The property is zoned GB, Gateway Business District and is guided on the 2040 land use plan as Light Industrial and Office. The Concept Plan Review process is an opportunity for the City Council to provide comments and questions regarding proposed developments. A concept review is considered advisory and is nonbinding to the City and applicant (Section 1320.14, Subd 4 of the Zoning Code). No formal action can be taken at a Work Session. A formal application will be subject to the full review process, including a public hearing with Planning Commission and City Council review. Discussion Existing Conditions The Applicant is proposing to develop a vacant site at 1780 Gateway Boulevard (Attachment B). The subject property is located south of the cul-de-sac on Gateway Boulevard and north of interstate 694. The subject property is currently owned by Roberts Management Group. As the image on the next page illustrates, the proposed site is heavily encumbered by easements, right of way and wetlands. The site also has topography constraints. All of the encumbrances on the site restrict the development potential of the site. Concept Plan Proposal: The Applicant is proposing to utilize the existing site constraints by constructing an interior climate controlled self-storage facility into the existing hillside. The proposed self-storage facility would have a footprint of 34,000 square feet. The proposed building would be three stories in height for a gross floor area of 102,000 square feet. On the north side of the building the Applicant is proposing to make use of the existing site topography and add a second level drive into an unloading area. There is also a ground level unloading access located on the eastern side of the building. The gross floor area includes offices as well as storage area and access. The land use category most similar to this use would be warehousing, which has the following definition in the Zoning Code: “the storage and distribution of materials and equipment within an enclosed building, but not including personal storage facility.” While the Zoning Code does not have a land use category for self-storage facilities, this use is specifically prohibited in certain districts. The special requirements for the B-2 District and Gateway Business District state that “mini storage facilities” are prohibited to locate within those districts. If the applicant were to move forward with the proposed development, an amendment to the Zoning Code would be required to create a new land use category for a climate controlled self- storage facility. If the City Council is supportive of this request, staff will complete an analysis of the existing Gateway Business district standards and provide that along with a recommendation for a potential ordinance amendment at a future workshop meeting. At the March 25, 2019 City Council meeting, the City Council moved forward with restricting tobacco sales within the City of Arden Hills; those restrictions included increasing the age to purchase tobacco to twenty-one and banning the sale of flavored tobacco products throughout the city. The memo from that City Council meeting is attached for referenced (see Attachment A). This item is being brought forward for the Council to consider whether or not it wants to rethink the complete ban on flavored tobacco products and if it should apply to businesses that derive ninety percent or more of their revenue from tobacco sales. Background The City Council has previously discussed potential amendments to City Code, Chapter 3, Section 350 relating to tobacco sales in the city. The Council provided the opportunity for formal public input from the tobacco sales vendors at its October 15, 2018 work session, the general public at a November 13, 2018 public hearing, as well as at a public hearing earlier this evening. Over the past several months, the Council has also received comments and communications via email from various parties. Following City Council direction per the January 2019 work session, staff worked with the City Attorney regarding proposed language amendments to Chapter 3, Section 350 that include raising the age to purchase tobacco to 21 and regulating (banning) the sales of flavored products (fruit, candy, gum, wintergreen, mint and menthol) in the city as a whole, including adult-only tobacco establishments. The current draft amendment (see Attachment A) was published on the City’s website 10 days prior to the public hearing, per State statute. Should Council adopt the amendment as proposed, a summary ordinance will be published in the next issue of the Shoreview-Arden Hills Bulletin. A memo and presentation from CTV are attached. Attachments Attachment A: Memo from CTV Attachment B: PowerPoint Presentation from CTV Arden Hills City Council Audio/Video Upgrade Prepared By: CTV North Suburbs Staff, Pat Cook and Dana Healy This document provides a qualitative report on the current state of the equipment, the intended goals for the upgrade, and the reasoning behind the equipment purchases. The document also provides insight on cost saving possibilities. 1.​ ​Current State of Equipment The current state of the equipment is standard definition cameras. There are three cameras located in the chambers in cubby holes on the back and side walls. The cubby holes drastically cut down on the ability to frame video shots within the chambers. More strategically placed cameras can alleviate this problem. The speakers and audio system are in good working order. There are no issues with the audio equipment. The projector is uniquely large and is strongly utilized for presentations, however the picture can be grainy. It is a rear projection system, which utilizes a small room off to the side of the chamber. There is a document camera located in the ceiling that is also standard definition. This document camera is rarely used. The dais houses individual monitors with power, internet, as well as microphones. These monitors are in good working order. 2.​ ​Goals for the Equipment Upgrade 1.​ ​To increase the quality of the video production equipment to high definition. 2.​ ​To create a similar audio visual set up to the surrounding cities in order to increase the backup roster of employees to produce the meetings. 3.​ ​To provide more flexibility in the shot choice by not mounting the cameras cubbies. 4.​ ​To provide ease of use for presenters to hook up equipment. 3.​ ​Suggestions for Improvement The Production System is the chain of equipment that creates the video and audio signal for cable and web transmission. When updating cameras to HD, the subsequent equipment in the chain must also be upgraded in order to process the amount of data that is transmitted. We recommend replacement of the production switcher, the cameras, terminal equipment, and the control room monitors. The production switcher is the main control that changes the video input to the appropriate shot or graphic. Production Switcher category of the quote has the switcher, interface, and the corresponding power supplies. This particular production switcher is the same interface that North Oaks and Falcon Heights use. It provides a simple, user friendly interface, which is important for backup producers to have. We want to create a simple, easy to use system. It is a computer based switcher. The terminal equipment includes the recording and transmission devices. These are essential to relay the content for cablecast and recording. In this category, this equipment ensures audio is synced, and video is converted properly. This equipment is critical and cannot be substituted. Test monitors are important to ensure the video signal is viewed properly. There may be minor cost savings with different vendors in this category. Recording and Streaming ensures we record a local backup and stream the proper signal for on air and web transmission. This equipment is also critical and cannot be substituted. Arden Hills has already purchased the web streaming appliance, which is called a HELO, is in the process of being installed. The network and computer section is related to signal transmission over IP video. A robust internet switch is necessary to ensure high quality video. The XPression computer is a graphics generator that provides high quality graphics during the meetings. Graphics are important for viewers, as it helps viewers identify agenda items being discussed. There are two options for PTZ (Pan, tilt, zoom) cameras that fit within budget. The prefered cameras, which were installed at Little Canada, Mounds View, New Brighton, Roseville and St. Anthony, provide a crisper higher-quality camera image. The alternative, less expensive option was installed by Falcon Heights and North Oaks. There is an approximate cost savings of $11,500 with the secondary cameras. We are also recommending a fourth, static camera in the back of the room for a wide shot. A fixed camera is the fraction of the cost of the PTZ cameras, but it provides more versatility to adapt to the needs of the meeting space and video coverage. The presentation equipment is designed to make the integration of presentation easy, with a plug and play approach. We are recommending keeping the existing projector. The projector in place is functional. Keep in mind, the bulbs for the projector will become more costly and eventually be discontinued as technology trends change. If upgrading the projector is of interest, we can recommend video walls, which can be built to the size of the projector. We can prepare more research in this area. Since we are updating the signal source to high definition, we need to ensure the other video sources have the same resolution, which is why it is necessary to update the presentation side of the equipment. We did not recommend a document camera because it is rarely utilized. The audio equipment has room for updates. Although the equipment in place is in good working order, and can be utilized in the new integration, the City may want to consider updating it. Related to the microphones on the dais, the proposed microphones have mechanisms that eliminate cell phone interruption in the signal, which will create a cleaner sound. If we retained the current audio set up, that would be a cost savings of $2,500. Related to the wireless microphone, beginning in July, we will not be able to utilize certain radio waves as they will be privativez. The new wireless microphone would be on a different wavelength. Finally, the Personal PA pack system is an assistive listening device. We would recommend adding this for inclusiveness for meeting attendees with listening difficulties. Related to supplies, this is an approximate calculation to cover necessary cabling, connectors, and mounts. Related to installation, this is the approximate cost for 200 hours of cable technician and 90 hours of project management, design, and integration. 4.​ ​Tentative Timeline June 3rd - Final design, cost, and contract. July 8th - Approximate date for equipment delivery. July 17-26th - Installation dates that would have the least impact on the meeting schedule. July 30th - Final walk through and sign off on the project. Background The annual State of the City events provide businesses and residents with information about City projects and goals. The 2018 event was held at the Tavern Grill restaurant and then a video of the presentation was shown at a later date at City Hall to interested persons. The morning event was videotaped and aired on CTV Channel 16 and available online. The State of the City has generally followed a consistent PowerPoint presentation format with topics including the City’s finances, TCAAP and other development projects, new business news and expansion stories, and engineering, public works and parks updates. Representatives from the Minnesota Department of Transportation have also been invited each year to provide updates on local transportation projects. Discussion Staff would like to have a discussion with the Council about the event, including intended audiences, timing, location, content and format in light of staff observations/recommendations and EDC recommendations. Audiences • Businesses and residents may have different presentation needs. Does the same presentation work for both audience types? • Would residents want more information or be more likely to attend an evening presentation that included brief remarks and a chance to talk with city council and staff? Would they want the option of visiting city booths? Content/Timing • Most of the information that’s presented has already been covered in the city newsletter. Should the event be held in the winter to talk about all that is upcoming for the year? • Is there a way to include the Chamber as a speaker, business card drawing for local discounts and giveaways, membership pitch? • For resident audiences, could we have a drawing for a free Park and Rec class, or something? • With recent TCAAP developments, what questions should be anticipated? Is this a format that will handle questions? • Do we want to feature many topics, or do a deep dive in one or two main areas of focus? Location A.M. • The Tavern Grill is a great location for parking and food. It is not ideal for business presentations that include slide show displays. Other locations discussed include Marsden Room, SpringHill Suites Hotel, Boston Scientific P.M. • Showing a videotape of the council, while the council is seated in the audience feels awkward. Can the evening event be geared more toward residents? Different format? Or same presentation, but live? More residents? • Some cities are taking their State of the City meetings online. Airing them on Facebook live, soliciting questions prior to the event, hosting via a webinar type format, etc. Role of EDC • What role has the EDC historically played in the events? • Last year, they were primarily a fiscal host. The costs come out of the EDC budget. • EDC members have been asked, but have not been able to assist with in-person event promotion (via business visits). • Is this more of a citywide event put on by city staff? What role do we want the EDC to play before or at the event? • An early May meeting generated the following ideas/questions, in addition to some already outlined above: o Should the State of the City have informational booths? (i.e. City Departments, Chamber of Commerce, Ramsey County Recycling) o Should the presentation spotlight businesses that reinvested in 2018? o Should the State of the City be an opportunity for community engagement? (i.e. photo contest, landscaping awards etc.) o Who should present? Mayor vs. all councilmembers? Page 1 of 2 AGENDA ITEM – 1F MEMORANDUM DATE: May 20, 2019 TO: Honorable Mayor and City Councilmembers FROM: Dave Perrault, City Administrator SUBJECT: Community Development Staffing Budgeted Amount: Actual Amount: Funding Source: $235,230 $225,590 Various Background The Community Development Department currently has a vacancy for a Community Development Director, and from a planning perspective, currently is only staffed by the City Planner, Mike Mrosla, with assistance by Bolton and Menk on an as needed basis (typically, limited hours Tuesdays and Thursdays and select Wednesdays). Previously, this department also had an Associate Planner to assist the department. The Personnel Committee discussed the current makeup of the department, and agreed that additional support would benefit the department. One recommendation the Personnel Committee discussed is to upgrade the current City Planner position, Mike Mrosla, to a combination of a Community Development Manager/City Planner and hire an Associate Planner that would report to the Community Development Manager/City Planner. The Community Development Manager/City Planner would be responsible for the planning, economic development, recycling and other Community Development functions, but would hand day-to-day activities and minor planning cases to the Associate Planner. This would allow the Community Development Manager/City Planner to focus on larger more complex cases and economic development within the City. The City would still retain Bolton and Menk on an as-needed basis to assist, however, it is anticipated this would mostly entail guidance and mentorship to the Community Development Manager/City Planner when applicable, and would not be needed for day-to-day activities. During this time, the Building Official and Building Inspector would report to the City Page 2 of 2 Administrator. This allows the flexibility of future growth for the City Planner, and to ensure a smooth planning function for the City. It is recommended the Associate Planner be brought in at Grade 11 ($57,873 to $73,312). It is recommended the Community Development Manager/City Planner range be Grade 16 ($77,447 to $98,108). Taking into account the vacant Community Development Director position (currently budgeted at $110,047), upgrading the City Planner and hiring an Associate Planner but leaving the Community Development Director vacant leads to a net savings for the City of approximately $10,000 (i.e. this does not adversely affect the budget). A breakdown of the budget impact is below - note the below table includes both salary and benefits.
