1. CALL MEETING TO ORDER
City Planner Matthew Bachler called the meeting to order at 8:10 a.m.

2. APPROVAL OF AGENDA
It was the consensus of the Commission to accept the agenda as presented.
3. APPROVAL OF MINUTES
It was the consensus of the Commission to accept the March 7, 2018 and May 2, 2018 meeting
minutes as presented.
4. UNFINISHED AND NEW BUSINESS
A. Small Business Networking Events
City Planner Bachler noted that the EDC’s 2018 work plan included exploring opportunities to
partner with adjacent communities to organize small business networking events. Shoreview has a
Business Exchange event that is an open forum with City representatives. Roseville has a Business
Council meeting each month from January through October and small business seminar quarterly
with the St. Paul Area Chamber of Commerce. Mounds View and New Brighton have no regularly
scheduled events. The Twin Cities North Chamber of Commerce holds a quarterly meeting for the
North Metro Business Council, which is comprised of Arden Hills, Mounds View and Shoreview.
The meetings are free to attend even if the business is not a member of the Chamber. Arden Hills
is promoting those meetings on our website. Arden Hills has the State of the City event with a
networking component, and the City could collaborate with Shoreview for other events.
Commissioner David Radziej mentioned that the Twin Cities North Chamber also holds legislative
breakfasts nine times a year. He felt Arden Hills might want to piggyback on other events rather
than create new ones.

After discussion, it was decided that the EDC would support the Twin Cities North Chamber’s
events and continue to explore a second informal networking event with city representatives at
Tavern Grill or similar locations along with the State of the City.
B. Business Retention and Expansion Program
City Planner Bachler asked if anyone had updates on businesses they may have visited.
Commissioner Radziej said he would visit The Goodprinter.
Commissioner Sheila Bennett Kilander agreed to visit Red Fox Innovations, The Alpine Factory
and CM Jarvis Furniture Leasing so all businesses on the current list would be assigned.
Commissioner Brendan O’Meara asked if there were any new businesses in the city.
City Planner Bachler stated there were no new businesses that have opened since the last EDC
meeting, but there is a new pool chemical company opening soon. He noted Lexington Station Phase
2 spaces have been leased, Dunn Brothers Coffee will open in July, the Smith Medical building has
been partially leased to Intricon, and Primrose Daycare will be opening in the Bremer Bank building.

City Planner Bachler noted that the Marriott Springhill Suites has submitted a building permit.
Land O’Lakes has started moving employees to their new facility addition. Construction continues
on County Road F where a new traffic light will be installed at Innovation Way. TCAAP
negotiations continue between Ramsey County and the developer.
City Planner Bachler recommended cancelling the July 11 EDC meeting.

Discussion
The Economic Development Commission is focusing on completing Business Retention and
Expansion (BRE) visits in the Red Fox-Grey Fox Business District in 2018. The priority
business visit list is provided in Attachment A. Staff has included this item on the agenda to
provide EDC members with an opportunity to discuss these efforts and any issues that have
come up.

SUBJECT: New Business Visits
Discussion
One of the goals on the Economic Development Commission’s work plan for 2018 is to
complete visits with new businesses that open in the City. The EDC and staff have collaborated
on a new business brochure to be handed out during these visits. The brochure welcomes
businesses to the community, provides contact information for staff, and directs businesses to the
City’s website for permitting requirements and relevant news. Staff had identified the following
new businesses that have recently opened in the City:

SUBJECT: Manufacturing Advisory Committee
Background
The City of Mounds View has organized a Manufacturing Advisory Committee with a goal of
working with local companies to identify skilled workforce issues and to create programs and
make recommendations on legislative changes that will help companies fill vacancies. Current
partners include the Mounds View School District, City of Mounds View, Vadnais Heights
Economic Development Corporation, and Finishing Trade Institute – Upper Midwest.
The Committee is looking to expand and include two or three businesses from Arden Hills and
Shoreview. Staff has sent information about the Committee to several local businesses. Staff will
keep the EDC updated as the work of the Committee progresses.
