CALL MEETING TO ORDER
Chair Rich Straumann called the September 17, 2019 meeting of the Parks, Trails, and Recreation
Committee to order at 5:02 p.m.
MEMBERS PRESENT: Chair Rich Straumann, Committee Members Terry Finlay, Paul Beggin,
Harold Petersen, Dan Dietz
OTHERS PRESENT: City Council Liaison David Grant, Staff Liaison Sara Knoll, Interim
Public Works Director/City Engineer Todd Blomstrom, Jill Anderson and Marie Hinton
ABSENT: Committee Members Nancy O’Malley, John Van Valkenburg and Tim Nelson
Marie Hinton and Jill Anderson shared their background and why they’d like to participate in
joining the PTRC Committee.
1. APPROVAL OF AGENDA
MOTION: The agenda was unanimously approved by the Committee.

A. July 16, 2019 PTRC Minutes
MOTION: The minutes were approved by the Committee.

A. PTRC Meeting Dates
Chair Straumann noted the dates are on the third Tuesday of the month, and the Committee
usually takes a tour in June and a joint Committee/Commission barbeque in July, and they don’t
meet in August.
Staff Liaison Knoll said there wasn’t a January meeting scheduled due to the City Council
meeting that same night and asked if they would like to have a meeting another night instead.

B. 2020 PTRC Work Plan
Chair Straumann recapped what trails and park projects were done in 2019, and reviewed the list
of potential items for 2020.
Discussion ensued regarding playground structures, donation request letters, and possible workout
stations at Cummings Park.
Interim Public Works Director/City Engineer Blomstrom described the proposed
improvements for the Perry Park Dog Park, including removing the infield material, adding topsoil
and sod, planting some trees, potentially building a small shade structure and options to lower the
backstop fencing.
Discussion ensued regarding a shade structure for the dog park, and potential spots for additional
curb cuts.
Interim Public Works Director/City Engineer Blomstrom said a feasibility report study is
underway for Old Snelling/County Road E, and they will be looking at options for potentially
putting a trail along one side of Old Snelling south from Lindy’s corner.
City Council Liaison Grant said he’d like the Committee to give the City Council a list of trail
connection priorities.
Chair Straumann responded that they’d like to see segments on Old Snelling from Lindy’s to
Hwy 51, E2 to Lake Valentine Road, and Lake Valentine Road to Hwy 96, moving south to north.
Discussion ensued regarding other possible east/west trail segment locations.
Interim Public Works Director/City Engineer Blomstrom gave an update on the road crossings
on Hamline Avenue near Floral Park.
C. Cummings Park & Royal Hills Park Court Improvements
Staff Liaison Knoll said the basketball court and tennis court at Royal Hills are being redone and
are in progress. Cummings Park basketball court and tennis courts are being resurfaced.
Interim Public Works Director/City Engineer Blomstrom noted the courts at Cummings park
are being resealed, the tennis court at Royal Hills had to be sub cut, concrete was poured along the
border and it needs to cure before they can finish the court.
D. 2019 Spring/Summer Participation
Staff Liaison Knoll referenced the participation lists provided. There were an additional 186
participants in programs this season. New senior classes were also provided. The recreation
programmer evaluates the numbers and makes decisions on eliminating classes.

5. REPORTS
City Council Liaison Grant said the temporary warming house for Hazelnut Park will be
delivered, there are ongoing discussions regarding the parking lot. Buckthorn removal will also
take place.
Committee Member Beggin said a dome will be installed at the National Sports Center to be used
as a practice facility for soccer.
6. NEXT MEETING
The next PTRC Committee meeting is scheduled for Tuesday, October 15, 6:30 p.m.

SUBJECT: Arden Hills Trail Priorities
Background
The City Council has asked the Parks, Trails and Recreation Committee to prioritize a list of the
trail connections in Arden Hills. Planning urban pathways with other city and regional planning
efforts can better integrate pathways into the city’s transportation and greenspace network,
providing more opportunities for active transportation and recreation.
Trails are an important part of providing multi-modal transportation options. They allow
residents to access close-to-home recreation opportunities and provide off-street connections
between neighborhoods, schools, parks and local businesses. They provide active transportation
that improves community health, creates livable neighborhoods and allows people of all ages and
abilities to get outside and get moving.
Action Requested
Please look over the trail priorities that were discussed at the last PTRC Meeting. If there is
anything that was missed or needs to be addressed please bring it forward at the November
meeting.
