CALL MEETING TO ORDER
Chair Rich Straumann called the February 18, 2020 meeting of the Parks, Trails, and Recreation
Committee to order at 6:30 p.m.

1. APPROVAL OF AGENDA
MOTION: The agenda was unanimously approved by the Committee, with items 4E and 4F
added.
2. APPROVAL OF MINUTES
A. November 19, 2019 PTRC Minutes
MOTION: The minutes were approved by the Committee.
3. UNFINISHED BUSINESS
Discussion revolved around the new Ramsey County Commissioner, and possibilities for a new
PTRC Committee Chair or Vice-Chair(s). Chair Straumann was elected to serve another year.
4. NEW BUSINESS
A. Donations
Staff Liaison Knoll said that along with the list of business that will be receiving the donation
letter, the Recreation Programmer will be sending donation letters for the new adult egg hunt.

Chair Straumann noted that they don’t want to ask the same businesses for donations every time
so the list is continually evolving.
Discussion continued regarding previous projects that were done with donation money.
B.Park Bench Inventory
Chair Straumann gave a brief history of the park bench program.
Staff Liaison Knoll said staff will be taking inventory of benches, noting benches that need to be
replaced, and updating the map.
Discussion ensued noting locations of benches not on the current map, and a potential bench in
honor of Chuck Michaelson.
C.Playground Replacement
Staff Liaison Knoll noted the playgrounds scheduled to be replaced in 2020 are Arden Oaks Park
and Arden Manor Park. Staff will be doing an inventory of the worst playgrounds in Arden Hills
and these may be reprioritized.
Committee Member Anderson said she can get in contact with a daycare provider near Arden
Oaks, let her know the equipment will be replaced and ask if she has any input for the new
equipment.
Staff Liaison Knoll explained that staff is asking what type of outreach the Committee would like
to get the word out the residents.
It was decided to do a mailing to residents first and see what response it generates.
Staff Liaison Knoll said Floral Park tennis and basketball courts are also scheduled to be
reconstructed this year but staff will be evaluating before proceeding.
Discussion ensued regarding the possibility of closing the Floral Park tennis courts or adding
pickleball courts.
D.2020 Spring/Summer Recreation Guide
Staff Liaison Knoll said the Parks and Recreation Department has been busy putting the 2020
Spring/Summer Recreation Guide edits together for the upcoming season. There will be new senior
trips and they are partnering with the City of Shoreview for a senior housing fair on April 21. The
guide should be in mailboxes mid-March.
E.Trail Crossing, I-694 Update
Chair Straumann said there was a meeting of the Active Living Ramsey Communities Bike Walk
Team. You can currently Trail cross I-694 at Lexington or under I-694 on Old Highway 10/
Snelling Ave N - however, at this time, a Trail is not established along the route.

Elmer L. Andersen Memorial Trail on the western side of Arden Hills leads into New
Brighton. There is interest to add additional ways for pedestrians and bicycles to cross, most
likely under, I-694 in Arden Hills.
Chair Straumann felt the priority - as our current Ramsey County Trails funding priority -
would be to get from Indian Place to the entrance of Tony Schmidt Regional Park.
Discussion ensued regarding possible ways to cross I-694, trails around Tony Schmidt Regional
Park and to Valentine Park.
F. 2020 Work Plan Overview
Chair Straumann noted that Park Shore senior housing south of Round Lake will bring a new trail
to that area. Play Structures, Rice Creek Commons, and hard-court resurfacing will be upcoming.
There was discussion regarding Crepeau Nature Preserve, and a possible tour of the Rice Creek
Commons area.
5. REPORTS
Committee Member Finlay proposed a resolution to thank the Public Works/Parks and
Trails maintenance staff.
6. NEXT MEETING
The next PTRC Committee meeting is scheduled for Tuesday, March 17, 2020.

SUBJECT: Park Bench Inventory
Background
At the last Parks, Trails and Recreation Committee meeting held on Tuesday, November, 19
committee members asked to see a current bench inventory for the City of Arden Hills.
When a bench is donated through the Arden Hills Foundation, staff follow up with the donor to
see if they have a specific location they would like the bench to go.
City staff plan on updating the park bench location map this spring/summer and will update the
committee when it is completed. Attached you will find the current park bench location map last
updated in 2012.

SUBJECT: Capital Improvement Program Planning
Background
City staff is currently preparing an updated Capital Improvement Program for 2021. The capital
planning process this year includes conceptual consideration of potential projects over the next
10 years, compared to past 5 year planning periods, and a cash flow analysis of funding sources
for the City’s capital improvement projects. Initial information is being presented during the
City Council work session on June 20, 2020, the day before the upcoming PTRC meeting. Staff
will provide an update to the Committee at the July 21 PRTC meeting.

SUBJECT: Regional Solicitation Applications for Trail Extensions
Background
Every two years, the Metropolitan Council and the Transportation Advisory Board solicits
applications for the Regional Solicitation grant program. This program provides metro area
counties and cities with the opportunity to apply for federal funding for transportation and
infrastructure projects. The Regional Solicitation specifically provides funding to communities
within the greater metro area for highway, road, transit and other transportation improvements.
The Public Works Department applied for two projects for the Regional Solicitation Grant
Program within the Bicycle and Pedestrian category.
Project 1 - The Mounds View High School Trail.
This project would be an extension of the trail built in 2018 on the west side of Snelling Avenue
North. The trail would extend from County E2 to Lake Valentine Road, continuing on to the east
parking lot for Mounds View High School. See Attachment A for project summary.
Project 2 – The Old Snelling Trail Extension
This project would be an extension north adjacent to Old Snelling Highway 10 from Lake
Valentine Road to Wedgewood Circle. See Attachment B for project summary.
The applications were submitted on May 15, 2020. The Transportation Advisory Board will
select projects for funding in December 2020. A total of approximately $180 million in federal
funds is anticipated to be available in this solicitation for program years 2024 and 2025. See

The Mounds View High School project offers a wide variety of benefits to the community. The proposed
trail project will fill gaps within the larger regional trail network, creating connections to new
communities. With the addition of these newfound connections, the community will therefore grow and
form new relationships. It is Arden Hills goal to increase the unity and cohesion within the community
and encourage residents to seek out those relationships. The Mounds View High School trail project will
provide an important connection to the Mounds View High School. The project would be used daily by
both students and teachers commuting to and from the high school either via walking or bicycle. As a
result of the connection to the high school, pedestrians and bicyclists will remain safe and have a much
quicker, direct route to their destination. Residents will also be connected to various destinations, such
as the newly redeveloped Valentine Park, Tony Schmidt Regional Park, jobs, and much more. Since
residents of low‐income populations are more likely to not own a vehicle, the proposed trail project will
allow them more access to a wide variety of jobs, schools, and more. The city of Arden Hills wants to
provide all residents the same opportunities regardless of their socio‐economic status. Among all these
goals and benefits is the underlying benefit of improving the overall health of the community. With the
connection to the regional trail network, residents will be encouraged to use the trails and pleased to
find the new connections.

Project Name: Old Snelling Trail Extension Project

To enhance the trail network, improve pedestrian safety, and provide recreation opportunities within
the City of Arden Hills, the City is proposing to construct an extension of the City’s trail system adjacent
to Old Snelling Avenue, County State Aid Highway 76 (minor arterial) from Lake Valentine Road (major
collector) to Wedgewood Circle (local). The proposed project will remove a significant gap in the trail
system and address safety concerns for non‐motorized travel through the corridor. Currently,
pedestrians and bicyclists are using the narrow space along the edge of vehicle travel lanes for CSAH
76.The proposed trail segment provides an important connection in the City’s trail network and is the
next crucial segment to eventually connect trail systems in the cities of Arden Hills, New Brighton and
Shoreview. The project consists of constructing approximately 38,000 square feet of 10 foot wide
bituminous pavement multi‐use trail adjacent to the west side of CSAH 76. Project improvements
include ADA curb ramps, retaining walls, signage, and drainage improvements to accommodate
installation of the new trail segment. The City of Arden Hills has funded and constructed three previous
trail segments along CSAH 76, County Road E, and Lake Valentine Road over the past five years. The
proposed project will expand the trail network and improve safe pedestrian connections for Mounds
View High School (Enrollment 1,794), Bethel University (Enrollment 4,500) and Valentine Hills
Elementary (Enrollment 642). The project is one of the last remaining segments to connect these
facilities and residents within the western portion of Arden Hills to the Long Lake Regional Trail system.
