CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, MARCH 19, 2019, 6:30 PM ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Rich Straumann called the March 19, 2019 meeting of the Parks, Trails, and Recreation Committee to order at 6:30 p.m. MEMBERS PRESENT: Chair Rich Straumann, Committee Members John Van Valkenburg and Paul Beggin OTHERS PRESENT: Interim Public Works Director/City Engineer Sue Polka, Staff Liaison Sara Knoll, Dan Dietz ABSENT: Nancy O’Malley, Harold Petersen, Terry Finlay and City Council Liaison David Grant 1. APPROVAL OF AGENDA MOTION: The agenda was unanimously approved by the Committee. 2. APPROVAL OF MINUTES A. January 15, 2019 PTRC Minutes MOTION: The minutes were unanimously approved by the Committee. 3. UNFINISHED BUSINESS 4. NEW BUSINESS A. 2019 PTRC Meeting Dates Discussion centered on ideas for a park and trail tour. B. Hazelnut Park Improvements Interim Public Works Director/City Engineer Sue Polka said the City would work with the church to acquire the parking lot and rebuild it, and get a trail to the new warming house location. A future trail will go along New Brighton Road and connect to the existing trail on the west side of Parks, Trails & Recreation Committee Meeting Minutes March 19, 2019 Page 2 the hockey rink and ultimately a trail will be built on the west side of the parking lot to the south side of the park. A rain garden is being proposed in the center of the parking lot. Staff Liaison Sara Knoll noted there are now two soccer fields at the park. Staff Liaison Knoll said parking lot Concept A would be a better for dropping off children at the park. Interim Public Works Director/City Engineer Polka mentioned the picnic shelter will be getting a new roof. C. Cummings Park Improvements Interim Public Works Director/City Engineer Polka said they’ve been working with WSB on a new layout. The wooden boundary will be removed and replaced with a flat ribbon curb and sidewalk entrance from the existing trail. The old equipment will be removed and refurbished at no cost to the city by Bauer Brothers. Proposals for the playground equipment were received, WSB recommended the Little Tykes submission. Staff Liaison Knoll said that equipment has options for both 2-5 year olds and 6-12 year olds as there are two different age groups in the Playground Program. PTRC Members reviewed the proposals provided and also recommended the Little Tykes Option. Interim Public Works Director/City Engineer Polka will follow up with Boston Scientific regarding the basketball court contribution and a potential volleyball court. D. 2018 Completed Projects Chair Rich Straumann noted the Snelling Avenue trail is open. Interim Public Works Director/City Engineer Polka said Xcel will be providing money to replace the garden at Lindey’s park. Committee Member John Van Valkenburg noted the County Road F trail is finished. Chair Rich Straumann said Johanna Marsh was completed. Staff Liaison Knoll said the Perry Park dog park is very well used, and she felt they should work on improving that dog park. Discussion ensued regarding the future roundabout at Lindey’s corner and the Moundsview High School project. E. 2019 PTRC Goals Interim Public Works Director/City Engineer Polka said there will be hard court reconstruction of the tennis/basketball court at Hazelnut Park and at Royal Hills Park. REPORTS Staff Liaison Knoll noted the Spring/Summer Recreation Guide went to residents. She will provide class participation numbers from winter at the next meeting. The Ramsey County Library reached out to the Parks and Recreation Department to plan some Pop-Up Library Events at Arden Hills Parks this summer. 6. NEXT MEETING The next PTRC Committee meeting is scheduled for Tuesday, April 16, 6:30 p.m. at City Hall. Nicholas is an Arden Hills Resident who would like to speak to PTRC Members about the Rice Creek Watershed District. MEMORANDUM DATE: April 16, 2019 TO: Parks Trails and Recreation Committee FROM: Sara Knoll, Parks and Recreation Coordinator SUBJECT: Lindey’s Park Background At the Arden Hills Council Meeting held on Monday, March 25th an Arden Hills Resident spoke during the public inquiries regarding Lindey’s Park. This resident and surrounding neighbors would like to discuss the possibility of having the baseball backstop reinstalled at Lindey’s Park. Lindey’s Park has been home to a lot of different activities and park users. Some of the activities that have been included at Lindey’s Park are: bocce golf course, baseball backstop, open field space, Ultimate Frisbee practice space and outdoor fitness and yoga classes. I will bring costs forward to the next PTRC Meeting on installation of fencing. Action Requested An open discussion about Lindey’s Park will take place at the meeting. Do the PTRC Members think it would be a good idea to put a backstop at Lindey’s Park? Please be ready to share your thoughts. MEMORANDUM DATE: April 16, 2019 TO: Parks Trails and Recreation Committee FROM: Sara Knoll, Parks and Recreation Coordinator SUBJECT: 2019 Donations Letters Background The PTRC Chair and Staff Liaison sent out donation letters to all of the local business in Arden Hills and surrounding areas. We have received a $1000.00 donation from Dan Dietz and Graco for the purchase of supplies for the Floral Park Garden Club. We also received a bench/plaque donation from Nicholas Roberts. The Cummings Park Basketball Court (2 hoops) should be getting installed this summer. We are waiting on another donation from Boston Scientific. Action Requested The PTRC Committee should come up with other improvement projects that members would like to focus on this year. The City of Arden Hills had 4 rinks open this season – Cummings Park, Freeway Park, Hazelnut Park and Perry Park. Hazelnut Park had a temporary warming house brought in to be used for this winter. This year Freeway had the most use with around 1300 skaters. Please see attached spreadsheet with the data.
