REGULAR CITY COUNCIL MEETING
APRIL 13, 2020
7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City
Council meeting at 7:00 p.m.
Note: On March 20th, the Mayor signed a determination allowing Councilmembers to participate
in City Council meetings via telephone pursuant to State Statute 13D.021
Present via Telephone: Mayor David Grant, Councilmembers Brenda Holden, Fran
Holmes, Dave McClung and Steve Scott
Absent: None
Also present: City Administrator Dave Perrault; Public Works Director Todd Blomstrom;
Finance Director Gayle Bauman; Community Development Manager/City Planner Mike
Mrosla (via telephone); and City Clerk Julie Hanson
PLEDGE OF ALLEGIANCE
1. APPROVAL OF AGENDA
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the meeting agenda as presented. A roll call vote was
taken. The motion carried unanimously (5-0).
2. PUBLIC INQUIRIES/INFORMATIONAL
None.
3. RESPONSE TO PUBLIC INQUIRIES
None.
4. STAFF COMMENTS

A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update
City Administrator Perrault provided an update on TCAAP stating litigation with Ramsey
County was ongoing.
B. COVID-19 Update
City Administrator Perrault encouraged residents to visit the City’s website for the most current
and up to date information regarding COVID-19. He reported the Minnesota Department of
Health and CDC also had websites with current guidelines and recommendations. He explained
the City of Arden Hills remains in a peacetime state of emergency and City Hall will remain
closed until May 4th. He indicated City staff remains working and can be reached via phone or
email. He stated City Council and Planning Commission meetings will proceed as scheduled,
however the meetings will be held virtually.

B. March 26, 2020, Emergency City Council
C. March 26, 2020, Special City Council Work Session
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the March 23, 2020, Regular City Council meeting
minutes, March 26, 2020, Emergency City Council meeting minutes; and
March 26, 2020, Special City Council Work Session meeting minutes as
presented. A roll call vote was taken. The motion carried unanimously (5-0).
6. CONSENT CALENDAR
A. Motion to Approve Consent Agenda Item - Claims and Payroll
B. Motion to Approve Resolution 2020-019 Appointing Suzanne McGaugh and
Kristine Poelzer as Members of the Parks, Trails and Recreation Committee
(PTRC)
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the Consent Calendar as presented and to authorize
execution of all necessary documents contained therein. A roll call vote was
taken. The motion carried unanimously (5-0).

11. COUNCIL COMMENTS
Councilmember McClung stated he has appreciated seeing so many residents of Arden Hills out
walking in the evenings with their families. He thanked everyone for keeping an appropriate
distance. He encouraged residents to take advantage of the City’s wonderful trail system during
the coming weeks.
Councilmember Holmes reported work would begin again on the I-35 MNPASS project and
would continue through this fall.
Councilmember Holmes stated they received an e-mail from a resident with health issues and
asked Council to ask residents to limit recreational fires. She said staff may want to put a message
on the website noting residents may want to limit recreational fires at this time in consideration
for neighbors with health issues and the COVID-19 situation.
Councilmember Holmes commented she has received questions and concerns regarding the
proposed fire station. She encouraged the City to get more information out to the public regarding
this project. She believed it would be valuable for the City to explain in detail the importance of
having a fire station in Arden Hills. She suggested the Lake Johanna Fire Department’s
cooperative efforts also be described in further detail on the City’s website.
Councilmember Holden reported this week was tornado warning week which mean sirens would
be going off at two different times on Thursday. She requested staff put this information on the
City’s website.
Councilmember Holden stated she was getting questions regarding garage sales.
Councilmember Holden recommended information regarding the fire station be placed on the
City’s website to address the questions and concerns being raised by the public.
Councilmember Holden commented the Glen Paul neighborhood roads were in poor condition,
and requested staff get started on the process for next year’s project.
Mayor Grant reported these roads were in horrible condition. He requested the City
Administrator place a standing item on the agenda to allow staff to provide the Council with a
Transportation Update at each City Council meeting going forward. He discussed how this would
benefit the public with respect to the transportation projects occurring in and around the City,
along with information for the MNPASS project. He also discussed updating links to projects on
our website.

Mayor Grant agreed information regarding the fire station should be posted on the City's
website. He suggested preliminary information be placed on the website to inform the public as to
why the site was chosen for a fire station in Arden Hills.
Mayor Grant commented he has been out walking the trails in Arden Hills and understood the
Old Snelling trail was getting a lot of use.
