planted with trees or include infiltration basins and plantings. Entry drives shall be defined by trees and shrubs. (revised 11/25/13) 6. A concrete curb shall be provided around the periphery of all parking lots and access roads, except where the City Engineer determines that a curb would impede drainage. 7. Parking structures that are visible from off the site shall display an integration of building materials, form, and colors with the principal building. No signs other than directional signs shall be permitted on parking ramp facades. (revised 11/25/13) N. Traffic Study. A traffic study shall be required for all new developments, redevelopments, and significant modifications to existing sites unless waived by the City Council. O. Lighting. Exterior lighting shall be provided for the safety and convenience of occupants and visitors. 1. A lighting plan shall be submitted that shows location, type of illumination and design. A photometric analysis of site and building shall be submitted for City approval with all new construction or redevelopment projects. 2. Exterior lighting shall be consistent in type, design, scale, and color to create unity in the Districts. High-pressure sodium lighting and other similar types of lighting color may be required by the City to promote a unified lighting color throughout the Districts. Other lighting colors may be considered during the City review process. 3. Exterior lighting for parking lots and buildings shall not be excessive and shall be directed at their intended purposes. 4. Lighting under a gasoline station canopy shall not be directly visible from the street but shall be recessed into the canopy or otherwise shielded. Light washing of buildings and accent lighting may be permitted through the City review process provided that it does not negatively impact residential areas or traffic safety and is complementary to the district as a whole. P. Pedestrian and Bicycle Circulation. Pedestrian and bicycle improvements shall be installed in accordance with the City of Arden Hills Comprehensive Plan and the local guiding plan and shall be in conformance with the following: 1. Site design shall facilitate pedestrian connections and mobility within and between buildings, sites, and uses by providing clear visual indicators through door placement, signage, striping, raised pathways, and integrating landscaping components. (revised 11/25/13) 2. An internal sidewalk system shall link the primary entrance of each building on site with the public sidewalk or trail network. In the event a building is subdivided into multiple separated tenant spaces, a sidewalk must link the primary entrance of each separated tenant space with the public sidewalk network. (revised 11/25/13) 3. Where there is new building construction or renovation where the renovation value is thirty percent (30%) or more of the pre-renovation value of the structure, a minimum six foot concrete sidewalk adjacent to or in all rights-of-way shall be provided. The location of the sidewalk shall be prescribed by the Public Works Director. The new sidewalks shall connect to sidewalks on adjacent properties if they exist. At the discretion of the City Council, the property owner may, in lieu of constructing the sidewalk, pay the City an amount equal to the cost of constructing the sidewalk to satisfy the obligations of this section. Said payment shall be used by the City to further maintain and construct the pathway system within the City. (revised 11/25/13) Q. Bicycle Parking. (adopted 11/25/13) 1. General Requirements. a) Bicycle parking may be provided using the following approaches: bicycle racks, bicycle lockers, or bicycle parking stations. b) Bicycle racks must support a bicycle frame at two locations and enable the frame and one or both wheels to be secured. The City requires that bicycle racks meet inverted “U”, ring-and-post, or comparable design standards. c) Bicycle racks or lockers must be securely anchored to a level, concrete or pavement surface. Bicycle parking shall be located in a safe, designated area and should be within fifty (50) feet of the primary building entrance. Bicycle racks shall be visible either from within the building or the public right-of-way. 3. Dimension Criteria. a) At least two (2) feet of clearance shall be provided from the centerline of each adjacent bicycle rack. b) An access aisle of at least five (5) feet shall be provided in each bicycle parking facility. c) Bicycle racks shall be at least twenty-four (24) inches from a wall to which they are parallel and thirty (30) inches from a wall which they are perpendicular. 2. Number of Required Bicycle Parking Spaces. For commercial uses, one bicycle parking space shall be provided for every twenty (20) automobile parking spaces. A minimum of two (2) parking spaces is required. R. Drainage/Water Management Plan: Stormwater management plans shall comply with Rule C: Stormwater Management Plans of the Rice Creek Watershed District Rules. (amended 04/27/15) S. Environmental Conservation and Sustainability. The City encourages the use of green materials and environmentally friendly construction and site design such as the use of pervious surfaces, green rooftops, energy efficient materials, LEED standards, and other green building techniques. The purpose of the event is to provide local businesses and residents with information about City projects and goals, and to build relationships with the business community. In 2014, 2015, and 2017, the City held two events: one on a weekday morning to be more convenient for local businesses, and the other on a weekday evening targeted at residents. In 2017, the morning event was held at the Tavern Grill restaurant and the evening event was held at City Hall. Recently the Minnesota Local Road Research Board (LRRB) completed research resulting in a guidebook called “Addressing Citizen Requests for Traffic Safety Concerns”. A chapter of the guidebook addresses signage requests and within that chapter warning signs such as playground, children at play, etc. signs are addressed. Currently the Minnesota Manual of Uniform Traffic Control (MMUTCD) does not recognize “Children at Play” signs as these signs may provide the wrong message that playing in the street is safe. Attached is an excerpt from the guidebook regarding the effectiveness of warning signs. In summary, signs that don’t give a warning of continued, unexpected occurrences are not encouraged as if they do not represent a warning issue that drivers will always see, it leads drivers to ignore the signs. The MMUTCD allows “Playground” signs to be used to give advance warning of a designated children’s playground that is located adjacent to the road. This type of sign is most frequently used when the playground is adjacent to and visible from the roadway. In the case of Perry Park, the playground is not located adjacent to the roadway. Since New Brighton Road is a Ramsey County roadway, a sign installation would require a County permit. In conversation with County staff, it appears that they infrequently allow warning signs in their right of way and aren’t in support of a “Playground” sign at this location. Attachments A. APPROVAL OF AGENDA – MAY 9, 2018 Councilmember Scott discussed a recent decision made by the City Council noting staff would no longer be making a recommendation to the Planning Commission for their planning cases. Rather staff would be noting the options available to the Planning Commission. The agenda was approved as presented. APPROVAL OF MINUTES April 4, 2018 – Planning Commission Regular Meeting Councilmember Scott noted a change to the minutes on Page 10 stating for Planning Case 17- 029, it should be noted the Council moved to approve this item, but the amendment failed on a 2- 3 vote. Commissioner Jones moved, seconded by Commissioner Zimmerman, to approve the April 4, 2018, Planning Commission Regular Meeting as amended. The motion carried unanimously (4-0). ARDEN HILLS PLANNING COMMISSION – May 9, 2018 2 PLANNING CASES A. Planning Case 18-007; 4535 Lakeshore Place – Variance City Planner Bachler stated the applicants are the owners of the property at 4535 Lakeshore Place, which is located in the R-1 District on the northeast side of Round Lake. The property owners are proposing to tear down the existing dwelling and reconstruct a new dwelling within approximately the same footprint. The existing single-family residential dwelling is a nonconforming structure because of an encroachment of 6 feet – 2 inches into the required 40- foot front yard setback from Lakeshore Place. Since the nonconforming structure is being completely removed and not being replaced within the exact same footprint and with the same dimensions, the property owners are required to reconstruct the new dwelling to meet the 40-foot front yard setback. City Planner Bachler explained the applicants have requested a variance to allow them to reconstruct the new dwelling generally within the same footprint of the existing structure with a proposed encroachment of 5 feet – 4 inches and a setback of 34 feet – 8 inches. The new dwelling would include a two-car attached garage and a walk out basement facing Round Lake. The proposed dwelling would meet all other setback and lot coverage requirements. Site Data Land Use Plan: Low Density Residential Existing Land Use: Single Family Detached Residential Zoning: R-1: Single Family Residential Current Lot Sizes: 0.45 Acres (19,853 square feet) Topography: Slopes down approximately 22 feet from Lakeshore Place to Round Lake City Planner Bachler reviewed the surrounding area, the Plan Evaluation and the Variance Evaluation Criteria. City Planner Bachler provided the Findings of Fact for review: General Findings: 1. The property at 4535 Lakeshore Place is located in the R-1 Single Family Residential Zoning District. 2. The proposed single-family residential dwelling would meet the minimum lot coverage requirements for the R-1 District. 8. The proposed development would not encroach on any flood plains, wetlands, or easements. 9. The proposed development is not expected to impact any significant trees on the property. Variance Findings: 10. The variance request would comply with the purpose and intent of the R-1 Zoning District and with the policies within the City’s Comprehensive Plan. 11. A single-family detached dwelling is a permitted use in the R-1 District and is a reasonable use of the subject property. 12. The existing topography of the lot could be considered a unique circumstance that justifies the proposed location of the dwelling. 13. The proposed front yard setback appears to be consistent with the prevailing setbacks for the three dwellings located west of the subject property. 14. The proposed variance does not appear to be based on economic consideration alone. City Planner Bachler reviewed the options available to the Planning Commission on this matter: 1. Recommend Approval with Conditions 2. Recommend Approval as Submitted. 3. Recommend Denial 4. Table Chair Thompson opened the floor to Commissioner comments. Commissioner Lambeth asked if proposed encroachment was measured from the front wall of the structure or the front porch. City Planner Bachler noted the encroachment was measured from the front wall of the structure and not the front porch. He explained front porches are allowed to encroach within the front yard setback if the City’s design standards for front porches are met. Commissioner Lambeth indicated the pitch of the roof on the porch was the same as the house. He questioned if staff had the dimensions for the front porch. City Planner Bachler indicated staff did not have the final dimensions for the front porch. He noted the final design of the porch would be verified with the Building Permit application. Further discussion ensued regarding the setbacks for the adjacent properties. Commissioner Jones asked if the owner had expressed a hardship as to why the house cannot be setback 40 feet. ARDEN HILLS PLANNING COMMISSION – May 9, 2018 4 City Planner Bachler stated the owner would be reusing the existing foundation. He explained shifting the house back would require a great deal of fill and noted a significant maple tree would be lost. Commissioner Lambeth inquired if what the existing encroachment was. City Planner Bachler reported the existing encroachment was six feet – two inches. He stated this measurement was taken from the property line to the northwest corner of the home. It was noted the brick enclosure encroaches further into the front yard. Mike Loosbrock, 4535 Lakeshore Place, explained he was requesting to maintain the same building envelop as was in place today. He estimated the front porch would be about six feet deep. He stated he valued the quality of the backyard space and large maple tree. He commented it was his hope to keep the home on the same building pad with no grade changes. He requested he be allowed to encroach six feet into the front yard setback. Commissioner Zimmerman asked why the applicant was requesting to demolish and rebuild his home versus renovating the existing house. Mr. Loosbrock explained the existing house was in rough shape and noted substantial rehabilitation would be needed. For this reason, he was proposing to demolish and rebuild as he did not want to raise the roof on the existing home. Commissioner Zimmerman questioned when the original home was built. Mr. Loosbrock indicated he believed the home was built in the 1950s. Commissioner Jones moved and Commissioner Lambeth seconded a motion to recommend approval of Planning Case 18-007 for a Variance at 4535 Lakeshore Place based on the findings of fact and the submitted plans, as amended by the five (5) conditions in the May 9, 2018, report to the Planning Commission. Chair Thompson stated she supported the rear yard not being impacted as this could disturb the adjacent lake. The motion carried unanimously (4-0). B. Planning Case 18-008; 1275 Nursery Hill Court – Variance City Planner Bachler stated the applicants are the owners of the property at 1275 Nursery Hill Court, which is located in the R-1 District. The property owners are proposing an addition to their existing home that would include a third stall on the garage and a bedroom above the garage addition. The applicants have requested a variance to allow the first-floor garage addition to encroach 3 feet – 1 inch into the 40-foot front yard setback. The existing garage is setback 39 feet – 5 inches from the front lot line and the addition would extend the structure an additional 2 feet – 6 inches towards Nursery Hill Court. The proposed second floor bedroom addition would not encroach within any required setbacks. The proposed addition would meet all other setback and lot coverage requirements. ARDEN HILLS PLANNING COMMISSION – May 9, 2018 5 Site Data Land Use Plan: Low Density Residential Existing Land Use: Single Family Detached Residential Zoning: R-1: Single Family Residential Current Lot Sizes: 0.51 Acres (22,225 square feet) Topography: Relatively flat. Slopes down to north and west. City Planner Bachler reviewed the surrounding area, the Plan Evaluation and the Variance Evaluation Criteria. City Planner Bachler provided the Findings of Fact for review: General Findings: 1. The property at 1275 Nursery Hill Court is located in the R-1 Single Family Residential Zoning District. 2. The existing single-family residential dwelling on the property is a nonconforming structure because of an encroachment of 7 inches into the required 40-foot front yard setback from Nursery Hill Court. 3. The property owners have requested a variance in order to construct a third stall garage addition that would encroach 3 feet – 1 inch into the required 40-foot front yard setback and result in a setback of 36 feet – 11 inches. 4. The proposed addition would meet all other minimum setback requirements for the R-1 District. 5. The proposed addition would be required to meet the minimum lot coverage requirements, maximum building height requirement, and floor area ratio requirement for the R-1 District. 6. The proposed development would not encroach on any flood plains, wetlands, or easements. 7. The proposed development is not expected to impact any significant trees on the property. Variance Findings: 8. The variance request would comply with the purpose and intent of the R-1 Zoning District and with the policies within the City’s Comprehensive Plan. 9. The proposed addition for a third garage stall and additional living space above is a reasonable use of the property. 10. The presence of the large drainage and utility easement area on the west and north side of the property along with the location of the existing dwelling at the far eastern side of the property could be considered unique circumstances. 11. A third garage stall would not be inconsistent with the other dwellings on Nursery Hill Court. 12. The proposed variance does not appear to be based on economic consideration alone. Commissioner Lambeth asked if the garage would have an upstairs addition. City Planner Bachler reported this was shown in the drawings. Commissioner Lambeth questioned what would be stored in the new one-car garage given the fact it was only 18 feet deep. City Planner Bachler explained the home already had an attached two-car garage. He anticipated the third stall could house a small vehicle, yard equipment, toys and bikes. He reported the plans would be inspected by staff to ensure they comply with all fire code requirements. Ross Johnson, 1275 Nursery Hill Court, introduced himself to the Commission and stated the proposed single car garage expansion would allow him to store bikes and yard equipment. Commissioner Lambeth asked if the new garage would require the property to be regraded. Mr. Johnson stated he did not anticipate this would have to occur. Chair Thompson asked if staff had reviewed the drainage plans for this request. City Planner Bachler reported the Public Works Director/City Engineer had reviewed the preliminary plans and had no comments or concerns. Commissioner Zimmerman stated he was pleased to see Arden Hills’ residents were willing to invest in their homes instead of moving out of the community. He indicated this assists in improving the City’s housing stock. Commissioner Jones commented this was an odd shaped lot. He questioned if Mr. Johnson had taken the time to speak with the property owner at 1259 Nursery Hill Court. Mr. Johnson reported he had not yet spoken to this neighbor. He explained that all of his other neighbors have been supportive of his request. Commissioner Zimmerman moved and Commissioner Lambeth seconded a motion to recommend approval of Planning Case 18-008 for a Variance at 1275 Nursery Hill Court based on the findings of fact and the submitted plans, as amended by the three (3) conditions in the May 9, 2018, report to the Planning Commission. The motion carried unanimously (4-0). C. Planning Case 18-009; 1290 County Road F – Site Plan Review ARDEN HILLS PLANNING COMMISSION – May 9, 2018 7 City Planner Bachler stated the property at 1290 County Road F West is owned by Arden Village, LLC and is occupied by a four story, 60-unit apartment building. The property is zoned R-4 – Multiple Dwelling District and is located south of County Road F, east of Hamline Avenue, north of Interstate 694, and west of Lexington Avenue. Arden Village, LLC has expressed concerns about its ability to lease units in the building during the reconstruction of County Road F in 2018 due to decreased traffic. City Planner Bachler reported the applicant has requested a Sign Standard Adjustment through the Site Plan Review process to permit additional temporary wall signage for the building to increase its visibility during the construction period. One wall sign would be installed on the south elevation facing Interstate 694 and would measure 6 feet by 40 feet for an area of 240 square feet. The second sign is proposed to be located on the north elevation facing County Road F and would measure 6 feet by 33 feet for an area of 198 square feet. The combined area of the two signs would be 438 square feet. City Planner Bachler commented Section 1250.02 of the Sign Code regulates the use of temporary signs. The property is located in Sign District 3 and is permitted to have no more than one temporary wall sign not to exceed 10 square feet in size. Since the building currently has units for lease, the property is allowed one additional temporary sign not to exceed 25 square feet in size. City Planner Bachler explained the applicant has indicated they would like to display the temporary signs from when a sign permit is issued until November 1, 2018. The Sign Code allows a property to display a temporary sign for no more than 30 days per calendar year. A sign advertising available space for lease in a building can be displayed until seven days after the building is leased. The City approved a similar application from Arden Village, LLC in 2014 for the same two temporary wall signs after the building first opened (Planning Case 13-023). The temporary signs were displayed for approximately seven months at that time. The applicant has provided a letter with their request for additional signage and elevations of the building depicting the proposed signage. Site Data Land Use Plan: High Density Residential Existing Land Use: Multiple Family Zoning: R-4: Multiple Dwelling District Current Lot Sizes: 2.26 Acres Topography: Fairly Flat City Planner Bachler reviewed the surrounding area, the Plan Evaluation and offered the following Findings of Fact for review: 1. The property at 1290 County Road F West is located in the R-4 – Multiple Dwelling District and in Sign District 3. 2. Section 1250.02 of the Sign Code allows the property to display one temporary wall sign with a maximum area of 10 square feet for a maximum duration of 30 days per calendar year. ARDEN HILLS PLANNING COMMISSION – May 9, 2018 8 3. Section 1250.02 of the Sign Code allows buildings or parcels with space for lease to have one temporary wall sign up to 25 square feet in size to be displayed until seven days after a building or parcel is fully leased. 4. The applicant has proposed installing one temporary wall sign measuring 240 square feet in area on the south building elevation facing Interstate 694 and one temporary wall sign measuring 198 square feet in area on the north building elevation facing County Road F West. 5. The applicant has proposed displaying the two temporary wall signs from the date a Sign Permit is issued until November 1, 2018. 6. Section 1260 of the Sign Code permits deviation from the Sign Code through the Site Plan Review process. 7. The permitted size of temporary wall signs may limit the owner’s ability to effectively advertise the availability of apartment units for rent given the size of the building and the distance the building is setback from Interstate 694 and County Road F West. 8. The applicant has requested to extend the duration of time that the temporary wall signs can be displayed due to the expected decrease in traffic as a result of the County Road F West reconstruction project. 9. The proposed signs would not be in direct view from residential properties. 10. The sign standard adjustment is not expected to result in signs that are inconsistent with the purpose of the R-4 – Multiple Dwelling District. 11. The proposed signs are not expected to have a negative impact on adjacent properties or the City as a whole. City Planner Bachler reviewed the options available to the Planning Commission on this matter: 1. Recommend Approval with Conditions 2. Recommend Approval as Submitted. 3. Recommend Denial 4. Table Chair Thompson opened the floor to Commissioner comments. Commissioner Lambeth asked when the utility and construction work would be complete. City Planner Bachler explained the majority of the work along County Road F would be completed by this fall. Commissioner Jones questioned what sign standards were followed previously for this property. City Planner Bachler stated in 2014 the City approved a similar application for two signs that were the same size and in the same locations. He indicated these signs were displayed for approximately seven months. Commissioner Zimmerman inquired what percentage of the apartment building was currently vacant. ARDEN HILLS PLANNING COMMISSION – May 9, 2018 9 Megan Carr, Sand Companies, reported she currently only had seven or eight vacant units or 10% of the building. She provided further comment on the proposed location for the requested signs and how these signs would assist with marketing this building. Commissioner Zimmerman requested the signs be removed when the building no longer had any availability. Commissioner Lambeth stated he valued building signage and the messages businesses were trying to display. He questioned if the sign on the south elevation would be visible from the freeway once the trees were fully green. Ms. Carr commented the signs and online targeting would be used to assist with filling the vacant units. She explained the sign on the south elevation would be changed to a web address to assist people in remembering the site. Commissioner Jones asked if the sign size would remain the same or decrease in order to not cover the windows. City Planner Bachler indicated if the sign size were to decrease, this could be approved administratively, but noted the sign size could not increase. Commissioner Jones moved and Commissioner Lambeth seconded a motion to recommend approval of Planning Case 18-009 for a Site Plan Review for a Sign Standard Adjustment at 1290 County Road F West based on the findings of fact and the submitted plans, as amended by the six (6) conditions in the May 9, 2018, report to the Planning Commission. The motion carried unanimously (4-0). Commissioner Jones stated he supported this applicant being able to receive an administrative sign standard adjustment approval if the applicant were to request the same signs in the future. D. Planning Case 18-010; 4061 Lexington Avenue North – Site Plan Review City Planner Bachler stated Primrose Schools is a national system of accredited private preschools that provide child care and early education. There are currently over 300 centers nationally, including 17 locations in the Minneapolis-St. Paul metro area. Primrose is considering purchasing the property located at 4061 Lexington Avenue North for a new daycare center and has requested a Site Plan Review in order to complete site modifications. The subject property is currently owned by Bremer Bank and includes an approximately 18,000 gross square foot, two- story bank and office building. The site also has a teller drive-up lane on the south side of the building and a drive-up ATM located on the north side of the parking lot. City Planner Bachler reported Primrose would complete extensive renovations to the interior of the building for the daycare center. This would include constructing seven rooms for young infants, toddlers, and early preschool on the first floor and five rooms for preschool, pre- kindergarten, and explorers (school-aged children) on the second. The basement floor would be utilized for food preparation, staff space, a conference room, and storage. The design capacity would be for up to 176 children. No additions to the existing structure are proposed at this time ARDEN HILLS PLANNING COMMISSION – May 9, 2018 10 and Primrose would only be completing minor modifications to the building’s exterior, such as installing new doors. City Planner Bachler commented in terms of the exterior of the site, the most significant change would be the replacement of the parking stalls and drive lanes on the west and south side of the building with an approximately 13,500 square foot playground area. The proposed playground would include a variety of different types of equipment for different age groups, including play structures, swing sets, and a basketball hoop. City Planner Bachler stated the parking area on the north side of the building would be modified to include two one-way drive lanes with diagonal parking stalls. Two new parking lot islands would also be added to help better define the central row of parking. Six new parking stalls would be constructed on the eastern side of the site directly south of the Lexington Avenue driveway. City Planner Bachler explained the site currently has access driveways on County Road F and Lexington Avenue and no modifications are proposed to these driveways at this time. The County Road F driveway has full access and the entrance on Lexington Avenue only allows right turns in and out of the site. Both roadways are owned and managed by Ramsey County. Ramsey County has recommended that the Lexington Avenue driveway be removed due to proximity to the County Road F intersection. City Planner Bachler indicated an expanded sidewalk is proposed to provide safe pedestrian access to the center from the parking lot. Additionally, a new sidewalk would be constructed to connect the site to the existing sidewalk along Lexington Avenue. Other site modifications would include the replacement of the existing nonconforming pole sign at the corner of Lexington Avenue and County Road F with a new monument sign in the same general location. A new trash enclosure with brick veneer and a metal gate is also proposed adjacent to the existing building within the northern parking area. City Planner Bachler stated new tree plantings would be added within the parking area on the north side of the building and along Lexington Avenue. A portion of the parking area on the south side of the building would also be converted to turf grass and include tree plantings. Outside of the existing developed area, the majority of the property is forested with extensive tree coverage. The proposal would not impact this area except for the removal of five trees at the southeast corner of the development area. Site Data Land Use Plan: Light Industrial and Office Existing Land Use: Retail and Other Commercial Zoning: I-1 Limited Industrial District Current Lot Sizes: 4.86 Acres Topography: The developed portion of the site contains the current bank building and parking lot. The three undeveloped acres are forested and partially covered by wetlands. City Planner Bachler reviewed the surrounding area, the Plan Evaluation and offered the followings the Findings of Fact for review: ARDEN HILLS PLANNING COMMISSION – May 9, 2018 11 1. The property located at 4061 Lexington Avenue North is located in the I-1 – Limited Industrial Zoning District and within Sign District 6. 2. The applicant has submitted a Site Plan Review application for modifications to the site for a new daycare facility serving more than 10 individuals with care. 3. The proposed daycare facility is a permitted use in the I-1 District. 4. The proposal does not include any additions or modifications to the footprint of the existing principal structure on the property. 5. The proposed exterior playground equipment is in conformance with the I-1 District Requirements for accessory structures. 6. The proposed site plan would be in conformance with the lot coverage requirements for the I-1 District. 7. The proposal is generally in conformance with the design standard requirements included in Section 1325.05 of the Zoning Code. 8. The existing parking lot does not include planting islands and the proposed site plan would increase the area of the parking lot occupied by planting islands to approximately 4.6 percent. The Zoning Code requires that 10 percent of the parking area be occupied by parking islands. 9. The proposed site plan meets the minimum requirements for parking, loading, and circulation in Section 1325.06 of the Zoning Code. 10. The proposed freestanding sign is in conformance with Chapter 12 of the City Code. 11. The proposal is not expected to adversely affect the surrounding area of the community as a whole. Table Chair Thompson opened the floor to Commissioner comments. Commissioner Lambeth asked what the surface material would be for the playground area. City Planner Bachler stated he believed the playground would have a synthetic or real turf surface material. Commissioner Lambeth questioned if the fencing would be six feet in height. John Finnemore, Primrose Schools representative, reported the playground surface would be a synthetic turf. He reported the fencing would be powder coated tubular metal and would not be wrought iron. He explained the fence posts would be 3½ inches apart for safety purposes. Commissioner Jones asked if Primrose Schools had purchased the entire lot. ARDEN HILLS PLANNING COMMISSION – May 9, 2018 12 Mr. Finnemore reported this would be his intent. Further discussion ensued regarding the traffic flow in and out of this property. Commissioner Jones questioned if Primrose Schools had plans for the remainder of the land for the future. Mr. Finnemore commented there were no plans in place at this time. He explained that a portion of the land was not developable because of the wetlands. He asked if the franchisee would be able to utilize and recondition the existing sign on the property. He stated a lower sign would be less visible. Chair Thompson indicated she had concerns about the design of the existing sign. City Planner Bachler reported the current sign was non-conforming due to its size and height. He stated this sign could continue and be replaced for current users but could not be expanded in any way or relocated. He explained the Planning Commission could look at modifying Conditions 5 and 6. Chair Thompson commented the new conditions would state the property owner will work with the City to utilize the existing sign while continuing to meet City sign requirements. She stated her goal would be to make the sign more attractive. City Planner Bachler indicated staff’s preference would be to have a monument sign installed versus reconditioning the existing sign. He suggested the condition state the applicant will work with staff on any plans to modify the existing pole sign so that all plans are in conformance with the sign code. He noted a sign permit application would have to be submitted to City staff. Chair Thompson recommended Condition 5 remain be amended to remove the words free- standing monument sign that Condition 6 also be amended per staff direction. City Planner Bachler supported this recommendation and suggested Condition 6 read: A sign permit shall be required for renovation of the existing free-standing sign and for any wall signage. The existing pylon sign will remain in place so long as any modifications are in conformance with the City’s sign code requirements. Chair Thompson commented a sign permit would still be required for all other signage on the property. Commissioner Lambeth stated he would like the Commission to consider minimizing the requirements and conditions for this request. He noted the existing sign was already in place, it was too high and was non-conforming. He encouraged the Commission to restrain piling on additional conditions that were not necessary for this case. Chair Thompson recommended the applicant have sign renderings available prior to this item being reviewed by the City Council. ARDEN HILLS PLANNING COMMISSION – May 9, 2018 13 Commissioner Jones stated he would rather leave the pylon sign in place versus having a monument sign. He feared that the monument sign would block sight lines for those traveling on Lexington Avenue. Chair Thompson moved and Commissioner Zimmerman seconded a motion to recommend approval of Planning Case 18-010 for a Site Plan Review at 4061 Lexington Avenue based on the findings of fact and the submitted plans, as amended by the ten (10) revised conditions in the May 9, 2018, report to the Planning Commission. The motion carried unanimously (4-0). UNFINISHED AND NEW BUSINESS None. REPORTS A. Report from the City Council Councilmember Scott updated the Planning Commission on City Council activities from the April 9, 2018 City Council Regular Meeting, stating the City Council voted to approve (5-0) Planning Case 18-004 for a Preliminary and Final Plat for the TCAAP redevelopment site. The purpose of the plat is to define an accurate boundary of the property and to simplify the current legal description. Several large road and infrastructure projects have recently been completed on or adjacent to the property and the platting process will allow for the transfer of these portions of the property to public agencies. Councilmember Scott updated the Planning Commission on City Council activities from the April 23, 2018 City Council Regular Meeting, stating the City Council considered the recommendation of approval from the Planning Commission for the adoption of the draft 2040 Comprehensive Plan. The City Council voted to table the request to release the draft plan for review by adjacent communities and affected government entities to allow for further discussion regarding the land use section of the plan at the Work Session on May 21, 2018. Councilmember Scott noted the Scoops for Troops event was held on Sunday, April 29th. He reported City Administrator Dave Perrault participated in the 5K race. He provided the Commission with an update on development occurring in and around Arden Hills. B. Planning Commission Comments and Requests Commissioner Jones reported he drove by the Land O’Lakes building and stated this project was coming along nicely. Chair Thompson noted a potential Planning Commission member was interviewed and noted the City Council would consider the appointment of this individual at their Monday, May 14 th meeting. She reported this new member should be in attendance at the Commission’s next meeting on Wednesday, June 6th. C. Staff Comments ARDEN HILLS PLANNING COMMISSION – May 9, 2018 14 City Planner Bachler reported the July Planning Commission meeting has been pushed back a week to Wednesday, July 11th. He noted the City was appointing members to a Civic Center Task Force to assist the Council in creating plans for the civic property within TCAAP.
