RESOLUTION NO. 2021-048
RESOLUTION APPROVING A SITE PLAN REVIEW FOR THE
SUBJECT PROPERTY 3900 BETHEL DRIVE
WHEREAS, City Staff received a land use application for 3900 Bethel Drive ("Subject
Property") for a Site Plan Review on July 20, 2021;
WHEREAS, the Subject Property is located in the INST — Institutional Zoning District
and is guided as Public & Institutional in the Land Use plan;
WHEREAS, the Subject Property's use as an educational institution was previously
approved under a Conditional Use Permit Master Plan("Planning Case No. 78-5");
WHEREAS, a Site Plan Review is required for construction of a permanent accessory
structure in this zoning district;
WHEREAS, the Applicant is proposing to upgrade the scoreboard and sound system
adjacent to the stadium field and track;
WHEREAS, Subject Property meets the special district provisions for the INST District
to operate an education institution use;
WHEREAS, the City Council directed Staff to prepare a Land Use Application Public
Policy Notification to notify all property owners within 500 feet of Subject Property when a request
for the Planning Commission is to occur related to a land use application that does not require a
public hearing;
WHEREAS, the City's obligation has been met where the Arden Hills Planning
Commission did hold a public hearing on August 4, 2021. All persons present at said meeting
were given an opportunity to be heard and present written statements; and
WHEREAS the Planning Commission considered the Applicant's request for a Site Plan
Review and, as such voted 5-0 in favor of the recommending approval with conditions.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF ARDEN HILLS:

Hereby adopts Resolution 2021-048 approving Planning Case 21-016 for a Site Plan
Review at the Subject Property 3900 Bethel Drive to update the scoreboard and sound system
adjacent to the stadium field and track.
BE IT FURTHER RESOLVED that City Council approves Planning Case 21-016 for a
Site Plan Review at the Subject Property 3900 Bethel Drive, based on the findings of fact and the
submitted plans and August 23, 2021 Report to the City Council, as amended by the following
conditions:
1) All conditions of the original Conditional Use Permit and Amendments shall remain in
full force and effect.
2) That the project shall be completed in accordance with the plans submitted as amended
by the conditions of approval. Any significant changes to these plans, as determined by
the Senior Planner, shall require review and approval by the Planning Commission and
City Council.
3) The proposed structure shall conform to all other regulations in the City Code.
4) A building permit shall be obtained for the proposed scoreboard.
5) That all building and setback requirements shall be met.
6) The scoreboard height shall not exceed 35 feet.
7) That the sound system being installed within the scoreboard shall meet all applicable
standards set by the EPA and MPCA.
8) A separate sign permit shall be required and scoreboard signage must meet all
requirements of City Code Section 1250.
9) That the scoreboard shall not be used as a dynamic sign to display sponsorship
advertising, messages or videos.
10)A Bethel employee shall control the lighting and sound system at the football field.
11)The use of the sound system and lights at the football field be capped at 10:00 PM,
except on nights that have a Bethel University sponsored events.
12)That an automatic dimmer module shall be installed to reduce the nighttime light output
of the LED lighting of the scoreboard based on ambient light levels.
13)That the applicant shall cooperate with all reasonable requests from the City to modify
direction and intensity of light and sound emitted from the scoreboard to mitigate its
impact.
14)The Applicant shall be required to provide photometric calculations for the stadium
lighting including the LED lighting of the scoreboard at the property lines of all
adjacent residential properties indicating the plan meets ordinance requirements.
