REGULAR CITY COUNCIL MEETING
OCTOBER 8, 2018
7:00 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor David Grant declared October 8, 2018 to be
a non-holiday to conduct City business and called to order the regular City Council
meeting at 7:00 p.m.
Present: Mayor David Grant, Councilmembers Fran Holmes, and Steve Scott
Absent: Councilmembers Brenda Holden (excused) and Dave McClung(excused)
Also present: City Administrator Dave Perrault; Public Works Director/City Engineer
Sue Polka; Finance Director Gayle Bauman; and City Clerk Julie Hanson
PLEDGE OF ALLEGIANCE
1. APPROVAL OF AGENDA
MOTION: Councilmember Holmes moved and Councilmember Scott seconded a motion
to approve the meeting agenda as amended. The motion carried unanimously
f3-01.
2. PUBLIC INQUIRIES/INFORMATIONAL
None.
3. RESPONSE TO PUBLIC INQUIRIES
None.
4. STAFF COMMENTS
A. Rice Creek Commons (TCAAP) and Joint Development Authority(JDA)Update
City Administrator Perrault provided an update on TCAAP stating the JDA met on October 1
and discussed the annual budget and financial processes. He explained the reimbursement policy

had yet to be reviewed. He indicated the JDA would meet next on Wednesday, October 17. He
reported the City would hosting a TCAAP Open Forum on Thursday, November 15 where an
update on the Civic Site will be provided.
B. Transportation Update
Public Works Director/City Engineer Polka reported the Old Snelling Trail has been delayed
due to the rainy weather. She anticipated the project had been delayed by approximately two
weeks.
Public Works Director/City Engineer Polka stated the rain has delayed the City's PMP as well,
but noted all work would be completed yet this fall.
Mayor Grant asked if the traffic control measures south of Bethel University could be removed.
Public Works Director/City Engineer Polka explained the traffic control measures would be
removed once the trail was striped.
Public Works Director/City Engineer Polka reported work continues on County Road F noting
this project would be done mid to late October.
5. APPROVAL OF MINUTES

6. CONSENT CALENDAR
A. Motion to Approve Consent Agenda Item - Claims and Payroll
B. Motion to Approve Resolution 2018-052 Designating 2019 Polling Places
C. Motion to Approve Old Snelling Watermain and Trail — Payment No. 5 and
Changer Order No. 3
D. Motion to Approve 2018 Street and Utility Improvement Project — Changer Order
No. 3 and Payment No. 4
E. Motion to Approve Cooperative Agreement—Old Snelling Trail

Agreement
MOTION: Councilmember Holmes moved and Councilmember Scott seconded a motion
to approve the Consent Calendar as presented and to authorize execution of
all necessary documents contained therein. The motion carried unanimously

8. PUBLIC HEARINGS
A. Jimmie's Old Southern BBQ Smokehouse LLC Liquor License
City Clerk Hanson stated Jimmie's Old Southern BBQ, LLC has requested an On-Sale Wine and
Sunday liquor license for their new restaurant, Jimmie's Old Southern BBQ. They will be located
at 3845 Lexington Avenue North, Arden Hills, Minnesota. Staff is in receipt of all the necessary
paperwork and associated fees, and background checks have been successfully completed by the
Ramsey County Sheriff's Office.
City Clerk Hanson reported all required information will be submitted to the Minnesota
Department of Public Safety Alcohol & Gambling Enforcement upon approval of the license by
the City Council. The State can then proceed with its next steps in the approval process. She noted
that this restaurant will be located at the new Lexington Station 11 building, which is currently
under construction, so the City liquor license will not be formally issued until a fire inspection by
the Lake Johanna Fire Department has been conducted and a Certificate of Occupancy has been
issued by the City.
Mayor Grant opened the public hearing at 7:14 p.m.
With no one coming forward to speak, Mayor Grant closed the public hearing at 7:15 p.m.
MOTION: Mayor Grant moved and Councilmember Holmes seconded a motion to
approve the Liquor License for Jimmie's Old Southern BBO Smokehouse.
The motion carried (3-0).
9. NEW BUSINESS

10. UNFINISHED BUSINESS
None.
11. COUNCIL COMMENTS
Councilmember Scott stated he completed his first ride-along with the Ramsey County Sheriff's
Department last week. He thanked the Ramsey County Deputy and encouraged residents to drive
safely and watch for deer during the twilight hours.
Councilmember Scott commented he attended the Lake Johanna Fire Department Open House at
Station 3 last Saturday.
Councilmember Scott invited the public to attend the City sponsored Boo Bash on Saturday,
October 27.

Councilmember Holmes stated on Thursday, October 11 NYFS would be holding their Taste of
Northeast Fundraiser at Vadnais Heights Commons. She reported the event would begin at 5:00
p.m.
Councilmember Holmes explained she has received a number of complaints on Hamline
Avenue. She requested this roadway be discussed with the County at a future worksession
meeting.
Mayor Grant stated there would be a groundbreaking ceremony for the Red Bulls at 12:00 p.m.
on Monday, October 15.
Mayor Grant indicated he received an email regarding Safe Routes to Schools and noted
additional monies were available. He requested staff make the school district aware of this
funding.
Mayor Grant requested a brief update on the Springhill Suites by Marriot hotel.
Public Works Director/City Engineer Polka stated the developer has mobilized and understood
work would begin when the weather permits.

MOTION: Councilmember Holmes moved and Councilmember Scott seconded a motion
to adjourn. The motion carried unanimously (3-0).
Mayor Grant adjourned the Regular City Council Meeting at 7:29 p.m.
