RESOLUTION NO. 2020-017
RESOLUTION ENACTED UNDER AUTHORITY OF MINNESOTA STATUTES
SECTIONS 12.29 AND 12.37 TO EXTEND THE PERIOD OF A
MAYOR-DECLARED LOCAL EMERGENCY
WHEREAS, the Mayor of Arden Hills (the "Mayor") has found that the following
situation(the "Situation") exists:
• On January 31, 2020, the Secretary of the U.S. Health and Human Services
declared a public health emergency in response to COVID-19;
• On March 11, 2020,the World Health Organization(WHO) recognized the
global outbreak COVID-19 as a pandemic;
• On March 13, 2020, President Donald J. Trump proclaimed the outbreak of
COVID-19 in the United States a national emergency; and
• On March 20, 2020, Governor Timothy J. Walz issued Executive Order 20-01
under Minn. Stat. Ch. 12 declaring the outbreak of COVID-19 in Minnesota a
peacetime emergency. On March 16, 2020, the Minnesota Executive Council
extended Executive Order 20-01 for 30 days.
WHEREAS, the Mayor has declared that the situation is a local emergency; and
WHEREAS, the City Council of Arden Hills agrees with the Mayor's findings and
further finds that the Situation will last for more than three days;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden
Hills, Minnesota as follows:
The City Council declares that the Situation constitutes a local emergency continuing
until the emergency has ended or further action by the City Council.
This declaration of a local emergency will invoke the city's disaster plan. The
portions that are necessary for response to and recovery from the emergency must be used.
ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS
