CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, OCTOBER 16, 2018 ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Rich Straumann called the October 16, 2018, meeting of the Parks, Trails, and Recreation Committee to order at 6:30 p.m. MEMBERS PRESENT: Chair Rich Straumann, Committee Members Keri Bloyer, Paul Beggin, Nancy O’Malley, Harold Peterson, Terry Finlay and John Van Valkenburg, City Council Liaison David Grant OTHERS PRESENT: Public Works Director/City Engineer Sue Polka, Guest Dan Dietz ABSENT: Committee Member Josh Bloyer, Staff Liaison Sara Knoll 1. APPROVAL OF AGENDA MOTION:The agenda was unanimously approved by the Committee. 2. APPROVAL OF MINUTES 3. UNFINISHED BUSINESS A. Old Snelling Trail and Future Trail Connections Public Works Director/City Engineer Sue Polka noted that the construction on Old Snelling Avenue is close to being done. Final paving and striping should be done in the next couple of weeks. The trail connection at Lindey’s corner needs to be completed. County Road F should be completed by the end of October. Chair Rich Straumann asked if there were any trail projects being scheduled in 2019. Public Works Director/City Engineer Polka said there were none, but design work will be done for Old Snelling Road south of County Road E and the trail extension will be designed, with possible construction in 2020 or 2021. She also noted that construction on the Old Snelling Avenue bridge near Hwy 51 starts the week of October 22. Discussion ensued regarding possible Ramsey County road construction and development areas in the City. Parks, Trails & Recreation Committee Meeting Minutes October 16, 2018 Page 2 Chair Straumann gave an update on upcoming Ramsey County trail projects. Committee Member Nancy O’Malley felt a trail that should be focused on is under the railroad bridge on New Brighton Road, near Perry Park. Public Works Director/City Engineer Polka said the whole bridge would have to be rebuilt make room for a trail there. Committee Member Keri Bloyer agreed with looking into a trail for New Brighton Road. Public Works Director/City Engineer Polka said that Ramsey County has a project coming for Lexington between County Road E and I694 and they will be completing sidewalk segments in that area. Committee Member Harold Peterson? mentioned that the Valentine Park trail could be extended from E2 and Old Snelling up to Highway 96 and connect to the Rice Creek Commons area. There was discussion about the possible expansion of Mounds View High School and potential sidewalks and trails in that area. City Council Update: City Council Liaison David Grant noted that the Minnesota Army National Guard Red Bulls broke ground on the AHATS property. There will be a 136,000 square foot building, and approximately 800 people will be drilling at the facility. They are hoping to move in the summer of 2020. Also, the City received a letter from Alatus Corporation saying they won’t execute the Letter of Understanding for the civic space at Rice Creek Commons, negotiations will continue. City Council Liaison David Grant updated the committee on new tenants going into Lexington Station Phase II. Springhill Suites by Marriott will be starting on utility work at their site. HealthPartners opened their new addition. There is a new tenant in the Old Smith Medical building. Pot of Gold Bingo Hall is up for sale. B. TCAAP Park Standard Review Public Works Director/City Engineer Polka noted the Memorandum of Understanding was signed by the developer. She reviewed the proposed parks and amenities. The Town Center park will be the first park to be built. City Council Liaison David Grant said the rest of the parks may not get built out exactly the way the committee wants them, but they will get built, depending on when the neighborhoods are built. Civic Site Task Force Committee Member John Van Valkenburg said they are hoping for additional indoor space to be used for children to seniors. Committee Member Paul Beggin said they reviewed how the current parks and recreation programs work with the school district, and what is space is needed. He referred to the handout and study done by HGA and the options presented. Chair Straumann mentioned that he put together a fact sheet of what other communities are doing with their civic sites and he took a tour at the Andover Community Center/YMCA. He reminded the committee that there will be a TCAAP open house on November 15 in the Marsden Room at the Ramsey County Public Works facility. Ramsey County wants Building 189 uses to be complimentary to ours. B. Floral Park Gardens and Hazelnut Park Monarch Waystation Chair Rich Straumann reviewed the memo regarding the park garden and waystation improvements. The committee agreed to encourage staff to look into establishing a Garden Club. 5. REPORTS Public Works Director/City Engineer Polka said they are getting preliminary plans for a new warming house at Hazelnut Park. It was noted that only one skating rink would be installed this winter and a temporary warming house would be brought in. The fire that burned down the old warming house is being investigated. Johanna Marsh park is almost completed and a bench donation was installed. 6. NEXT MEETING The next PTRC Committee meeting is scheduled for Tuesday, November 20, 6:30 p.m. at City Hall. About the Surveys A TCAAP Public Forum was held November 15, 2018 to gather resident feedback on the Rice Creek Commons development plans and financing, along with a proposed Civic Site on the property. Two surveys were collected at the forum and also administered online. One was a general city survey with two open-ended questions about the TCAAP plans and civic site; while the other was a multiple-choice type of survey developed by HGA architects to better understand the categories if amenities and uses for a Civic Site. 41 responses were submitted for the City survey (30 from forum and 11 online) and 34 responses were collected for the HGA Civic Site survey (20 from forum, 14 online). See attached survey questionnaires. All responses were from Arden Hills residents.
