CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, JULY 16, 2019, 5:00 PM ARDEN HILLS CITY HALL CALL MEETING TO ORDER Staff Liaison Sara Knoll called the July 16, 2019 meeting of the Parks, Trails, and Recreation Committee to order at 5:00 p.m. MEMBERS PRESENT: Committee Members John Van Valkenburg, Terry Finlay, Paul Beggin, Harold Petersen, Dan Dietz OTHERS PRESENT: Staff Liaison Sara Knoll, Interim Public Works Director and City Engineer Todd Blomstrom, Community Development Manager/City Planner Mike Mrosla, City Council Liaison David Grant and Summit Development Partner Jamison Kohout ABSENT: Chair Rich Straumann, Committee Members Nancy O’Malley and Tim Nelson 1. APPROVAL OF AGENDA MOTION: The agenda was unanimously approved by the Committee. 2. APPROVAL OF MINUTES A. May 21, 2019 PTRC Minutes MOTION: The minutes were approved by the Committee. 3. UNFINISHED BUSINESS 4. NEW BUSINESS A. Summit Development Request for Land Change Community Development Manager/City Planner Mrosla stated that Summit Development to construct a three story senior living complex located at 1718 Parkshore Drive. The City owns the adjacent park space to the west. Summit Development is asking the City to do a land exchange to square off the property; in exchange for 0.37 acres of park land, Summit Development will give the city 0.03 acres of their property. In return for allowing the land exchange, Summit Development is proposing to construct a 20 foot wide fire lane access with surmountable curb. The fire lane starts just to the west of the main entrance off the cul-de-sac. It is intended to serve a double Parks, Trails & Recreation Committee Meeting Minutes July 16, 2019 Page 2 purpose as both an access road and a public trail, and they plan to paint shuffleboard courts on a portion of the fire lane. Summit Development is also proposing an 8-foot-wide trail with 5 or 6 senior oriented workout stations, plus provide parking and access to the trail. They are proposing exercise equipment where the user remains seated as well as including accessible exercise options. The proposed equipment will be designed for all weather conditions. Community Development Manager/City Planner Mrosla said Minnesota State Statutes requires the sale of the land to be in conformance with the adapted Comprehensive Plan, and Section 720.09 of the City Code requires any “proposal to divert recreational areas to other uses or to dispose of recreational areas shall be forwarded to the City's park and recreation committee for review and recommendations.” The PTRC should make a recommendation to the City Council to approve or deny the requested land exchange. Community Development Manager/City Planner Mrosla noted that the park dedication requirement, if paid in a fee, would be $149,000. To meet this obligation, Summit Development has proposed to construct a sidewalk along the south side of Parkshore Drive from the end of the cul-de-sac to Snelling Avenue. This creates a connection to the existing trail along Snelling Avenue. The City will also ask Summit Development to maintain the park space trail and equipment as part of the agreement. Committee Member Finlay suggested that until the trails that will connect to these proposed trails are constructed, Summit Development should maintain the trails they are installing. Community Development Manager/City Planner Mrosla responded that the City will be requesting the developer to maintain the trails until such time as they have a new agreement. He mentioned that Summit will be planting more trees on the site and benches overlooking the park space. Summit Development Partner Kohout said that signage will be place put at the parking spaces to designate them as park parking only. Interim Public Works Director and City Engineer Blomstrom pointed out that a portion of the fire access road is on the park property and as a condition of approval there will need to be an easement to preserve the developers right to have the fire lane. Discussion ensued regarding park dedication fees and potential plowing of the trail in the park area. Community Development Manager/City Planner Mrosla said if the Committee supports the proposed plan, it will go before the City Council on July 22 for approval.
