PARKS, TRAILS AND RECREATION COMMITTEE MEETING
TUESDAY, MAY 21, 2019, 6:30 PM

CALL MEETING TO ORDER
Chair Rich Straumann called the May 21, 2019 meeting of the Parks, Trails, and Recreation
Committee to order at 6:30 p.m.
MEMBERS PRESENT: Chair Rich Straumann, Committee Members Terry Finlay, Paul Beggin,
Harold Petersen, Dan Dietz, Tim Nelson and Nancy O’Malley
OTHERS PRESENT: Staff Liaison Sara Knoll and City Council Liaison David Grant
ABSENT: John Van Valkenburg
1. APPROVAL OF AGENDA
MOTION: The agenda was unanimously approved by the Committee.
2. APPROVAL OF MINUTES
A. April 16, 2019 PTRC Minutes
Staff Liaison Knoll noted there were two more donations made. A $2,500 donation was received
from the University of Northwestern and a $1000 donation was received from Graco and Dan
Dietz.
MOTION: The minutes were approved by the Committee with the additional donations noted.

4. NEW BUSINESS
A. Ramsey County – Rice Creek North Regional Trail Master Plan (Draft 4-1-2019)
Chair Straumann noted that Ramsey County had released this report reviewing proposed changes
to the trails in the Rice Creek Corridor from Shoreview through Arden Hills and into Long Lake
Regional Park in New Brighton. Discussion will center on the central portion of the trail from
County Road I through County Road H and along the AHATS border.

Chair Straumann reviewed page by page highlights from the master plan document.
Discussion ensued.
5. REPORTS
Committee Member O’Malley mentioned that there is a broken/sagging fence on the new path by
the underpass near Bethel University.
Committee Member Dietz said at 1366 Indian Oaks Trail the trees have been clear cut through to
the trail and a huge willow tree was also cut down.
Staff Liaison Knoll noted that next month the committee will have their annual trail and park
tour. She will also try to get a TCAAP tour scheduled. A summer fun event at one of the trial
heads off of County Road H could still be planned, engagement from members is needed.
City Council Liaison Grant presented the Rotary Foundation Paul Harris Fellowship Award
which is given to one individual per year in appreciation of tangible and significant assistance
given for the furtherance of better understanding of friendly relations among people of the world.
Awarded to Paul Beggin for his work with the City, the Rotary and Sports Commission over a
significant amount of time.
6. NEXT MEETING
The next PTRC Committee meeting is scheduled for Tuesday, June 18, 6:30 p.m.
