HomeMy WebLinkAbout05-11-2020-RtA-rys Approved:}llay 26,2020 CITY OF ARDEN HILLS, MINNESOTA REGULAR CITY COUNCIL MEETING MAY 11,2020 7:OO P.M.'ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO O R/ROI,I, CALL Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City Council meeting at 7:00 p.m. Note: On March 20th, the Mayor signed a determination allowing Councilmembers to participate in City Council meetings via telephone pursuont to Stote Statute 13D.021 Present via Telephone:Mayor David Grant, Councilmembers Brenda Holden, Fran Holmes, Dave McClung and Steve Scott Absent: None Also present: City Administrator Dave Perrault; Public Works DirectoriCity Engineer Todd Blomstrom; Community Development ManagerlCity Planner Mike Mrosla; Finance Director Gayle Bauman; Assistant City Engineer, Engineer in Training David Swearingen; and City Clerk Julie Hanson PLEDGE OF I,I,IiIGIANCE Mayor Grant announced that the Pledge of Allegiance would not be recited this evening as remote connections present difficulties in doing so. He noted if not for the virtual meeting setting at this time, the Pledge of Allegiance would be recited. 1. APPROVAL OF AGENDA MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to approve the meeting agenda as presented. A roll call vote was taken. The motion carried 2. PUBLIC INQUIRIES/INFORMATIONAL None. slv (5-0)- ARDEN HILLS CITY COUNCIL _ MAY II,2O2O 3. RESPONSE TO PUBLIC INQUIRIES None. 4. STAFF COMMENTS A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update City Administrator Perrault provided an update on TCAAP stating litigation with Ramsey County was ongoing. B. COVID-l9 Update City Administrator Perrault provided Council with a COVID-l9 update. He encouraged residents to visit the City's website for the most current and up to date information regarding COVID-|!. He also urged residents to visit the Minnesota Department of Health and CDC websites for additional information on current guidelines and recommendations. He stated that the City of Arden Hills remains in a peacetime state of emergency and City Hall will remain closed to the public until at least Monday,May 18 but normal operations are continuing and staff can be contacted by telephone or email. He stated that staff was awaiting additional guidance from the Governor's office regarding whether or not the order would be extended past May 18, lifted or modified. Additional information will be placed on the City's website as it becomes available. He reminded the public that the Ramsey County Sheriffs Office has a COVID help team to assist those in the community most at risk and urged those that need assistance to call 651-448-3874 or check the City's website. C. Transportation Update Public Works Director/City Engineer Blomstrom reported work has begun on the I-35W MNPASS project. He explained work this year would focus on the center section of the corridor. He stated major work items would be the replacement of the County Road C and County Road I bridges, along with noise wall installation. He indicated additional information regarding the I- 35W MNPASS project was available on the MnDOT website. Public Works Director/City Engineer Blomstrom stated City crews began street patching in preparation for crack sealing and sealcoating. He indicated sealcoating work would begin in mid- July and affected residents would be notified once the dates are established. Public Works Director/City Engineer Blomstrom provided the Council with an update on the City's 2020 and202l streetimprovement projects. He reported construction on Lexinglon Avenue would begin as soon as road restrictions were lifted in the spring of 2021. Councilmember Holden explained she had received several calls from residents living in the Glen Paul area that have concerns regarding the notice sent about the 2021 street improvement project. Public Works Director/City Engineer Blomstrom discussed the letter that was sent to these residents in further detail with the Council. 2 ARDEN HILLS CITY COI-INCIL _ MAY II,2O2O J 5. APPROVAL OF MINUTES A. April20, 2020, City Council Work Session Councilmember Holden stated she sent staff a minor correction to the minutes. MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to anprove the April 20, 2020. Citv Council Work Session meetins minutes as amended. A roll call was taken. The motion carried unanimously (5-0). 6. CONSENT CALENDAR Motion to Approve Consent Agenda Item - Claims and Payroll Motion to Authorize Appointment of Public Works Maintenance Worker Motion to Approve Joint Powers Agreement with the Minnesota Department of Military Affairs - Sanitary Sewer Lift Stations and Related Facilities Maintenance Motion to Approve Purchase of Replacement Pressure Reducing Valve (PRV) - Arden Manor MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to annrove the Consent as nresented and to authorize execution of all necessarv documents contained therein. A roll call vote was taken. The motion unanimouslv (5-0). 7. PULLED CONSENT ITEMS None. 8. PUBLIC HEARINGS None. 9. NEW BUSINESS None. 10. UNFINISHED BUSINESS None 11. COUNCIL COMMENTS A. B. C. D. Councilmember Scott welcomed Matthew Seifert to the City of Arden Hills. ARDEN HILLS CITY COUNCIL _ MAY II,2O2O Councilmember McClung thanked City staff for all of their efforts on behalf of Arden Hills. He also thanked residents for staying properly distanced while out walking in the community. Mayor Grant stated this week was National Skilled Nursing Care Week. He thanked all nurses for playing an essential role in caring for elderly and ailing individuals. Mayor Grant stated he appreciated seeing so many people walking out and about in the community. He indicated he looked forward to hearing from the Governor later this week. City Administrator Perrault apologized for the feedback that occurred during the meeting. ADJOURN MOTION:Councilmember Holden moved and Councilmember Holmes seconded a rnotion to adiourn. A roll call vote was taken. The motion carried unanimouslv (5-0).
