SPECIAL CITY COUNCIL MEETING
DECEMBER 21, 2020
8:30 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor David Grant called to order the Special City
Council meeting at 8:30 p.m.
Note: On March 20th, the Mayor signed a determination allowing Councilmembers to participate
in City Council meetings via telephone pursuant to State Statute 13D.021
Present: Mayor David Grant, Councilmembers Brenda Holden, Fran Holmes, Dave
McClung and Steve Scott
Absent: None
Also present: City Administrator Dave Perrault; Public Works Director/City Engineer
Todd Blomstrom; Community Development Manager/City Planner Mike Mrosla;
Assistant City Engineer/Engineer in Training David Swearingen; and Deputy Clerk Jolene
Trauba; present via telephone: Finance Director Gayle Bauman
1. APPROVAL OF AGENDA
Mayor Grant requested item 2C be pulled from the Consent Agenda for further discussion as
item 3A.
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the meeting agenda as amended. The motion carried
unanimously (5-0).
2. CONSENT CALENDAR
A. Motion to Approve Consent Agenda Item - Claims and Payroll
B. Motion to Approve 2021 Tobacco License Renewals
C. Motion to Approve 2021 Liquor License Renewals

MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the Consent Calendar as amended and to authorize
execution of all necessary documents contained therein. The motion carried
unanimously (5-0).
3. PULLED CONSENT ITEMS
A. Motion to Approve 2021 Liquor License Renewals
Mayor Grant stated that based on the Council’s conversation during the work session that
occurred prior to this special meeting, a change to this item was to be discussed.
City Administrator Perrault stated the change for this item was the consideration by Council to
charge half or 50% of the on-sale liquor license fees paid by the nine (9) on-sale liquor license
holders.
MOTION: Mayor Grant moved and Councilmember Holden seconded a motion to
approve the 2021 Liquor License Renewals.
Mayor Grant requested a motion to consider an amendment that would reduce the on-sale liquor
license fees. He stated that the purpose of an amendment had already been discussed and asked
Finance Director Bauman for further clarification.
Finance Director Bauman stated that regarding the credit refund given to the on-sale liquor
licensees last spring, the City did not include the background investigation fee in the calculation
of the waived fee amounts. She said her preference would be for the City to retain the background
investigation fee as background checks must be conducted regardless and the 50% fee reduction
would be calculated on the remaining on-sale liquor license fee amounts.
Finance Director Bauman also requested that motion language be included that would authorize
the Finance Director to complete all corresponding budget adjustments necessary to reflect this
change so that appropriate adjustments to the budget could be made.
Councilmember Holden stated the she would like to propose the Council waive the on-sale
liquor license fees for 6 months of 2021 and authorize the Finance Director to adjust the budget
accordingly.
Mayor Grant noted that the only off-sale liquor licensee in the city is Cub Foods and that the
others are all considered on-sale licenses.
AMENDMENT: Councilmember Holden moved and Mayor Grant seconded a
motion to waive the on-sale liquor license fees for 6 months of
2021 and authorize the Finance Director to adjust the budget
accordingly.
A roll call vote was taken. The amendment carried (5-0).

approve the 2021 Liquor License Renewals as amended.
A roll call vote was taken. The motion carried 5-0.
4. COUNCIL/STAFF COMMENTS
None.

Mayor Grant adjourned the Special City Council Meeting at 8:38 p.m.
