CITY OF ARDEN HILLS
PARKS, TRAILS AND RECREATION COMMITTEE MEETING
TUESDAY, FEBRUARY 20, 2018
ARDEN HILLS CITY HALL
CALL MEETING TO ORDER
Chair Rich Straumann called the February 20, 2018, meeting of the Parks, Trails, and Recreation
Committee to order at 6:30 p.m.
MEMBERS PRESENT: Chair Rich Straumann, Committee Members Josh Bloyer, Keri Bloyer
Paul Beggin, Terry Finlay, Nancy O’Malley, and John Van Valkenburg
OTHERS PRESENT: Staff Liaison Sara Knoll, Guest Dan Edes? and Tim ____
ABSENT: City Council Liaison David Grant
A discussion occurred regarding cross country skiing in the TCAAP area.
1. APPROVAL OF AGENDA
MOTION: The agenda was approved by the Committee unanimously.
2. APPROVAL OF MINUTES
A. November 21, 2017
MOTION: Minutes from the November 21, 2017 meeting were unanimously approved.
3. UNFINISHED BUSINESS

4. NEW BUSINESS
A. PTRC 2018 Meeting Schedule
Chair Rich Straumann noted that Saturday, September 8 the National Guard will have an open
house at the Army training site and he would like to have Arden Hills Parks and Trails represented
at the event.

B. 2018 PTRC Member List
Two members need to have their term expiration dates updated. No other discussion.
C. 2040 Parks and Recreation Comp Plan
Committee Member Paul Beggin commented on the additional paths that are noted for Floral
Park. He felt there would be no need to add more paths and that line could be taken out of the plan.
There was a short discussion on the proposed parks at TCAAP. Other discussion revolved around
potential parks for gaga pits and adding a columns labeled Green Space and Sliding Hill to Table
9.1 – Current and Proposed Park Amenities.
D. 2018 PTRC Work Plan
Chair Rich Straumann noted the 2017 work plan as it was presented to the City Council was
attached to the agenda and the Committee should use that as the basis for the 2018 plan.
Several items were mentioned to be included in the list of 2017 Completed Projects.
Staff Liaison Sara Knoll said as the tennis courts need to be resurfaced they will add Pickleball
court lines. A bench will be installed in recognition of Bob Mullin’s work at Floral Park. Other
park enhancements for 2018 include the Gagaball pit at Cummings Park, and the Dog Obstacle
Course and improvements at the Dog Park. Cummings and Freeway Parks are scheduled to have
playground equipment replaced.
Discussion ensued about potential opportunities at TCAAP and a youth age destination park.
Chair Rich Straumann stated that the County Road F trail will be done in 2018, County Road E2
from Cleveland Ave to New Brighton Road will be completed.
Staff Liaison Knoll said there have been requests for a trial to be built on New Brighton Road, so
that item will be left on the work plan.
Chair Rich Straumann felt they could emphasize New Brighton Road from E2 to Perry Park.
Bethel University entrance to County Road E2 will be completed in 2018. It was decided that Lake
Valentine Road to Mounds View High School, and County Road E to Highway 51 should be on the
work plan. Options for Lindey’s Park were discussed.
Further discussion ensued regarding ideas for the Civic Space at TCAAP.
Staff Liaison Knoll said she had some contacts for donated equipment at Cummings Park and is
hopeful that some workout stations would be installed along the trails. Push lights are available at
Cummings Park, but not yet at Hazelnut. Options are being looked at the summer uses for hockey
rinks.

Discussion ensued regarding other companies to add to the request for donations list. The Ramsey
County partnership list will remain the same.
5. REPORTS
Chair Rich Straumann noted the Johanna Marsh playground equipment is ordered and more
discussion will occur after the City Council work session.
6. NEXT MEETING
The next PTRC Committee meeting is scheduled for Tuesday, March 20, 6:30 p.m. at City Hall.
