HomeMy WebLinkAbout2021-007 -AVEN 4ILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 2021-007 RESOLUTION SUPPORTING A LOCAL ROAD IMPROVEMENT PROGRAM(LRIP) GRANT APPLICATION FOR LEXINGTON AVENUE WHEREAS, the Minnesota Department of Transportation (MnDOT) has made $75 million of Local Road Improvement Program (LRIP) grant funds available statewide for 2021, 2022 and 2023 projects, with a cap of$1.25 million per project; and WHEREAS, funding is available through the LRIP for the following three project categories: Routes of Regional Significance Account, Rural Road Safety Account and Trunk Highway Corridor Account; and WHEREAS, LRIP funds can be used on reasonable elements associated with roadway construction, but cannot be used for consultant engineering and inspection, utility coordination; and WHEREAS, construction costs above and beyond a LRIP award must be funded with alternate funding sources; and WHEREAS,Ramsey County, in cooperation with the Cities of Arden Hills and Shoreview is submitting a 2022 LRIP Routes of Regional Significance application request of$1.25 million for Lexington Avenue improvements extending from County Road E to Interstate 694; and WHEREAS, Lexington Avenue through the project area is a Route of Regional Significance due to its A-Minor Augmentor functional classification, its designation as a 10-ton CSAH route, its direct connection to Interstate 694, its function as a parallel reliever route to Trunk Highway 51 (Snelling Avenue) and its significant existing/forecasted AADT of 24,900/27,500; and WHEREAS, the Lexington Avenue project will consolidate access, add a raised center median throughout the corridor and left and right turn-lanes at major intersections, provide signal and intersection geometric upgrades, and improve bicycle/pedestrian facilities and transit stop locations; and WHEREAS,the Lexington Avenue project is expected to significantly reduce right-angle and rear end crashes, improve safety for bicycle, pedestrian and transit users and improve 2040 forecasted level of service (LOS) from E/F to LOS of D or better for the entire corridor; and 1 To view the final document,access adopted Resolutions via Arden Hills Public Laserfiche Weblink by visiting cityofardenhills.org and clicking on Archived Documents under Helpful Links on our main webpage. WHEREAS, the Lexington Avenue project will also provide significant economic development benefits providing improved mobility and access for regional attractions such as the City of Arden Hills Lexington Station Phase III development,the City of Shoreview Super Target and the City of St. Paul Como Zoo and Regional Park; and WHEREAS, Lexington Avenue project costs are expected to total approximately $12,485,000 and includes a combination of CSAH, local and State funding. NOW, THEREFORE,BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF ARDEN HILLS supports Ramsey County's submittal of the Lexington Avenue 2022 LRIP Routes of Regional Significance grant application.
