HomeMy WebLinkAbout10-22-18-R 'It -AR,DEN�HILLS Approved: November 13, 2018 CITY OF ARDEN HILLS, MINNESOTA REGULAR CITY COUNCIL MEETING OCTOBER 22,2018 7:00 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City Council meeting at 7:00 p.m. Present: Mayor David Grant, Councilmembers Brenda Holden, Fran Holmes, Dave McClung and Steve Scott Absent: None Also present: City Administrator Dave Perrault; Public Works Director/City Engineer Sue Polka; Finance Director Gayle Bauman; and City Clerk Julie Hanson PLEDGE OF ALLEGIANCE 1. APPROVAL OF AGENDA MOTION: Councilmember Holmes moved and Councilmember Holden seconded a motion to approve the meeting agenda as presented. The motion carried unanimously (5-0). 2. PUBLIC INQUIRIESANFORMATIONAL None. 3. RESPONSE TO PUBLIC INQUIRIES None. 4. PUBLIC PRESENTATIONS A. Ramsey County Sheriff Update Ramsey County Sheriff Jack Serier provided the Council with an update from the Sheriff's Department. He explained there has been a rise in opioid deaths in recent years which was a trend ARDEN HILLS CITY COUNCIL—OCTOBER 22, 2018 2 occurring across the nation. He reported all deputies now have Narcan to assist in saving individuals involved in an opioid overdose. He encouraged the community to turn in their expired and unused prescription medications in order to keep these pills away from individuals suffering from addiction. He commented on the educational efforts the County was involved in regarding the opioid crisis and encouraged the public to attend a forum that would be held on November I at 6:30 p.m. at Bethel University that was titled#NotAnotherOverdose. Ramsey County Sheriff Jack Serier commented on the efforts of the joint swat team and thanked Arden Hills for their continued support. He stated Ramsey County was devising plans on how to address threats in public spaces. He explained the most concerning public spaces were the corporate environment, churches, and schools. He provided further comment on the efforts of the Safety and Threat Assessment Group. He indicated Public Forums would be held in 2019 on this topic. Ramsey County Sheriff Jack Serier stated his department was very diligent with its finances. He explained he was happy to report the Ramsey County Sheriff's Department returned $1.2 million to the County and to contract cities. He discussed how diligently he worked to keep his department under budget. He described the diversity goals he was working to achieve within his organization. Lastly, he invited the public to visit the Fright Farm at the Ramsey County Barn October 25 through October 27 and again on October 31. Mayor Grant requested further information regarding Pulse Point. Ramsey County Sheriff Jack Serier stated he would investigate this further and would report back to the City Council. Mayor Grant asked how the contract cities would be impacted by the return of$1.2 million. Ramsey County Sheriff Jack Serier explained the contract cities would receive an appropriate percentage of the reimbursement that would be used to bring down contract community costs for 2019 contracts. Mayor Grant encouraged the public to dispose of their unused or expired prescription drugs at the law enforcement site in Arden Hills. Councilmember Holmes mentioned she was able to ride with Kevin Otto during Night to Unite and understood that he would be retiring. She requested the Ramsey County Sheriffs driving through Arden Hills interact more with Arden Hills residents in a friendlier manner. Ramsey County Sheriff Jack Serier stated he would discuss this with his deputies. Councilmember Holden commented she had received a lot of positive feedback after National Night Out that the Sheriffs Department was improving its interaction with the public, but agreed this should continue to be a priority. She stated Arden Hills was having a problem with mail theft, vandalism in the parks and stolen bikes. She requested the Sheriffs Department work with the City to address these concerns. ARDEN HILLS CITY COUNCIL—OCTOBER 22, 2018 3 Ramsey County Sheriff Jack Serier stated the department could place mobile pole cams in Arden Hills and could discuss motion sensor lighting within the parks. Councilmember Scott stated he recently completed a ride along with Deputy Megan McDonald. He noted he has been attending recent events at the National Guard and with the Fire Department. He thanked the Sheriff's Department for having a presence at these events. Mayor Grant encouraged Sheriff Serier to speak with his deputies regarding proactive policing in Arden Hills as this shows the presence of the Ramsey County Sheriff's Department in the community. He asked if the County would have body cameras in 2019. Ramsey County Sheriff Jack Serier stated the County was conducting beta testing on body cameras at this time and was installing new dash cams as well. He commented on large amount of staff time and great expense of storing the filmed material collected by the deputies. Councilmember Holden requested the deputies continue to monitor the noise coming from Bethel University. In addition, she requested the County ticket those driving improperly along Lexington Avenue. 5. STAFF COMMENTS A. Rice Creek Commons (TCAAP)and Joint Development Authority(JDA)Update City Administrator Perrault provided an update on TCAAP stating the JDA met on Wednesday, October 17. He explained the County brought forward multi-year budget to actuals and staff anticipated a budget for 2019 would be discussed in November. He indicated a reimbursement policy has yet to be discussed. He stated the JDA would meet next on Monday, November 5. He noted the Council would be holding a Special TCAAP Worksession on Wednesday, October 24. He reported the TCAAP Public Forum would be held on Thursday, November 15 at 6:00 p.m. in the Marsden Room. He provided further comment on the proposed format that would be followed for the TCAAP Public Forum. Councilmember Holmes asked if the developer would be in attendance at the TCAAP Public Forum. Councilmember Holden suggested the developer not be in attendance, but rather that the City use this meeting to collect feedback from the public. Councilmember Holmes questioned if the TCAAP Public Forum would be videotaped. Mayor Grant stated this would not be completed as this was a feedback gathering meeting. B. Transportation Update Public Works Director/City Engineer Polka reported progress was being made on the 2018 PMP. She stated curb and gutter was in place on Indian Oaks Trail and the contractor was preparing the base for paving. ARDEN HILLS CITY COUNCIL—OCTOBER 22, 2018 4 Public Works Director/City Engineer Polka stated curb and gutter was being installed on the trail project along Old Snelling this week. She indicated paving could be put in place after the curbing cures. Mayor Grant asked how long it would take a curb to cure. Public Works Director/City Engineer Polka explained with the cold weather it may take longer than normal. She reported it typically takes three to five days. 6. APPROVAL OF MINUTES A. September 17, 2018, City Council Work Session B. September 24, 2018, Regular City Council Councilmember Scott requested a change to the September 24 Regular City Council minutes noting on the last page his ride along was with a Ramsey County Sheriff and not with Ramsey County. MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to approve the September 17, 2018, City Council Work Session meeting minutes; and September 24, 2018, Regular City Council meeting minutes as amended. The motion carried unanimously (5-0). 7. CONSENT CALENDAR A. Motion to Approve Consent Agenda Item - Claims and Payroll B. Motion to Accept 2018 Third Quarter Actuals and Year End Projections C. Motion to Approve Resolution 2018-059 Authorizing the Application for Recycling SCORE Grant Funds from Ramsey County D. Motion to Authorize Appointment of City Planner E. Motion to Approve Payment No. 7 — Osseo Construction Co., LLC — 0.5 MG Water Tower Rehabilitation Project F. Motion to Approve Professional Services Agreement with HR Green for Utility Monitoring and Control G. Motion to Approve Maintenance Agreement with Rice Creek Watershed District— Old Snelling Avenue Bridge Replacement Project H. Motion to Approve Resolution 2018-060 — MnDOT Cooperative Agreement for Trunk Highway No. 10 Watermain MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to approve the Consent Calendar as presented and to authorize execution of all necessary documents contained therein. The motion carried unanimously (5-0). ARDEN HILLS CITY COUNCIL—OCTOBER 22, 2018 5 8. PULLED CONSENT ITEMS None. 9. PUBLIC HEARINGS None. 10. NEW BUSINESS None. 11. UNFINISHED BUSINESS None. 12. COUNCIL COMMENTS Councilmember Scott stated the City-sponsored Boo Bash would be held on Saturday, October 27 at City Hall at 5:30 p.m. It was noted the cost was $10 per child and registration was open now through Wednesday, October 24. Councilmember Holmes reported on Monday, October 15 she attended the Red Bull Headquarters groundbreaking ceremony with Mayor Grant. Councilmember Holmes commended staff for the time they were investing in the administrative update. Councilmember Holden requested further information from staff on the reimbursement or credits the City has received in the past from the Sheriff s Department. Finance Director Bauman reported the credit was typically applied to the City in April from the previous year. She explained the number was not very large. Councilmember Holden recommended the Council consider creating a rental ordinance prior to TCAAP developing. Mayor Grant stated he had a conversation with Jay Barnes at Bethel University where noise and construction around Bethel were discussed. Mayor Grant commented on the groundbreaking ceremony he attended for the Red Bulls on Monday, October 15. He reported 800 individuals would be training at the new 136,000 square foot facility. He stated it took seven years to get this building planned, designed and for ground to be broken for this $20 million building. He explained the building would be completed in the summer of 2020. ARDEN HILLS CITY COUNCIL—OCTOBER 22, 2018 6 City Clerk Hanson updated the Council on elections and noted the early voting period would occur Tuesday, October 30 through Monday, November 5. She reported Election Day was Tuesday,November 6. ADJOURN MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to adjourn. The motion carried unanimously (5-0).
