SPECIAL CITY COUNCIL WORK SESSION

CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Grant called to order the Special City
Council Work Session at 6:00 p.m.
Present: Mayor David Grant; Councilmembers Fran Holmes and Steve Scott
Absent: Councilmembers Brenda Holden (Excused) and Dave McClung(Excused)
Also present: City Administrator Dave Perrault; Public Works Director/City Engineer Sue
Polka; Finance Director Gayle Bauman; Communications Coordinator Dawn Skelly; and
City Clerk Julie Hanson
1. AGENDA ITEMS
A. Website Upgrade Project
Communications Coordinator Skelly presented the design changes to the website that were
implemented as requested by the City Council following its work session in August. She stated
that the presentation included pictures only of the proposed design and emphasized this was not
the production site, so it was not yet functional. She indicated she was looking for additional
feedback that was due to the vendor by October 12.
Communications Coordinator Skelly asked the Council if it would like the welcome picture to
be static, or would it prefer the photograph to rotate when the user refreshes the page, or rotate
continuously like a slideshow.
Mayor Grant had questions pertaining to how the City's logo was being portrayed. He asked for
clarification about the Spotlight box on the internal page.
Communications Coordinator Skelly stated that following receipt of the updated draft proposal,
she had contacted CivicPlus and asked for the header ribbon to be green and not blue, as the City's
branding has not changed. She explained that some changes that the Council requested had been
made though these changes were not readily visible on the hard copy.

Mayor Grant stated he would like to see the background color possibly being tan, so that the
green logo could stand out more effectively. He also asked for clarification about the association
between the color of the tab in the menu with the color of the buttons.
Communications Coordinator Skelly explained that there was no correlation between the colors
on the tab in the menu and the color of the buttons, and that the examples were just illustrating
potential use of color in various areas.
Councilmember Scott said he would like to see the highest contrast for readability throughout the
site.
A discussion ensued regarding the City's logo, colors, pictures that are displayed on the home
page, the spotlight and news sections, the calendar, and overall functionality.
The Council agreed they would like to see the ribbon at the top of the page be green to match the
bottom portion, the Arden Hills tree be green throughout, one color on the drop down menu, and
the greatest readability as possible.
Communications Coordinator Skelly requested the Council forward any additional feedback to
her by October 17. She also briefly discussed website accessibility.
B. Rice Creek Commons Negotiator
A brief discussion ensued regarding the City's potential use of a formal negotiator for the
TCAAP/Rice Creek Commons development project.
The Council directed staff to contact Brett Weiss of WSB & Associates, Janna King, and one
additional prospect, and then to vet these candidates and provide further information to the
Council prior to the October 22 City Council meeting.
