CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, FEBRUARY 18, 2020, 6:30 PM ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Rich Straumann called the February 18, 2020 meeting of the Parks, Trails, and Recreation Committee to order at 6:30 p.m. MEMBERS PRESENT: Chair Rich Straumann, Committee Members Terry Finlay, Tim Nelson, Jill Anderson, Micah Kiernan, Paul Beggin, Marie Hinton, Nancy O’Malley, Dan Dietz OTHERS PRESENT: Staff Liaison Sara Knoll ABSENT: Committee Members Harold Petersen, John Van Valkenburg, Council Liaison David Grant 1. APPROVAL OF AGENDA MOTION: The agenda was unanimously approved by the Committee, with items 4E and 4F added. 2. APPROVAL OF MINUTES A. November 19, 2019 PTRC Minutes MOTION: The minutes were approved by the Committee. 3. UNFINISHED BUSINESS Discussion revolved around the new Ramsey County Commissioner, and possibilities for a new PTRC Committee Chair or Vice-Chair(s). Chair Straumann was elected to serve another year. 4. NEW BUSINESS A. Donations Staff Liaison Knoll said that along with the list of business that will be receiving the donation letter, the Recreation Programmer will be sending donation letters for the new adult egg hunt. Parks, Trails & Recreation Committee Meeting Minutes February 18, 2020 Page 2 Chair Straumann noted that they don’t want to ask the same businesses for donations every time so the list is continually evolving. Discussion continued regarding previous projects that were done with donation money. B. Park Bench Inventory Chair Straumann gave a brief history of the park bench program. Staff Liaison Knoll said staff will be taking inventory of benches, noting benches that need to be replaced, and updating the map. Discussion ensued noting locations of benches not on the current map, and a potential bench in honor of Chuck Michaelson. C. Playground Replacement Staff Liaison Knoll noted the playgrounds scheduled to be replaced in 2020 are Arden Oaks Park and Arden Manor Park. Staff will be doing an inventory of the worst playgrounds in Arden Hills and these may be reprioritized. Committee Member Anderson said she can get in contact with a daycare provider near Arden Oaks, let her know the equipment will be replaced and ask if she has any input for the new equipment. Staff Liaison Knoll explained that staff is asking what type of outreach the Committee would like to get the word out the residents. It was decided to do a mailing to residents first and see what response it generates. Staff Liaison Knoll said Floral Park tennis and basketball courts are also scheduled to be reconstructed this year but staff will be evaluating before proceeding. Discussion ensued regarding the possibility of closing the Floral Park tennis courts or adding pickleball courts. D. 2020 Spring/Summer Recreation Guide Staff Liaison Knoll said the Parks and Recreation Department has been busy putting the 2020 Spring/Summer Recreation Guide edits together for the upcoming season. There will be new senior trips and they are partnering with the City of Shoreview for a senior housing fair on April 21. The guide should be in mailboxes mid-March. E. Trail Crossing, I-694 Update Chair Straumann said there was a meeting of the Active Living Ramsey Communities Bike Walk Team. You can currently cross I-694 at Lexington or under I-694 on Old Highway 10, and the Parks, Trails & Recreation Committee Meeting Minutes February 18, 2020 Page 3 Elmer L. Anderson Trail on the western side leads into New Brighton. There is interest to add additional ways for pedestrians and bicycles to cross I-694 in Arden Hills. Chair Straumann felt the priority would be to get from Indian Place to the entrance of Tony Schmidt Regional Park. Discussion ensued regarding possible ways to cross I-694, trails around Tony Schmidt Regional Park and to Valentine Park. F. 2020 Work Plan Overview Chair Straumann noted that Park Shore senior housing south of Round Lake will bring a new trail to that area. Play Structures, Rice Creek Commons, and hard-court resurfacing will be upcoming. There was discussion regarding Crepeau Nature Preserve, and a possible tour of the Rice Creek Commons area. 5. REPORTS Committee Member Finlay proposed a resolution to thank the Public Works/Parks and Trails maintenance staff. 6. NEXT MEETING The next PTRC Committee meeting is scheduled for Tuesday, March 17, 2020. ADJOURNMENT The meeting adjourned at 8:05 p.m.
