HomeMy WebLinkAboutSeptember 2019The Official City Newsletter for Arden Hills Residents September 2019 Summit Development to Build 120-Unit Senior Living Community with Park and Trails The Arden Hills City Council recently approved a plan for a new 120-unit senior housing community west of Old Highway 10 on vacant land south of Parkshore Drive. The proposed development will include memory-care suites, assisted-living units and independent-living apartments. The project is slated to begin in 2020 and take 18 months to build. The community and care will be managed by Walker Methodist. Proposed amenities include craft rooms, library, health and exercise center, salon, deli and theater. The project also will include new trails around the property, along with exercise stations and shuffleboard courts on adjoining park land. The park land is owned by the city and will be developed as part of the approved project. The park will be available for the Arden Hills community to use. The exercise stations will be geared to seniors, allow users to remain seated and have accessible options. One station will have play equipment for children. City Seeks Volunteers for Commissions and Committees The City of Arden Hills will begin construction of drainage improvements along Colleen Avenue on September 9. Construction activities include storm sewer improvements, street & curb rehabilitation (patching), and turf restoration on Colleen Avenue between James Avenue and Norma Avenue. Colleen Avenue will be closed to thru traffic at times while construction is underway. Improvements also include work on the storm sewer impacting the trail behind Colleen Avenue and Colleen Court. The trail will be closed during construction. Construction Begins September 9 on Colleen Avenue The U.S. Census Bureau began address canvassing last month for the 2020 Census count. Census employees who go door to door will have an official identification card with the employee's name, picture and an expiration date. Their laptop computers and black canvas bags will have a Census Bureau logo on them. Visit census.gov to learn more about how a complete census count benefits our community. U.S. Census Bureau Employees to Wear IDs and Logos Absentee voting for the November 5 General Election opens September 20 and will include the County Special Election for County Commissioner in District 1, which includes Arden Hills, and school board elections for Mounds View Public Schools and Roseville Area Schools. Absentee Voting Opens September 20 for November 5 General Election for County Commissioner and School Board Lexington Avenue Construction Project Delayed to 2021 Ramsey County is delaying the planned Lexington Avenue Reconstruction project to 2021. The project will include reconstructing the aging and deteriorating pavement, replacing traffic signals and improving pedestrian and bicycle facilities from County Road E to I-694. Improvements also will include water main, sanitary sewer, storm sewer and water treatment in the project area. All items approved unanimously by 5-0 vote. July 8, 2019 • Approved a contract with North Suburban Access Corporation dba CTV North Suburbs to upgrade the City’s Council A/V equipment to improve the visual and sound quality of meeting broadcasts from the Council Chambers. • Conducted a public hearing and considered an amendment to a March 25, 2019 ordinance change that banned the sale of flavored tobacco products. The Benchmarks: A Review of Recent City Council Action proposed amendment exempted any adult-only tobacco establishment whose license was in existence on or before March 25, 2019 from the flavor restriction. The amendment did not pass. The Council did, however, extend the compliance date for the removal of flavored tobacco products to December 31, 2019. July 22, 2019 • Appointed Joseph Hartmann as Associate Planner beginning in August 2019. Homeowners who live adjacent to city parks and trails are required to remove any private property from city-owned trails. To help preserve and protect shared parks and trails, city staff want to work with neighbors and others who enjoy our parks to clarify boundaries and promote proper use of park lands. Along the edges of city parks and trails it can be easy to encroach into public lands. These activities are essentially privatizing what should be public open space and are prohibited. If you have encroached into public land, please take the necessary corrective action. Business Briefs Consider Ways to Divert Rain From Stormdrains Residential landscaping projects can help decrease stormwater runoff and pollution. Consider installing the following projects: Permeable Pavement - Traditional concrete and asphalt don’t allow water to soak into the ground. Instead these surfaces rely on storm drains to divert unwanted water. Permeable pavement systems allow rain and snowmelt to soak through, decreasing stormwater runoff. Rain Gardens & Grassy Swale Specially designed areas planted with native plants can provide natural places for rainwater to collect and soak into the ground. Rain from rooftop areas or paved areas can be diverted into these areas rather than into storm drains. Vegetated Filter Strips - Filter strips are areas of native grass or plants created along roadways or streams. They trap the pollutants stormwater picks up as it flows across driveways and streets. Article: Environmental Protection Agency Hundreds of Mounds View High School students are crossing Valentine Road to get to and from the high school in the morning and afternoon. Please drive with caution and stop for pedestrians. Crosswalks and signs are in place. A portion of the parking lot has been permanently relocated across Slow Down and Stop for Students at Mounds View High School the street at the former school bus garage. The parking change is part of the district's high school renovation plans, which also include a new two- story classroom building and a three-story classroom addition, a gymnasium, fitness center and more. Construction is scheduled for completion in fall of 2021. Tennis Court Repairs and Park Buckthorn Removal Underway The city is repairing tennis courts at Cummings Park to prevent surfaces from deteriorating. Tennis courts at Royal Hills Park are being recon- structed this fall. Buckthorn is being removed from city parks, including Cummings, Floral and Hazelnut parks. The plant is part of International Paper Company, one of the world's leading producers of fiber-based packaging, pulp and paper. Three things to know 1) The facility converts rolls of kraft or white linerboard and medium into flat sheets for further processing on a machine called a Corrugator. From there, seven pieces of converting equipment convert the flat sheets into boxes of all shapes and sizes, from small shipping boxes to jumbo sized boxes able to hold a refrigerator or large piece of furniture. The process involves printing, cutting, folding, gluing and stacking – all in one pass from start to finish. 2) The facility has more than 1,000 different specifications that are produced regularly. No job is identical and every day is different in the box plant. 3) The Arden Hills location services many of the top box users in the industry. Customers come from many diverse industries such as food packaging, furniture and window manufacturers, dry goods shippers, electronics manufacturers, chemical manufacturers and many others. The plant operates 24 hours a day, five days per week. It opened in 1969 and currently employees 104 people.
