CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, MAY 21, 2019, 6:30 PM ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Rich Straumann called the May 21, 2019 meeting of the Parks, Trails, and Recreation Committee to order at 6:30 p.m. MEMBERS PRESENT: Chair Rich Straumann, Committee Members Terry Finlay, Paul Beggin, Harold Petersen, Dan Dietz, Tim Nelson and Nancy O’Malley OTHERS PRESENT: Staff Liaison Sara Knoll and City Council Liaison David Grant ABSENT: John Van Valkenburg 1. APPROVAL OF AGENDA MOTION: The agenda was unanimously approved by the Committee. 2. APPROVAL OF MINUTES A. April 16, 2019 PTRC Minutes Staff Liaison Knoll noted there were two more donations made. A $2,500 donation was received from the University of Northwestern and a $1000 donation was received from Graco and Dan Dietz. MOTION: The minutes were approved by the Committee with the additional donations noted. 3. UNFINISHED BUSINESS 4. NEW BUSINESS A. Ramsey County – Rice Creek North Regional Trail Master Plan (Draft 4-1-2019) Chair Straumann noted that Ramsey County had released this report reviewing proposed changes to the trails in the Rice Creek Corridor from Shoreview through Arden Hills and into Long Lake Regional Park in New Brighton. Discussion will center on the central portion of the trail from County Road I through County Road H and along the AHATS border. Parks, Trails & Recreation Committee Meeting Minutes May 21, 2019 Page 2 Chair Straumann reviewed page by page highlights from the master plan document. Discussion ensued. 5. REPORTS Committee Member O’Malley mentioned that there is a broken/sagging fence on the new path by the underpass near Bethel University. Committee Member Dietz said at 1366 Indian Oaks Trail the trees have been clear cut through to the trail and a huge willow tree was also cut down. Staff Liaison Knoll noted that next month the committee will have their annual trail and park tour. She will also try to get a TCAAP tour scheduled. A summer fun event at one of the trial heads off of County Road H could still be planned, engagement from members is needed. City Council Liaison Grant presented the Rotary Foundation Paul Harris Fellowship Award which is given to one individual per year in appreciation of tangible and significant assistance given for the furtherance of better understanding of friendly relations among people of the world. Awarded to Paul Beggin for his work with the City, the Rotary and Sports Commission over a significant amount of time. 6. The building will include a combination of independent living, assisted living, memory care and skilled nursing units. The property is located at 1718 Parkshore Drive. MEMORANDUM DATE: July 18, 2019 TO: Parks, Trails and Recreation Committee FROM: Mike Mrosla – Community Development Manager/City Planner SUBECT: Summit Development Request for Land Exchange Property Location: 1718, 1720, 1722 Parkshore Drive and 4177 Old Highway 10 _____________________________________________________________________________________________ City of Arden Hills PTRC Meeting for July 18, 2019 P:\Planning\Planning Cases\2019\19-002 - Summit Development - PUD, CPA, RZ, PP, FP Page 2 of 4 Land Exchange The City owns an approximately 4-acre parcel of land bordering the site on the west and extending north to the south side of Round Lake. This property is identified as part of the Arden Hills park system in both the 2030 and 2040 Comprehensive Plans; however, there are no current plans by the City to construct recreational amenities onsite. The development proposal involves an exchange of 0.37 acres of parkland for 0.03 acres of the Applicant’s property, as shown on the map below. The location of the proposed building triggers the need for the land exchange. As part of the early planning process, the developer met with neighboring property owners. During these meetings, the adjacent property owner to the east requested the Applicant shift the building further to the west to provide more distance between the new building and the existing home. The proposed location of the building would mitigate the property owner’s concerns. Park Improvements In return for allowing the land exchange, the Applicant is proposing to construct an 8-foot-wide bituminous trail with senior oriented workout stations. The Applicant is proposing five (5) to six (6) workouts stations. Each station will have senior oriented fitness equipment. The Applicant is proposing exercise equipment where the user remains seated as well as including accessible exercise options. The proposed equipment will be designed for all weather conditions. The equipment is designed for sitting related exercises and is safe for most users. The fire lane starts just to the west of the main entrance off the cul-de-sac. The fire lane access is 20 feet wide and has a surmountable curb. It is intended to serve a double purpose as both an access road and a public trail. To make the fire lane more of an amenity, the Applicant is proposing to paint shuffleboard courts as shown on the image above. Signage will be placed at the start of the fire lane delineating it from the building access drive. Park Dedication For a subdivision that results in new dwelling units in excess of eight units per acre, Section 1130.08 of the Subdivision Ordinance permits the City to require the applicants to dedicate up to ten percent of the buildable land area in the subdivision or to pay a park dedication fee of up to twenty percent of the property’s land value at the time the final plat is approved. In 2019, Ramsey County assigned an estimated market value of $745,500 to the three parcels included in this development. State Statutes require the City to use the value of the property prior to development when determining park dedication requirements. This means that the park dedication requirement, if it were paid in a fee, would be $149,100. To meet this obligation, the applicants have proposed to construct a sidewalk along the south side of Parkshore Drive from the end of the cul-de-sac to Snelling Avenue. This creates a connection to the existing trail along Snelling Avenue. The applicant is also proposing to construct a loop, approximately 565 feet in length, in the existing park land. This loop also includes six exercise stations. The cost of these improvements can be deducted from the total park dedication requirements. At this time, staff anticipates the developer will cover the gap between the park dedication requirement and the cost of the improvements. _____________________________________________________________________________________________ City of Arden Hills PTRC Meeting for July 18, 2019 P:\Planning\Planning Cases\2019\19-002 - Summit Development - PUD, CPA, RZ, PP, FP Page 4 of 4 Planning Commission Recommendation According to Minnesota Statutes 462.356, subdivision 2, the City must make a determination that the sale of the land is in conformance with the adopted Comprehensive Plan. Specifically, the State Statute reads: “No publicly owned interest in real property within the municipality shall be acquired or disposed of, nor shall any capital improvement be authorized by the municipality or special district or agency thereof or any other political subdivision having jurisdiction within the municipality until after the planning agency has reviewed the proposed acquisition, disposal, or capital improvement and reported in writing to the governing body or other special district or agency or political subdivision concerned, its findings as to compliance of the proposed acquisition, disposal or improvement with the comprehensive municipal plan.” Section 220.03, Subd. 2, of the City Code designates the Planning Commission as City’s Planning Agency. As such, the Planning Commission is tasked with determining whether the proposed land exchange is consistent with the Comprehensive Plan. The Planning Commission considered this application at their July 10, 2019 meeting. At that time the application was approved by a 6-0 vote. The Planning Commission supported the proposed land exchange and the proposed park improvements. A condition of approval for the project requires the applicant to maintain all of proposed sidewalks, trails and exercise equipment until a written agreement between the City and owner establishes a different requirement. This will also be memorialize in the operations and maintenance agreement between the city and the developer. Parks, Trails and Recreation Committee Role Section 720.09 of the City Code requires any “proposal to divert recreational areas to other uses or to dispose of recreational areas shall be forwarded to the City's park and recreation committee for review and recommendations.” The PTRC should make a recommendation to the City Council to approve or deny the requested land exchange. We believe this wellness initiative serves our proposed development as well as the entire community that choses to use this public park. The equipment highlighted in our proposal is meant to serve as an example of senior fitness equipment that is safe for most users. Choosing equipment where the user remains seated was a priority as well as including accessible exercise options.
