Background
The Mounds View School District has requested a Concept Plan Review for proposed additions to
the Mounds View High School. The applicant is seeking feedback from the City Council on the
concept plan.
Discussion
Existing Conditions
Mounds View High School is located at 1900 Lake Valentine Road. This site includes the school
building, tennis courts, ballfields, football and track stadium, the bus loop, and approximately 506
parking spaces. Directly north of the site, at 1901 Lake Valentine Road, is the First Student
property. This site includes an existing building, gas pumps, and employee and bus parking. The
School District recently purchased the First Student property. Attachment C shows the existing
conditions.
The table below identifies the existing Comprehensive Plan Future Land Use Designation (both
the existing 2030 plan and the draft 2040 plan) and zoning on the subject parcels.

Concept Plan Proposal
The concept plan includes a 49,000 square foot gymnasium addition and two classroom additions,
totaling 27,300 square feet, to the existing high school building. The project also includes
renovation of 72,000 square feet within the existing building.
The plan also reconfigures the parking and drop-off areas. The current bus loop on the north side
of the building becomes the parent drop-off loop, while bus loading is moved to the parking lot to
the east of the school. The additions and the bus parking reduces the number of parking spaces on
the site to 210. To provide additional parking, the applicant is proposing to use of the former First
Student property. This site accommodates approximately 500 parking spaces on the north side of
Lake Valentine Road. The plan identifies new sidewalks, flashing pedestrian lights, and a
crosswalk with bump-outs for traffic control and pedestrian safety. The existing building on the
north property is intended for storage use.
Based on an initial review, staff believes the proposal would require the following land use
requests:
Comprehensive Plan Amendment to change designation of the property at 1901 Lake
Valentine Road from Low Density Residential to Public and Institutional
Planned Unit Development to allow the use of non-contiguous parcels as a single use
Issues for Possible Discussion
The Concept Plan Review process is an opportunity for the City Council to provide comments and
questions regarding proposed developments. A concept review is considered advisory and is
nonbinding to the City and applicant (Section 1320.14, Subd 4 of the Zo ning Code). No formal
action can be taken at a Work Session. A formal application will be subject to the full review
process, including a public hearing with Planning Commission and City Council review.
Some issues or questions the Council may wish to discuss include:
Location of bus parking and parent drop-off loop
Location of student parking
Provisions for pedestrian and automobile safety
Other items as may be determined by the Council

The Concept Plan Review process is an opportunity for the City Council to provide comments and
questions regarding proposed developments. A concept review is considered advisory and is
nonbinding to the City and applicant (Section 1320.14, Subd 4 of the Zoning Code). No formal
action can be taken at a Work Session. A formal application will be subject to the full review
process, including a public hearing with Planning Commission and City Council review.
Background
Summit Development has submitted application for a Concept Plan Review. The Applicant is
proposing to construct a 120 units of senior, multi-family living on Parkshore Drive. The proposed
site is 5.32 acres and currently is undeveloped. The Applicant is seeking feedback from the City
Council on the concept plan. The property is zoned R-1, Single Family Residential District and is
guided as MDR, Medium Density Residential on the Land Use Plan. Summit Development has
met with City Staff and discussed the possibility of developing the site.
At their September 17, 2018 workshop meeting, the City Council initially reviewed the proposed
Concept Plan for Summit Development. At that time Council expressed concerns about park trails,
density and adjacent neighborhood support. At the Council’s direction, the Applicant held an
informal neighborhood meeting with the adjacent property owners on December 10, 2018. There
were 12 residents in attendance. Questions were raised regarding traffic, landscaping, lighting and
general questions about the services provided at the facility. Staff and the Applicant agreed that
another neighborhood meeting is warranted once detailed landscaping, grading, site plan and

building elevations were developed. The neighborhood meeting shall take place prior to Planning
Commission review. A formal neighborhood meeting notice will be provided prior to the meeting.
Discussion
Concept Plan Proposal
The Applicant is proposing to construct a three-story building with 120 units of senior, multi-
family living. The project would include a mix of independent living, assisted living, and memory
care units. Unit types include studio, one and two bedroom. The proposed building will include
62 underground parking stalls and 33 surface stalls. The proposed underground parking will be
designated for staff and residents. The surface parking lot will serve visitors and deliveries.
The City owns the land directly to the west of the subject property. Due to concerns raised from
the adjacent property owner to the east the Applicant is requesting to shift the building to the west.
The proposed location of the building would mitigate the property owners concerns. However, it
would require the proposed building to encroach onto City open space. The proposed construction
impacts would be limited to .13 acres. In return the Applicant is proposing to dedicate .43 acres
along the subject properties western property line to the City. The image below show the proposed
land swap.
In addition, the Applicant is proposing to participate in the funding and construction of a trail loop
on the existing park open space. The 2030 and 2040 Comprehensive Plan shows a future trail

connect along Parkshore Drive from Old Hwy 10-Snelling to Gateway Boulevard/Round Lake
Trail. The proposed trail would fill a gap in the trail.

Comprehensive Plan Amendment to change designation of development site from Medium
Density Residential to High Density Residential.
Rezoning of development site from R-1 – Single-Family Residential District to R-4 –

Reviewing the summary results of two surveys administered at the November 15 TCAAP Public
Forum about the Rice Creek Commons development.
Background
The first is an open-ended, two question city survey related to the information presented at the
forum. The second is a multiple response survey about a proposed civic site. It was developed by
HGA Architects. The full civic site survey results will be presented by HGA at the Civic Site
Task Force meeting on January 29. Both surveys were also distributed online following the
forum, and those results are included in the attached summary.

standing tradition as a desirable City in which to live, work, and play.
About the Surveys
A TCAAP Public Forum was held November 15, 2018 to gather resident feedback on the
Rice Creek Commons development plans and financing, along with a proposed Civic Site
on the property.
Two surveys were collected at the forum and also administered online. One was a
general city survey with two open-ended questions about the TCAAP plans and civic site;
while the other was a multiple-choice type of survey developed by HGA architects to
better understand the categories if amenities and uses for a Civic Site.
41 responses were submitted for the City survey (30 from forum and 11 online) and 34
responses were collected for the HGA Civic Site survey (20 from forum, 14 online).

All responses were from Arden Hills residents.
