CITY OF ARDEN HILLS
PARKS, TRAILS AND RECREATION COMMITTEE MEETING
TUESDAY, NOVEMBER 21, 2017
ARDEN HILLS CITY HALL
CALL MEETING TO ORDER
Chair Rich Straumann called the November 21, 2017, meeting of the Parks, Trails, and Recreation
Committee to order at 6:30 p.m.
MEMBERS PRESENT: Chair Rich Straumann, Committee Members Paul Beggin, Terry Finlay,
Nancy O’Malley, and John Van Valkenburg
OTHERS PRESENT: Council Liaison Mayor David Grant, Staff Liaison Sara Knoll and
Volunteer Bob Mullin.
ABSENT: Committee Members Josh Bloyer, Keri Bloyer, and Harold Petersen
1. APPROVAL OF AGENDA
MOTION: The agenda was approved by the Committee unanimously (5-0).
2. APPROVAL OF MINUTES
A. September 19, 2017
MOTION: Minutes from the September 19, 2017 meeting were unanimously approved (5-0).
3. UNFINISHED BUSINESS

4. NEW BUSINESS
A. Floral Park Update
Bob Mullin provided PTRC Members with an update on the gardens at Floral Park. A map of the
gardens was provided. He noted the land under cultivation has almost doubled in the last few
months. There are now 75 different species of plants growing in the beds. He credited Ann
Dooley for initiating the action to have the gardens designated as a Monarch Way Station.
Staff Liaison Sara Knoll mentioned that there are now two signs at the park showing the Monarch
Way Station designation.

Mr. Mullin explained the plants that are currently in the gardens and the vision for the new garden
areas.
B. Johanna Marsh Playground Equipment Update
Staff Liaison Knoll updated the PTRC Members on the status of the Johanna Marsh
playground equipment that was approved by the City Council. The equipment was ordered
through Minnesota/Wisconsin Playgrounds and the City received a grant for $31,786 to be
used toward the equipment. The equipment is scheduled to be installed in the spring of
2018.
C. Playground Equipment Replacement
Discussion was held around the twenty year replacement plan for playground structures.
Cummings Park and Freeway Park equipment is scheduled to be replaced in 2018. There is
a need to make those two parks ADA compliant along with considering equipment
replacement.
Staff was requested to verify replacement dates on Cummings Park and Arden Manor.
D. 2018 PTRC Work Plan
Staff Liaison Knoll suggested that the Committee should start thinking about projects for
2018 and what they would like to see accomplished.
Council Liaison Mayor David Grant stated he would like to see the trail built from the
County Road E bridge to Bethel College and possibly to E2, as well as a trail from County
Road E2 from the 35W bridge to New Brighton Road. He updated the Committee with the
latest information in regard to those trails.
Staff Liaison Knoll noted a trail section on New Brighton Road connecting Perry Park and
Hazelnut Park is on the Committee Work Plan.
5. REPORTS
Council Liaison Mayor David Grant discussed TCAAP groundwater optimization study and the
potential for Amazon to come to Arden Hills.
Staff Liaison Knoll updated the Committee on the Halloween Boo Bash, and various
programming within the Parks and Rec department. Breakfast with Santa will be held December
16 and is one of the most popular events of the year.
Committee Member Paul Beggin said there will be a meeting regarding a possible event center
on the property around the remaining building on TCAAP. He would like to see public tours take
place of the area and the trail system. ???? Sara, I’m not sure if that’s really what he was talking
about??

6. NEXT MEETING
The next PTRC Committee meeting is scheduled for Tuesday, December 19, 6:30
p.m. at Staff Liaison Knoll’s home.
