REGULAR CITY COUNCIL MEETING
AUGUST 27, 2018
7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City
Council meeting at 7:00 p.m.
Present: Mayor David Grant, Councilmembers Brenda Holden, Fran Holmes, Dave
McClung, and Steve Scott
Absent: None
Also present: City Administrator Dave Perrault; Finance Director Gayle Bauman; City
Attorney Joel Jamnik; Jane Kansier, Bolton & Menk Planning Consultant; and City Clerk
Julie Hanson
PLEDGE OF ALLEGIANCE
1. APPROVAL OF AGENDA
Councilmember Holden requested Item 7F be removed from the Consent Agenda for discussion
as Item 8A.
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the meeting agenda as amended. The motion carried
unanimously (5-0).
2. PUBLIC INQUIRIES/INFORMATIONAL
None.
3. RESPONSE TO PUBLIC INQUIRIES
A. Public Inquiry Response from August 13, 2018 City Council Meeting
City Administrator Perrault reviewed the staff response to the two public inquiries that
occurred at the August 13, 2018 City Council meeting. He reported the concerns regarding the

construction activities along Thom Drive have been discussed with the contractor. He explained
the Sheriff has stepped up their patrols in this area and citations would be issued based on zero
tolerance for this contractor. He commented further on the sewer line insurance issues Mr. Larson
brought to the Council's attention.
4. PUBLIC PRESENTATIONS
A. CTV Introduction
Dana Healy, CTV Executive Director, thanked the Council for their time. She introduced herself
and noted she began working for CTV on July 16. She stated she was excited to be working with
all of the communities involved in CTV.
Mayor Grant asked if CenturyLink would be installing additional fiber lines in Arden Hills.
Ms. Healy explained CenturyLink would not be providing cable as of two weeks ago.
Councilmember Scott welcomed Ms. Healy to CTV and asked if CTV was available online for
streaming.
Ms. Healy reported CTV was available online for streaming.
Mayor Grant and Councilmember Holden welcomed Ms. Healy to her new position.
5. STAFF COMMENTS
A. Rice Creek Commons (TCAAP) and Joint Development Authority(JDA)Update
City Administrator Perrault provided an update on TCAAP stating the JDA would meet next
on Tuesday, September 4 at 5:30 p.m. He noted the Civic Site Task Force would meet next on
Thursday, September 6.
B. Transportation Update
City Administrator Perrault stated the Old Snelling trail project was moving along and concrete
would be put in place subject to the weather.
City Administrator Perrault commented the 2018 PMP project was moving forward and noted
curb would be poured this week on Floral.
Mayor Grant discussed how the Old Snelling trail project had been delayed by the recent rainy
weather. He noted Director Polka was aware of the delays and was working with the contractor to
keep the project moving forward.
6. APPROVAL OF MINUTES
A. July 16, 2018, City Council Work Session

B. July 23, 2018, Regular City Council
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the July 16, 2018, City Council Work Session meeting
minutes, and July 23, 2018, Regular City Council meeting minutes as
presented. The motion carried unanimously (5-0).
7. CONSENT CALENDAR
A. Motion to Approve Consent Agenda Item - Claims and Payroll
B. Motion to Approve Ordinance 2018-002 in Planning Case 18-019 for Proposed
Amendments to Chapter 11 — Subdivisions of City Code and Motion to Approve
Publishing a Summary of Ordinance 2018-002
C. Motion to Approve Planning Case 18-020 for a Minor Subdivision for a Lot
Consolidation at 3385, 3401, and 3411 Snelling Avenue North
D. Motion to Approve Ordinance 2018-003 in Planning Case 18-018 for a Proposed
Amendment Regarding Rezoning — 3243 New Brighton Road and Motion to
Approve Publishing a Summary of Ordinance 2018-003

MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the Consent Calendar as presented and to authorize
execution of all necessary documents contained therein. The motion carried
unanimously (5-0).
8. PULLED CONSENT ITEMS
A. Motion to Approve Resolution 2018-050 Accepting Donation
Councilmember Holden clarified for the record this donation was made by Michael and Mary
Remer.
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to adopt Resolution No. 2018-050, Accepting a Donation from the
Arden Hills Foundation. The motion carried (5-0).
9. PUBLIC HEARINGS
A. Abatement of Nuisance at 3246 New Brighton Road
Jane Kansier, Bolton & Menk Planning Consultant, stated due to a complaint, staff inspected
3246 New Brighton Road on August 8, 2018. Staff noted excessive vegetation growth and the
accumulation of tree branches, and determined the property was in violation of the following
subsections of City Code Section 602.02 Public Nuisance Affecting Health:

• Subd. 6. All noxious weeds and other growths of vegetation upon public or private
property in excess of eight (8) inches.
• Subd. 9. Accumulation of manure, tree branches, cut trees, grass clippings, bottles,
rubbish, trash, refuse, junk and other abandoned materials, metals including aluminum or
tin cans, or lumber
Ms. Kansier explained following the initial inspection, staff sent a letter to the property owner
requesting they correct the issues by August 17, 2018. A follow-up inspection on August 20,
2018, revealed the violations had not been corrected. Code enforcement files indicate this is the
second complaint received in 2018 for the same issues.
Ms. Kansier reported in accordance with the City's accelerated abatement procedures in Section
602.07 of the City Code, a letter was mailed to the property owner on August 8, 2018. Based on
the accelerated abatement procedures, the property owner was given seven working days, or until
August 17, 2018, to abate the nuisance. A follow-up inspection showed that no action has been
taken.
Ms. Kansier stated due to the reoccurring nature of these types of violations, staff is requesting
the City Council issue an order for abatement of the property and to continue the abatement order
for a two-year period. The two-year period would expire on August 27, 2020. The property owner
has seven days from the Council's order to complete the work before the City can have the work
completed.
Mayor Grant opened the public hearing at 7:29 p.m.
With no one coming forward to speak, Mayor Grant closed the public hearing at 7:30 p.m.
10. NEW BUSINESS
A. Resolution 2018-051 —Abatement of Nuisance at 3246 New Brighton Road
Jane Kansier, Bolton & Menk Planning Consultant, requested the City Council adopt a
resolution ordering the accelerated nuisance abatement for the property at 3246 New Brighton
Road for excessive vegetation growth and the accumulation of debris.
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to adopt Resolution 2018-051, ordering accelerated nuisance
abatement at 3246 New Brighton Road for excessive vegetation growth and
the accumulation of debris not in compliance with City regulations.
Councilmember Scott noted a typo within the attached letter noting the date should be changed
from 2017 to 2018.
The motion carried (5-0).

11. UNFINISHED BUSINESS
None.
12. COUNCIL COMMENTS
Councilmember Scott welcomed David Swearingen as the City's new Senior Engineering Tech.
Councilmember Scott stated he attended the ribbon cutting ceremony last Tuesday for the Ralph
Reeder Food Shelf which relocated to Mounds View.
Councilmember Scott reported AHATS would be having an Open House on Saturday,
September 8, 2018, from 10:00 a.m. to 2:00 p.m. He invited the public to attend this community
event.
Councilmember McClung asked if the City had any concerns with State Fair parking this year.
He stated he had not had any complaints to date.
City Administrator Perrault commented he had not received any complaints but noted he could
speak with Director Polka regarding this concern.
Councilmember Holmes questioned if the State of the City topics had been distributed.
City Clerk Hanson reported staff was still seeking comments from the Council as to which topics
each Councilmember would like to cover at the State of the City event.
Mayor Grant commented historically he covers TCAAP. Further discussion ensued regarding
the items that would be addressed at the State of the City.
Councilmember Holden stated the Taste of Northwest event would be held on Thursday,
October 11, 2018, at the Vadnais Heights Commons.
Councilmember Holden reported HealthPartners would be holding a Family Fun Fest on
Saturday, September 15, 2018, at their location in Arden Hills.
Mayor Grant noted the primary was now over and residents could no longer file for City offices.
He asked for an update from the City Clerk on the local elections.
City Clerk Hanson explained the City currently had four candidates running for office, Mayor
Grant, Councilmember Fran Holmes, Councilmember Steve Scott and newcomer Greg
Rubenstein. She noted the Communications Coordinator has reached out to the candidates for a
profile that will be included in the City's October newsletter.
Mayor Grant expressed concerns about the No Parking signs along Chatham Avenue. He noted
these signs have black bags around them that have been secured with tape.

City Administrator Perrault indicated he would follow up with Public Works Director Polka
regarding this concern.
Mayor Grant welcomed David Swearingen and Jane Kansier to the City of Arden Hills.

MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to adjourn. The motion carried unanimously (5-0).
Mayor Grant adjourned the Regular City Council Meeting at 7:47 p.m.
