HomeMy WebLinkAbout02-19-19-WS --A1T.EN�HILLS Approved: March 25, 2019 CITY OF ARDEN HILLS, MINNESOTA CITY COUNCIL WORK SESSION FEBRUARY 19, 2019 5:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Grant called to order the City Council Work Session at 5:00 p.m. Present: Mayor David Grant, Councilmembers Brenda Holden, Fran Holmes, Dave McClung and Steve Scott Absent: None Also present: City Administrator Dave Perrault, Public Works Director/City Engineer Sue Polka, City Planner Mike Mrosla, Deputy Clerk Jolene Trauba, Lake Johanna Fire Department Chief Tim Boehlke, Assistant Fire Chief Eric Nordeen, Deputy Chief Matt Sather, and Fire Marshal Kris Rewald 1. AGENDA ITEMS A. Lake Johanna Fire Department Annual Report and Needs Assessment Lake Johanna Fire Department Chief Boehlke presented the 2018 Annual Report, giving an update on total calls, response time, incident type and estimated fire loss. He also discussed the recently completed needs analysis study. Assistant Fire Chief Nordeen noted that the minimum number of hours a firefighter works is 70 hours a quarter or approximately 23 hours a month, with a maximum of 180 hours a month. Chief Boehlke said that response time will be a factor when looking at a new station site. Mayor Grant asked if more detail could be provided on response times on individual calls rather than an average. Councilmember McClung asked if lift assist calls were becoming an issue for the fire department. ARDEN HILLS CITY COUNCIL WORK SESSION—FEBRUARY 19, 2019 2 Chief Boehlke responded that most assisted living facilities have staff to help with lift assists, but some single family homes call regularly. Chief Boehlke noted that the largest number of calls are rescue and emergency calls with less than a thousand being related to fires, accidents, electrical or gas issues. Chief Boehlke stated there are currently 82 part-time fire fighters, 72 of those are EMTs and 10 are paramedics. The combined population served is around 42,000 residents and they cover 32- plus square miles. They work with the North Suburban HazMat team, North Suburban Technical Rescue Team, and the Ramsey County Fire Investigation Team. Staff carries albuterol, aspirin, nitroglycerin, epinephrine, Narcan, CPAAP, and about 1/3 of the firefighters are trained to start IVs. They currently operate four engines, two ladder trucks, one tanker truck, two rescue trucks, three brush trucks, two Zodiac boats and four Tahoe's. Chief Boehlke talked about firefighter cancer initiatives and ideas for a new facility. A preferred station would have "hot", "warm" and "cold" zones in order to help protect firefighters from exposure to pathogens and carcinogens. Training facilities and a minimum of three acres is preferred for a new site but it will take time to find a good location on available land. B. City of Arden Hills Monument Sign at Lexington Avenue and County Road F City Planner Mrosla introduced a map for the proposed monument sign at Lexington Avenue and County Road F which showed right of way easements, utility lines, grading and where the proposed sign could be located. He noted the area is encumbered by utilities and most likely Xcel Energy would deny a request to place a sign in this location. The price of the sign could be as much as $50,000—$60,000. Councilmember Scott said he is hesitant because of the conflicting elements of the area and would like to continue to look at Hwy 96 and Lexington. Councilmember Holden would like to put a sign by Lake Josephine by Lexington Avenue and County Road D. After discussion, the Council agreed to go no further with a sign in this location. Staff will bring back other ideas in a few months. C. Council Retreat City Administrator Dave Perrault reached out to 3 facilitators for the retreat. One did not respond, the two others declined. Frank Boyles, City Manager at Prior Lake, is interested in facilitating. If Council want to pursue a retreat he will continue to make arrangements. Councilmember McClung said he is fine with a retreat if there is something they will get out of it, but didn't want to do it to just do it unless there was a useful product coming out of it. Councilmember Holmes suggested that Council email staff with item ideas for the retreat. ARDEN HILLS CITY COUNCIL WORK SESSION—FEBRUARY 19, 2019 3 Councilmember Holden thought a fall retreat may be good to discuss TCAAP. Councilmember McClung thought they could table it for now and have another discussion mid- year. City Administrator Dave Perrault said staff will bring the discussion forward again in a couple of months. D. Council Request Tracker City Administrator Perrault and staff reviewed the Council Request Tracker with the City Council. After discussion the "Establish a Garden Club" item was removed due to the PTRC moving forward with the club.No new items were added. 2. COUNCIL COMMENTS AND STAFF UPDATES City Planner Mrosla said a letter from the Metropolitan Council was received saying the 2040 Comprehensive Plan was incomplete. There are some minor updates that will be made to tables and charts and it will be resubmitted. A discussion ensued regarding TCAAP. Council requested a Special Work Session with the City Attorney on February 25, City Administrator Perrault asked if the Council would give approval to cancel the March I 1 regular meeting due to lack of items, and it was agreed to cancel. It was suggested that Council submit dates they are not available in March and April to staff. Councilmember Scott commented on a recent luncheon event he attended with the 407 Civil Affairs Battalion. He also noted that the attended the Twin Cities North Chamber open house along with City Planner Mrosla. And he would like the audio issues in the Council chambers addressed. City Planner Mrosla commented that staff met with a Lyngblomsten representative and they are still interested in pursuing a project in Arden Hills. Council directed staff to have Lyngblomsten meet with the neighborhood residents before coming back to a work session.
